54 IAS officers yet to submit IPR
Altogether 54 IAS officers have so far not submitted their IPR in the
country of six each are of Arunachal Pradesh-Goa-Mizoram-Union Territories
(AGMUT), Chhattisgarh and Odisha cadres and five each of Madhya Pradesh
and Haryana cadres, he said. Three officials each of Andhra Pradesh,
Uttar Pradesh, Uttarakhand and West Bengal cadres, two each of Assam-Meghalaya,
Karnataka, Manipur-Tripura, Nagaland and Tamil Nadu cadres and one each
of Jammu and Kashmir, Jharkhand, Rajasthan and Sikkim cadres have not
submitted their IPRs.
Rakesh Kacker to retire this month end
Secretary, Food Processing in the Government of India, Rakesh Kacker
is retiring on April 30. He is a 1977 batch IAS officer of Tamil Nadu
cadre.
Bakshi takes VRS
After a 30 year distinguished and decorated service career, the Indian
Broadcast Service officer, B M Bakshi, who rose to the rank of Additional
Director General, Doordarshan, took VRS on Friday. At present, he was
working as Director, Delhi Doordarshan Kendra. During his brilliant
career, he worked on a number of sensitive assignments in the Doordarshan
and Ministry of Information & Broadcasting. Bakshi has masterminded
the art of VIP and Live-telecast coverage. A number of Universities
offered him to be an honorary Professor.

Dr Rajendra Dobhal seeks extension as DG,
UCOST
Dr Rajendra Dobhal, Director General, Uttarakhand State Council for
Science & Technology (UCOST) (Government of Uttarakhand), has reportedly
sought an extension on this post till June, 2013. He wants to dispose
of all the pending works before joining as Chairman & Managing Director,
National Research Development Corporation (NRDC). He is expected to
join NRDC in July.

for a major makeover
The ITPO earned reasons for rejoice after it got clearance from DDA
against the change of land use. The provisions of Master Plan of Delhi,
laid some 30 years back, always refrained ITPO from any alteration to
meet the modern day needs and from developing it as an international
convention centre as well. ITPO had advocated the issue strongly with
the Urban Development Ministry and DDA and finally it has emerged victorious.
In the new scenario Pragati Maidam will see mega expansion, remodelling
and a sizeable makeover for itself.

Facilities for Cryogenic Engines at HAL
The manufacturing facilities for integrated cryogenic engines will be
set at up at HAL's Aerospace Division in Bangalore said Dr. K. Radhakrishnan,
Chairman, Indian Space Research Organization (ISRO.) Delivering the
seventh L.M. Khatre Memorial Lecture "Indian Space Program: Emerging
Frontiers" at HAL Convention Centre, he said HAL will continue
to play an important role in the future programs of ISRO. Speaking on
the occasion, Dr. R. K. Tyagi, Chairman, HAL stressed that creativity
and innovation are key to success in aerospace sector. He said HAL is
the biggest investor in defence R&D in India as it spent about 12
percent of its turnover on researchactivities, far ahead of other PSUs
and private players. "We filed 67 patents in 2012-13 and aiming
for more this year", he added.

Constitution of Committee by CS Division to restructure CSS cadre
so as to remove the acute stagnation in Central Secretariat Service.
Simultaneously, it would be more beneficial for the Government to constitute
a Committee to improve the service conditions of CSSS officials. In
this connection, it is humbly submitted that Sixth Pay Commission has
also recognised the acute stagnation in the cadre of CSSS. With a view
to solve the problem of acute stagnation, 6th CPC has recommended merger
of CSSS with CSS and the Government has accepted its recommendation
but all in vain. Now, it is high time for the office bearers of CSSS
to impress upon the Government officials to persuade the officials and
all other concerned parties for merger of CSSS with CSS with parity
in every respects. Moreover, it would be more beneficial for the Government
to make maximum utilisation of the services of CSSS officials by providing
them better promotional avenues on options. It will solve shortage of
staff in CSS without incurring any expenditure to a large extent on
the one hand and improve the service conditions of CSSS officials on
the other.

Rich is rich, poor is poor
Controversy on reservations is not dying down on this site. It is unfortunate
that advocates of present reservation policy are not understanding one
very simple thing - rich is rich; irrespective of his/her caste and
similarly, poor is poor, irrespective of his/her caste. Hungry is hungry
whether he belongs to one caste or the other. Do not discontinue reservations
for SCs and STs, but give benefit only to economically weaker among
them. Do not pamper those whose belly is already full. They have already
got their share. They should voluntarily make this sacrifice for poor
among them and approach the Government to amend the policy instead of
cursing the so called upper classes and branding them as oppressor.
If somebody is born in a Brahmin or Rajput family, it is not his fault.
He should not be hanged if his grandfather or great grandfather had
done some wrong to anybody. He has equal rights; but forget that. But
follow a sensible policy that helps the real needy among SCs, STs.

Support genuinely underprivileged
One should support the genuinely underprivileged and not those who are
merely carrying on as underprivileged. If the underprivileged are to
be catered to, poverty is the real indicator and not merely caste, and
that too, after so many decades of reservations which has created a
class with a vested interest in reservations who are not allowing their
own brethren to obtain the benefits of reservations. History will not
forgive these Vibhishanas.

When poor gets a share of loot of corrupt politicians
I feel the elections are the only source when the poor gets a share
of the loot the corrupt politicians make. In Karnataka, the going is
Rs.500 per day and chicken biriyani for canvassing. Election Commission
is not able to stop this. Nor the Government is in a hurry to stop the
flow of black money. I feel we should have elections every year so that
a part of the hundreds and thousands of crores, these politicians loot
can be distributed among the poor for canvassing and for voting.

Sale of NCERT textbooks by unscrupulous book sellers
This is regarding sale of NCERT textbook by unscrupulous book sellers
in New Delhi. It is a common business parlance these people get supply
at discounted price and sell the same on MRP. So far it is acceptable.
But what about making illegal profit by selling only books with 'so
called' binding, i.e., just wrapping a cell phone sheet over the book
(of course, no plastic voice growing louder)and charging RS.10/- as
binding charge, while the book cost is Rs.30-40, etc.. Is there not
a way to make NCERT books available throughout market and without binding!

CGHS Beneficiaries
CGHS dispensaries remain crowded due to shortage of doctors and other
staff. The situation gets worse on Saturdays due to further depletion
of doctors, many of whom prefer to enjoy holiday with their family.
A lot has been aired in these columns earlier by different friends with
cogent and cognizable reasons to support their versions. Is there any
in the Government or the Private Hospitals to listen to the plight of
CGHS beneficiaries, in particular the retired ones.
