BHEL Bhopal does highest ever cash collection despite subdued market (UPDATED)
The mother unit of Bharat Heavy Electrical Limited (BHEL - Bhopal), despite all odds that the industry sector is facing, across the country, has earned a profit before tax (PBT) of Rs 686 crore against the turn over of Rs 4740 crore during fiscal 2012-13. "Besides, finished goods worth Rs. 195 crores could not be delivered due to payment customer issues", the Executive Director of the BHEL's Bhopal unit, SR Prasad, who has taken charge of the unit barely a fortnight ago told newspersons on Tuesday. Iinspite of subdued market the unit had done the highest ever cash collection of Rs. 4643 crores, Prasad said adding that there has also been a growth in Value Added that stood at Rs. 2021 crores as compared to last year's Rs. 2008 taking the Value Added per employee from the previous year's Rs. 26 lakh to Rs.28 lakh. The provisional target for the BHEL's Bhopal unit, for 2013-14, Prasad said, has been set at Rs. 6004 crore.

Don't increase retirement age

I think there is no need to increase retirement age as many younger ones with brilliant ideas are waiting for jobs. Unless seniors make way how would young show their talent. Mind it the average/mean of Indian is 25 today.

ACR/APARs serve as an important tool

ACR/APARs serve as an important tool not only asses the potentials of the employees but also point out their weaknesses so as to enable them to correct for better quality output. But, in Government, the Appraiser should have some credentials viz. honesty, good analytical skills and unbiased approach. These things cannot be found in most of the officers today. Further, proper orientation should be given to those officers who are going to report/review the APArs of their sub-ordinates. For instance, one reporting officer wrote `Fare' instead of 'Fair' in his assessment about his sub-ordinate. So, DoPT should also organise a training programme.

Engaging clerical staff from Contractor is continuing in almost all Government offices. Such staff is made to sit late after office hours and attend office on holidays at times. But the remuneration paid to them is minimal through contractors. DP&T may undertake a review and take a holistic view in that neither the work should suffer by asking Offices not to resort to contractual appointments nor the contractual staff is made to suffer. One way could be to allow Ministries to engage persons through Employment Exchanges and not though contractors. The number of contractual appointments should be restricted to say 30-40 %% of the sanctioned strength of the office.

Growing miseries of CGHS Beneficiaries

The decision taken by Ministry of Health & Family Welfare removing another good private hospital (Sri balaji) from CGHS empanelled list is not at all in the interest of Government employees availing CGHS facilities. The list of private hospitals which have been removed is growing at the cost of the health of CGHS beneficiaries. Now the good private hospitals which are not empanelled in CGHS list include Escorts Heart Institute & Research Centre, Max Super Specialty Hospital, Max Devi Heart and Vascular Institute, Ganga Ram Hospital, Batra, Orthonova etc. The irony of fate is that there is no one to analyze why hospitals are being removed or not willing to treat CGHS beneficiaries. Ministry is thinking that they are taking right decisions but it is not so. If hospitals are not ready to come under CGHS empanelment then the reasons should be found out by Minister and fix the same. It may be because of their payment is delayed or rates are not reasonable or any other reasons. But simply Babus are taking decisions at their sweet will which is harming thousands of CGHS beneficiaries. There is no good private hospitals in Delhi where CGHS beneficiaries can go for treatment. It is becoming like a new person comes and take decision about the revision of rates downwards and hospitals are de-recognized from CGHS list. This practice should immediately be stopped and Govt. should work out a solution to include all private hospitals in Delhi for the treatment of CGHS beneficiaries like BPL card holders.

Sufferings of CGHS beneficiaries

Ministry of Health & FW is removing private hospitals from CGHS empanelment in Delhi citing that the hospitals are unwilling to continue its empanelment under CGHS without analyzing actual problems. The list is increasing every month. It clearly shows failure on part of Ministry instead of increasing number of hospitals under CGHS, it is decreasing. The Minister for H&FW should see that good private hospitals are again brought under CGHS empanelment so that CGHS beneficiaries get the treatment. The poor pensioners are worst sufferer as they have to spend a large sum of money for treatment in these hospitals. Can the government do something in this regard so that hospitals removed from CGHS list are again included.

What sort of society is this ?

We have stopped recruiting drivers and purchasing staff car and in turn are hiring vehicles. Wherein the owner pays peanuts to its drivers mostly from Uttrakhand and Himachal and who sleep in the night in the cars. Hired cars are also misused by all JS, Dir, US and DD (Administration) everywhere at the exchequer cost. These people take transport allowance along with their salary and at the same time use hired vehicles for commuting from residence to office. These people should be sent behind bars eating government money like a termite. On the one hand there is shortage of staff down below, while on the other hand Secretaries/Ministers keep staff much more than their entitlement. This is also corruption. Behind bars needs to come here
also. Secretary Administrative Reforms although on the rolls of Department of Pensions has kept with him employees of Administrative Reforms, which has never been sanctioned by the Government. There are a number of cases like this. This is also a case of corruption. No official vehicle should be visible in the compounds of clubs during the night dinner time. We can save a lot of government money. Where is the human rights commission? Accelerating IAS-IPS rift, a boon for others

It is a pity that all other services are taking over and IAS-IPS rift is accelerating this process further. We need not show superiority to each other and let down other whenever we get an opportunity. It is against national interest, let alone against the interest of both these services. Mutual respect and synergy between the two services will yield more positive responses and juniors need to be taught to live together rather than hating each other. Batch seniority needs to be respected and honoured to bring in the harmony and bonhomie between IAS-IPS.

I always look at whispers in the corridors to know latest news about appointments /promotions and their placement for new assignments of group A officers of GoI but sorry to say that I never find any name of BSF cadre officers. your services are exclusively reserved for IAS/IPS etc officers only ?
