Today's papers say that Infotec companies have cash reserve of Rs. 45,000 crores. Why not use part of it for developmental work. Companies certainly don't require the entire money for their own growth. KK Is it Civil Services Day ? By seeing the recipients of the awards, one gets a serious doubt whether it is Civil Services Day or 'IAS Day'. Dear PM, please wake up and recognise other services as well. RKB Fighting corruption amounts to committing suicide If people have forgotten. I am writing this to remind them. A former senior civil servant who tried to fight the corrupt throughout his career figuring prominently in newspapers, fought LS election and lost deposit, said at the end "fighting corruption in India amounts to committing suicide". He was not entirely wrong. Bishan Sharma Who is Running DoPT? The DoPT can be theoretically called the mother of the government officials. The norms, rules, guidelines etc. are framed by it for the welfare of the officials and also for the smooth working of the Ministries/ Departments of Government of India. Since the norms/ guidelines are enacted for the officials so the interpretations thereof should be done in favor of the officials. Many a times the orders are issued in public interest by the Government, but the pertinent question is whether the interest of the concerned official is protected? As generally said that the DoPT is run by the Section Officers and the Under Secretaries. The higher ups are mere signatories. We realize only when our self is pinned. Sometimes it is seen that the proposals, approved by the Secretary and Minister concerned of some Department, but the same are rejected at the level of SO/US and returned to the concerned Department. Can we conclude that the SO/US of DoPT is right every time so far as interpretation of rule is concerned? Whether their interpretation of rule is same in case of IAS and Non-IAS? Rule must be interpreted always in the interest of the officials for whom the rules are enacted. Public interest does not diminish the interest of the officials. Y Mishra Why empanelment of IRSE officers so late ? This is pertinent to the news of 1983-84 batch officers of IRSE being empanelled as Joint Secretaries. Why so late? When 1989 batch officers are already in SAG and there is already a 1986 batch IRSE posted as JS MoUD, why is 83/84 batch being empanelled now? Look at IES on the other hand. Their 1986 batch is still not entirely in SAG, but these officers have already been empanelled as Joint Secretaries. AB An IAS officer can be a minister but not vice versa On the eve of Civil Service Day, I remember only one IAS officer Kaliswaran, who was the Collector of Alappuzha decades ago. He was ordered to arrest the husband of a prominent leader for hoarding of sugar. The result was immediate. The next day he was transferred. In a press conference he commented on this incident as under:- An IAS officer can be a minister but a minister can`t be an IAS officer. I admire him as a real, brave and dedicated officer. Koyaji Sole indicator of an officer's honesty The number of transfers in service career can not be sole indicator of an officer's honesty. Vashistha God save the world Efficient working of bureaucracy is to a great extent dependent on the character/nature of person at the helm of affairs, on which we have no control. Their basic nature has been developed by the god. One may be bold and quick in taking decisions and the other may behave in a sissy manner. They are not ready to take any decision and want everything to be done by putting their but on the shoulder of his juniors. Then there are people having some inferiority complex and in order to cover that they try to yell at their juniors for small things. Their are others who behave very immaturely and feel that what they are thinking is correct and nobody should try to interfere. They asks questions to their juniors and when the latter starts responding, without listening properly, they say Are yaar main yeh nahi kah rahta tha'. For being successful, you have to be a good listener and also entertain sporting arguments of your juniors. You should not create havoc with the system without realizing what will be the consequences the day you leave. Some of the bureaucrats have a 'big heart' and some 'very small heart'. They want to have all the fruits themselves and not like to share anything. Especially their tendency to grab everything relating to foreign tours. Then comes the feudalistic attitude of officers, which still exists even after 64 years of independence. As long as they are Joint Secretaries & below level officers, they are very friendly cut jokes, respond to your wishes etc. The day they became Secretary, they walk on the corridors of the offices looking below and not responding to the wishes of their juniors. The performance of the bureaucracy apart from the political and other allied factors is also linked to his level of intelligence, health, status of family life and financial situation. Mohan Need to take stock of latest First of all, you hardly cover the CAPF's issues. Now most of the constant information about ITBP's postings is not correct and changed. Someone need to take stock of latest. There are issues pending at the bigger level to be discussed and supported. Please take notice. As regards general people, yes, they are the real heroes but they were not alone, all Indians fought unitedly against the colonial masters, with the sole aim of azadi. They did not discriminate amongst themselves and nor we can segregate them. how does one know how many were general and how many dalits....these are the divisions created later some with the aim to uplift the downtrodden and some in social scene by the unscrupulous people.
