India's largest blast furnace becomes operational at SAIL's Rourkela plant (UPDATED)
"Durga", the largest blast furnace of the country has become operational at Rourkela Steel Plant (RSP), a unit of the Maharatna Company, Steel Authority of India Limited (SAIL). Chairman SAIL, C S Verma visited the furnace and inspected the facilities on 10th August. Also present on the occasion were Director (Technical) S S Mohanty, Director (Projects & Business Planning) T S Suresh, CEO RSP GS Prasad and senior officers and employees of the steel plant. Built at an approximate expenditure of Rs 1600 crore, the furnace has a useful volume of 4060 cubic metres, and will increase SAIL's hot metal capacity by 2.5 million tones per annum (MTPA). Verma inaugurated the new Slab Caster at the Steel Melting Shop-II of RSP, which can cast slabs of up to 2500 mm width. With the start of the new state-of-the-art Furnace, hot metal capacity at RSP will increase to 4.5 MTPA from its present capacity of 2 MTPA. With a daily hot metal production of 8000 tonnes per day, the furnace has an enhanced campaign life of 20 years, and is equipped with systems such as pulverized coal injection, cast house fume extraction, cast house slag granulation, high top pressure operation coupled with top gas recovery turbine, twin material bin bell-less top, waste heat recovery and conveyor belt charging. It incorporates level II automation and has twin flat cast house with four tap holes. The environment-friendly furnace ensures minimum emissions and recovers waste energy to the fullest; it also has a closed-loop cooling system resulting in almost zero water discharge. The new slab caster set up at an approximate expenditure of Rs. 500 crore incorporates latest technologies and can cast slabs of width upto 2500 mm with thickness of 220 mm, 250 mm and 300 mm. This slab caster will supply slabs to the new 4.3 metre wide Plate Mill being installed as a part of RSP's modernisation and expansion plan.

NMDC's first quarter result 2013-14 (UPDATED)
NMDC has posted good performance for the first quarter of FY 2013-14. NMDC has posted a turnover of Rs.2871 crore which is 1% higher than CPLY turnover of Rs 2840 crore. The Gross profit and net profit after tax during the first quarter of FY 2013-14 was Rs.2390 crore and Rs.1572 crore representing an improvement of 6% &7% respectively over previous quarter. Speaking on the occasion of 1st quarter results for 2013-14, C.S. Verma, CMD, NMDC, said: "In spite of the challenges and down trend in the steel sector, NMDC performance in this quarter is appreciable considering the Company's focus has been to support the domestic steel industry".

NBCC gets new Chief Vigilance Officer (UPDATED)
Mrs.Dimple Verma, IAS, has taken over as Chief Vigilance Officer (CVO) of NBCC, a Mini Ratna Schedule "A" CPSE. Mrs.Verma has served in various administrative capacities at District & State level in Uttar Pradesh before joining NBCC. While working with the Department of Agriculture & Co-operation (DAC), Ministry of Agriculture, Government of India, Mrs. Verma dealt with IT and Extension programmes of DAC. As Joint Secretary in Ministry of Minority Affairs, she looked after Education & Women Empowerment Programmes along with Media & Research Schemes of the Ministry. She was instrumental in digitalization of data in educational schemes which was appreciated but the Government and several Ministries / Organizations are in the process of adopting it.

Bureaucrats should have autonomous body

Just like MCI and Bar Council, bureaucrats should have an autonomous body which should be final authority for transfer suspension etc and state govt can just recommend them. Fixed tenure and transfers when there's scientific and corroboratory proof that transferring an official will bring improvement to the current post and the next post the person is getting transferred. A mathematical scoring and statistical model to check effectiveness of officials in deciding there postings .. Also the same model should be replicated at state level with state civil servant body. Institutions should run like business houses with accountability and also adequate incentives to perform well. Durga Nagpal and Ashok Khemka case highlights why even honest officers give up due to obsolete system.

Mafiosi to administer in UP?

Now Azam Khan of Samajwadi Party (SP) has come up with the suggestion to abolish civil services. Who does he think will run the administration? The sand mafia or other Mafiosi? They can then have a free run on the plunder of all natural resources and fill their already full coffers without anybody questioning them. No civil services, no audit, no police, no vigilance. What an ideal environment to carry on with loot. Why not abolish the electoral system which throws up such "worthies' to rule the poor people of this country. Civil servants on their own can provide better administration if they are acting without fear and favour.

Disclosure of police case diary

Inspection and certified copy of the complete case diary in relation to a FIR was sought by an accused. The Delhi police informed that as the case same is pending trial, the requisite information would be asked from concerned court. Referring to section 172 of the Criminal Procedure Code, the CIC held that the case diary maintained by the police is a privileged document and all the details especially relating to the identity of the witness needs to be protected. There is a well-established procedure in law to ensure natural justice and that the disclosure of the copies of the case diary at this stage may impede the process of prosecution.

Comments

In Mukund Lal v. Union of India and Anr. (AIR1989SC144) the Hon'ble Supreme Court held that "accused can peruse that particular part of the case diary in the context of Sections 145 or 161 of the Evidence Act - (a) if it is used by the police officer concerned to refresh his memory or (b) if the Court uses, it for contradicting the official concerned. Further, the Hon'ble Delhi High Court in the matter of Deputy Commissioner of Police Vs. D.K Sharma allowed disclosure of case diary wherein the trial proceedings had concluded and the accused was convicted.
