Govt servants should have 20 year service period

All government servants, whether belonging to All India Services or Central Services or State Services, should not have more than a 20 year service period. After that, they should be asked to re-appear at public service commission examination. All MPs, MLAs have to go to people every 5 years. Why should bureaucrats of this country, be allowed 35 years of service period, without accountability to people who pay for their salaries. I would prefer a corrupt neta to a corrupt government officer.

"National Level Shorthand Competition for CSSS Cadre"

1. ISTM has been imparting various levels of mandatory training to CSS and CSSS cadres. Responses of the participants who attended the training have been overwhelming. The participants get themselves refreshed and equipped with the latest rules and regulations of the working in the Government of India.

2. ISTM has recently introduced a qualifying shorthand test to trainees of CSSS. I have come across with many senior colleagues of CSSS who are working with very senior officers and who have undergone such training. They find the training very useful, except to qualify the shorthand test. Working conditions with senior officers are such that taking dictation in shorthand is minimal and the working is limited to certain areas. Such officers are finding it difficult qualifying the shorthand test as they are not in practice of shorthand at all.

3. Through this website, I wish to suggest DoPT to introduce a shorthand competition for senior CSSS officers, like PS and PPS at national level every year. A special increment may be given to the rank holders. This will encourage the CSSS officers to take part in such competition and they will keep themselves in shorthand practice. As one knows, shorthand is an art and to remain out of practice for a longer time due to working conditions in an office, is not the fault of the concerned officer. Their working conditions force them to abstain from taking dictation in shorthand. It is, therefore, my suggestion that DoPT should organize a "National Level Shorthand Competition" for in-service CSSS officers.

Disclosure of police case diary

Inspection and certified copy of the complete case diary in relation to a FIR was sought by an accused. The Delhi police informed that as the case same is pending trial, the requisite information would be asked from concerned court. Referring to section 172 of the Criminal Procedure Code, the CIC held that the case diary maintained by the police is a privileged document and all the details especially relating to the identity of the witness needs to be protected. There is a well-established procedure in law to ensure natural justice and that the disclosure of the copies of the case diary at this stage may impede the process of prosecution.

Comments

In Mukund Lal v. Union of India and Anr. (AIR1989SC144) the Hon'ble Supreme Court held that "accused can peruse that particular part of the case diary in the context of Sections 145 or 161 of the Evidence Act - (a) if it is used by the police officer concerned to refresh his memory or (b) if the Court uses, it for contradicting the official concerned. Further, the Hon'ble Delhi High Court in the matter of Deputy Commissioner of Police Vs. D.K Sharma allowed disclosure of case diary wherein the trial proceedings had concluded and the accused was convicted.
