Why contradictions in Rule framing Body (DoPT)?
The Office of EO, DoPT vide Circular No. 7/3/2013-EO(SM-I) dated April
22, 2013 has invited applications for filling up the post of Joint Secretary
in an attached office of the Planning Commission on deputation basis
under non-Central Staffing Scheme for a period of Five years. However,
in eligibility conditions, the Ministries/Departments have been asked
to recommend the names of only those officers who are empanelled as
Joint Secretary under Central Staffing Scheme? Why this contradiction?
How the EO office has committed such error? As per Non-CSS deputation
terms and conditions as contained in DoPT OM dated 17.6.2010, the initial
tenure is only three years. Extension for 4th and 5th year is granted
after approval of the Secretary and Minister concerned. The terms and
conditions for CSS and Non-CSS deputations are altogether different.

CGHS beneficiaries
CGHS beneficiaries are suffering due to rough treatment at Government
hospitals. Specifically pensioners are worst sufferers. Neither they
are able to get appointments nor they can wait in long queues due to
old and poor health. Govt. has closed eyes and ears to listen their
grievances. Ministry has not taken any action to start empanelling private
hospitals which have been removed recently. It is humble submission
to Minister of Health & WF to look into the matter personally and
see all the hospitals in Delhi made available to CGHS beneficiaries
for treatment.
