Eliminating fuel subsidies to cause impact on incomes of households
The current approach to fuel pricing in India has resulted in large fuel subsidies. These subsidies increased sharply from around 0.8 percent of GDP in 2009/10 to 1.9 percent of 20 GDP in 2011/12. As well as being fiscally costly, these subsidies are both inefficient and inequitable. However, eliminating them will have a substantial negative impact on the real incomes of households, estimated to range from 4 percent for the lowest income groups to 5 percent for higher income groups.

Justice of an IAS officer against an IAS officer

The question is as to who has made Durga Shakti- 'Shaktiless'. I do not find fault in politicians as the suspension order must have been passed by an IAS officer and an IAS officer is expected to do justice. One should not doubt the decision of an IAS officer and if the suspension order is not valid, the Secretary passing the impugned order is not fit for the post in my opinion and we should cry for that only.

Suspension of IAS officer a dangerous trend

Suspension of Ms Durga Shakti Nagpal, an IAS officer of UP cadre, is a dangerous trend. Either, the Allahabad High Court or the Supreme Court should have suo-moto taken up the incident of suspension of Ms Durga Shakti Nagpal as a case of PIL and issued notice to the UP Government. The biggest casualty of illegal mining taking place along the rivers is the 'environment'. Where are the propoganist of environment? Why are they not shouting from the top? "A la Sunita Narain of Centre for Science and Environment".

Victimization of lady officer

The lady IAS officer has been suspended without calling for an explanation. The Chief Secretary should not consider that he cannot be treated in the same manner if the situation is so arrived. In Govt working if any action has to be taken against even a peon. First explanation is called for the violation of any rules. In case reply is not satisfactory then a memo is served why action should not be taken against you for such and such lapse. Here is case where punishment has been awarded without calling even for an explanation. What is this working? What it shows? Let the officer should request for central deputation which will be the best option for her at this moment. We should be more sensitive in such matters.

The suspension of young IAS probationer in UP is a strong indicator to the fact that it is the top echelon of our bureaucracy which is intellectually bankrupt and morally weak. This again prove how politicians can make them to dance to their tunes. But it needs a spine of steel to refuse to the tunes of political masters but corrupt and self centered bureaucrats always look for the shortcuts. It is such bureaucracy which has let the country down. Political masters would have fallen the line had these white collared burden to the exchequer proven their integrity and commitment towards the people. Such people in the echelon should be identified and exposed on public domain. Righteous and impartial officers must hold the baton of bureaucracy.

MEA should improve performance in Passport

I fully agree. MEA should improve on performance in each sphere but passport is of prime importance as this is where is public knows existence of MEA. Should devise a system wherein New Passport be issued within one month, if it is rejected or refused, that also be intimated to the applicant within one month. Renewal is done 3-4 days. Other areas where MEA needs to improve is increase in India's exports, India's investment abroad, especially in the poor countries so that goods can be produced and exported at competitive prices via export free zones and third country. Each representative posted abroad must be given a target for India's exports. This should judge his/her performance. This is a commercial world.

DATE WITH RTI

As the case in the trial court then the information could be disclosed

Referring to a trap case, the accused wanted the copy of the FIR and the charge sheet filed from the CBI. The Public Information Officer (PIO) refused to disclose information on the ground that the CBI has been included in the second schedule to the RTI Act. During the hearing before the Central Information Commission (CIC), the respondent submitted that the prosecution in the case is pending before the trial court and the same cannot be provided without seeking the prior permission of the court. The CIC ruled that the PIO cannot be directed to disclose any information in a case of complaint under section 18 of the RTI Act.

Comments

In Chief Information Commissioner & another v. State of Manipur & another in Civil Appeal Nos.10787-10788 of 2011, the Supreme Court had held that Sections 18 and 19 of the RTI Act serve two different purposes and lay down two different procedures and they provide two different remedies. One cannot be a substitute for the other. Under Section 18 of the RTI Act, the Information Commission has no powers to direct the public authority to furnish the information and such a power has already been conferred under Section 19(8) of the Act on the basis of an exercise under Section 19 only.
