ITI signs MoU with Govt of India (UPDATED)

How to uplift poor among SCs/STs ?

On reservations a lot has been written. Many arguments and counter arguments have been given. My views have also found place. Head count of Secretaries, Joint Secretaries, etc is being made every day. This is being done to sidetrack the real issue which is and should be to uplift the poor among SCs/STs and not that how successive and well off generations of SCs/STs should go on benefitting. This can happen only if persons whose families have already got benefit are excluded to make way for others among their caste, without completely doing away with reservation though it is constitutional discrimination against many. I think it is fair enough.

It is not charity ?

In fact any concession to SC, ST and Other Backward Class people is considered by others as charity. I clarify, it is not charity. It is their right which was given to them in lieu of certain demands made on the British government by Dr Ambedkar. Why it so appears that all Indian need reservation when they do not perform well at international level. One question for every one- why there is 100 percent inefficiency in the system when reservation is not even 50 percent taken together for all the communities?

Poor among SC/STs not benefitting from reservations

It is ridiculous and fallacious to say that poor among SC/STs are benefitting from reservations. Quota benefits among SCs and STs is confined, unfortunately, to the rich amongst the SCs and STs (even among OBCs, the creamy layer is sought to be circumvented by the rich OBCs in their quest for power and pelf by falsely suppressing their real incomes, e.g. the rich marwaris, the moneyed baniyas, the well heeled Kurmis and Ahirs). The tribal benefit is confined to the Meenas and third generation North Easterners. The SC benefit is only confined to children of second generation IAS officers. Examples of poor, well educated (since "financial affordability" is taken care of by a wide ranging slew of measures of government scholarships) SCs and STs who fail to take benefit of reservation policy since their elite brethren continue to garner the benefits for generations altogether abound. These people should not be allowed the benefit for generations in the interest of their own castes. The elite can compete in the general category (after three generations in the Class I services or as MPs/ MLAs/ Army/ Judiciary, if they still need crutches, what will happen to those who do not have three generations of education, power and wealth behind them?). A mockery of reservations has been made by this elite. Saying that there is no reservation after Class I is a total falsehood. Reservations are granted to all Groups, A, B, C and D. Let us not create false myths to perpetuate the hegemony of third generation SCs and STs (the new brahmins) to the detriment of their own castes. The constitutional mandate for reservations being for only 10 years, continuation thereof should be contingent on creamy layer concept in order to widen and deepen the benefits of reservations. The day will come when the poor SCs and STs will become alive to this fraud being perpetrated upon them and then they will seek their due from their own "vibhishans".

Discrimination

Yes, the Executive Committee has scrumptiously made certain amendments to eligibility criteria, to exclude non retired IAS officers to become members. CSOI has been set up as ""staff welfare "" programme and got grants from Government. Therefore such discrimination is illegal. Further, on one hand there is a shortage in footfall, yet there is abnormal delay in granting new membership. Governing Council should look into this and stop this discrimination.

A richly deserved award!!


Bhatia has indeed done amazing work in improving the functioning of the Taxation Department in Maharashtra. His efforts actually go beyond Maharashrta and he has made seminal contribution to the indirect taxation policy in many other states and at the national level. A richly deserved award!!
