The CMD of National Small Industries Corporation (NSIC) Dr. H P Kumar has said that the Indian SMEs have been the driving force of country's growth story. Even in times of current financial crisis the resilience of the sector has helped Indian economy to stay buoyed. Delivering the inaugural address at the SME Conclave 2013 organised by CARE Rating Agency recently, he further said that in order to continue the growth story it is necessary that SMEs receive encouragement and support from the Banks and Rating agencies so that they adopt and obtain new facilities for their needs. Many SMEs, he said, were not aware as to how to take advantages of numerous opportunities and various support services available to them for their business and growth adding that the SMEs should come forward to take advantage of various facilities being offered by NSIC and avail its benefits. "The latest technologies, marketing strategies, innovative ideas, IT solutions and financial products are the main areas on which SMEs should focus constant attention for sustained development", he concluded. Well said ! Salute to this great and exemplar officer ! Field Marshal is not only one who doesn't retire but one who has earned respect for himself and his institution through his own exemplary work and by supporting honest officers and not by buttering the politicians for personal gains like getting lucrative postings and multiple postings, grabbing foreign junkets, daily publicity in the media and denigrating superiors and colleagues et al which have become the norm for some present-day civil servants.

Why only IAS Officers for awards on Civil Services Day ?

I fail to understand the logic behind selecting only IAS Officers for awards on Civil Services Day. What about Indian Forest Service, Indian Revenue Service, Indian Postal Service and Indian Railways. In what way, they don't deserve to be recognised. Are they not contributing to the Nation's growth? What significant contributions have IAS made after Independence. They are following the same old Rules and Regulations framed by the British. PM should be advised properly on conferment of awards.

Constitution of Committee by CS Division to restructure CSS cadre

CSS and CSSS are two different services. Both should not be merged as it will destroy the character and prestige of the CSS (service and cadre). Recently most CSS cadre officers from Under Secretary level to Additional Secretary level are against this move. The qualifications of CSSS can never be equal to CSS. CSSS should be a separate secretarial clerk service as it is presently now and should not be mixed.

Govt. has issued a list of private hospitals recognized under CS (MA)rule. Can CGHS beneficiaries at Delhi avail the treatment in these hospitals. As Batra Hospital is recognised under CS (MA)Rules, can CGHS beneficiaries go for treatment in Batra Hospital? It is submitted Govt. should permit treatment in these hospitals also to CGHS beneficiaries. It will give some relief to pensioners.

Caste Vs Poverty

Casteism among Hindus is a bigger monster than poverty. Caste as an institution is a proven monster of injustice, discrimination, violation of human rights, violation of fundamental rights and centuries old tradition of making sub -human lives of millions of Hindus belonging to so called lower castes, caste has never done anything good for higher also except creating enmity between the three. But the Caste has protected and supported rights for the top one with supreme rights by birth...the more downward you go in hierarchy you continue losing rights even to the extent of drinking water at common places, visiting temples etc. (ref. Gandhi and Ambedkar movements for right to drinking water from wells and temple entry). According to historians, the country lost almost all the wars to invaders from Gulf because only one caste was allowed to part in war which totally weakened the country militarily. Caste leads to lack of unity among communities because of which country suffers. However, such is not the case with poverty. Even one is poor, one doesn't lose one's caste and related dignity and Godly and birth respect enshrined in our scriptures. Poverty was never a parameter for respect and social dignity in our society, neither it is today, if it was so, the poor Brahmins also would have suffered untouchability. But it never happened so. Why? The poverty had not affected the social respect and superior rights of number one caste in old India. And superior financial status of working classes did not give them any superior social status or superior social rights. However, in today's India we enjoy all rights irrespective background, thanks to social reformers belonging to all castes and law makers of modern India. India today, according to UN is no more a country suffering from poverty. They say, 'poverty is a sin'. But it is a washable sin. You can make a poor a millionaire by hard work. But learned friends, can you make a SC to Brahmin even if he is a billionaire? Can you? Poverty has a logic, a reason, some one's fault, it is not Godly act such as Caste as claimed and practiced. People who love to equate caste and poverty must know the reasons are different. While poverty is due to caste, the caste is not due to poverty. Caste is the mother of poverty, if not, castes of the rich would have been changed. But this miracle has not happened in our nation. Caste is obviously a bigger monster than poverty.More needs to be by we the Hindus to abolish institution of caste totally from India. It will be a moral booster for millions of suffers and if caste dies with Govt. efforts, I am pretty sure, nobody would ever walk away from this beautiful religion (the best religion i.e. Hinduism minus caste) as in the past. Once the institution of castes stands totally abolished and observing it becomes legally a punishable crime, I feel there is no need for special treatment and facilities to anyone, the provisions, automatically stands abolished.

Saradha Chit Fund or Mamata?

Who is the target- Saradha Chit Fund or Mamata? Saradha operations in Jharkhand are no less deceitful than its West Bengal operations, but only Mamata (by name, not the state government) is being hammered by motivated media. Can a Chit Fund operate in a state without giving a decent cut to the corrupt politician, whether CM or Finance Minister? Or did it suppress the information, which is useful politically to "rein in" a powerful chief minister? Moreover, can only one political party swallow the entire kill? That would be under rating the competitors, especially when the Saradha operations were started before Mamata captured power. Is any state free from the menace of chit fund dacoity ? Kerala is reported to have more than 4000 chit funds in operation. Incidentally, they were also the first to legislate to rein these rogue companies, after the Usury Act was enforced. Sadly, the scoundrels are using the poor to exploit the poor, be it mining their hard earned money or children trafficked. The court expresses anger asking if the government has any shame, but they are devoid of any such absurd notions like shame, integrity or honesty. Led by the historically corrupt, all the followers too become like the leader:

Reservation policy and its sociological implications

Reservation policy is an electoral fraud due to its sociological implications. The benefits of reservation have been cornered, by the Dalits belonging to affluent class. Instead of reviewing the reservation policy, the political class , under garb of "social re-engineering", has created the sub-category of Maha-dalits" covering the poorest among the dalits. Worse still, under compulsions of vote bank politics, it created sub-castes of : "Normal", "Hyper" and "Super" Maha-dalits depending on level of poverty. Creation of artificial silos has led to inter- and intra-castes conflicts. The Indian bureaucracy is also impacted adversely. For instance, the practice of giving out-of-turn promotion for superlative performance has been scrapped by government. There is no level playing field in appraising the performance of government bureaucrats and public sector executives. While, "Good" performance is considered "Good enough" for one category of candidates ,it is "Good for nothing" for others. Good and poor performers are treated at par. How could the government achieve "Responsive Administration" and "Good Governance". Against this background, extending reservation policy to promotion matters, will lead to a tsunami of administrative disasters as seniors will become junior to their juniors.

Disquiet amongst officers of Central Armed forces

The CAPFs Group 'A' Officers upon being denied for 'Non-Financial Up-gradation' by their own senior officers who are from IPS stream and GOI, had knocked the doors of the Delhi High Court for the injustice meted out to them. These Forces have been denied for the NFU on the ground that they are not "Organised Cadre" which is nothing but contradiction of Government's own orders where they have been considered as an Organised Cadre. If these Forces are not organised then who else can be considered organized ! If Government considered that these CAPFs are not organised then why it has assigned them important duties which amount to ensure the territorial integrity and internal security of the Country. Does GoI has impartial attitude towards its own CAPFs officers? Are these officers are not being deprived off by the GoI from their genuine demands? Why the IPS Officers are being wrongly favoured by the GoI and that at the cost of the genuine and legitimate rights of CAPFs officers. And finally now all hopes are there on the Delhi High Court for the justice which shall be the source of great dignity, pride and better financial status for the CAPFs officers.

Posting of non-IAS officers as JS /AS in GOI

Is it that non-IAS should not be posted to GoI ? Please read the Rules on Central Staffing in GoI and see how it has been hijacked by the IAS. The Central Staffing pool was supposed to be a reservoir for GoI with services of all Central Civil Services - so on the contrary the IAS have taken away a large number of posts at the Centre including FAs in the Ministries which should have been manned by the Central Civil Services like the Accounts/ Audit and Revenue Services.
