DPC decides promotions of officials
Departmental Promotion Committees (DPC) decides the issue regarding
promotions of officials in govt. When DPC finds that a particular official
is not fit for promotion, it simply decides so; without giving the official
an opportunity of being heard. It results in mass scale litigation before
CAT and SAT. This procedure results in delayed justice, increased workload
and practically injustice with the concerned official. It is therefore
suggested that whenever DPC finds a particular official unfit for promotion,
it should give notice to the official of their proposal to deny him
promotion giving reasons for non-promotion, hear his case and then decide
his promotion. Till then suitable number of post can be kept vacant.
This will ensure fair play and justice. This will be in conformity with
the principle of natural justice.

Justification for not raising retirement age ?
Retirement age of the people in responsible positions is around 65.
This includes judiciary, medical and also the members of regulatory
authorities. Even minister's age is not limited. The issue that I am
putting up for discussion is what is the justification for not raising
the retirement age of officers who have reached the level of Secretary
to Government of India to 65. After all, they are generally well meaning
and good people having experience and proven track record and are administering
bodies that hire people even senior to them. This will bring about a
big deterrent to scams and corruptions as they had been erupting. This
should be the highest retirement age. No job where selection is made
by the government should have a higher retirement age.

Need to re-look reservation policy.
Reservation should be given to all the poor persons irrespective of
their caste and religion. Rich persons whether SC/ST/OBC/Hindu/ Muslim/Christian
et.al do not need reservation. What is the need for reservation for
a rich man in jobs ? They can buy anything including education for their
kids. All should be equal. Free education should be given to all the
poor irrespective of their religion/caste/sex. Lest one day the present
majority will be reduced to a minority leading to the need for reverse
reservation. Are there no far sighted intellectuals in the country to
think about it before it is too late. Let all get equal opportunity
for free education, jobs and a dignified living. Hunger is the same
for all. Is there any justification in providing free food to the rich
just because they are SC/ST/ Minorities and denying the same to the
poverty stricken but branded as upper caste persons? Let us think.

Reservation is based on number of available posts
There is no question that the reserved category people who have availed
the benefits of reservation for the past three generations should be
brought out of the purview and more & more deprived reserved should
be told to avail the benefit. Backlog of vacancies is on account of
lack of qualified and eligible reserved category people. What have you
got to say in a matter wherein the SC/ST people on all the three stages
i.e. upgradation, ad hoc promotion and regular promotion got reservation.
Reservation is based on the number of post available. In upgradation
the number of year is considered.

It is fallacious to equate all reservations
What apologists for pro rich dalit reservation policy should understand
is that reservations are a temporary measure, only for 10 years to begin
with, and as per the Constitution, only extendable by 10 years at a
time. It is also fallacious to equate all reservations. Reservations
for Dalits are on an entirely different footing from OBCs (though both
are making an attempt to equate the two in order to perpetuate their
hegemony), Dalits are granted reservations in order to correct historical
wrongs, OBCs are granted reservations since their representation in
public employment, education etc is low. OBC communities are not historical,
it is a social construct to grant quotas. More castes can be added to
the list. Dalits are a historical entity. OBC creamy layer is already
out of reservations. The child of an IAS officer who became an IAS officer
through reservation cannot avail of the same benefit since he/ she would
be in the creamy layer (and is not backward any more). In this country,
nobody bothers about the poor. That is why the rich Dalits want benefits
for themselves for eternity and that is why the OBCs want their creamy
layer to be pegged higher all the time.
