rejection of extension on alleged complaints against CMD, PFC. He has
recommended non extension to Satnam Singh to ACC. Satnam Singh has already
completed his 5 years and insiders are bemused at the incorrect interpretation
to ACC directions regarding tenures mandated by ACC. Removal during
the period of appointments only requires approval of ACC. Since Shri
Satnam Singh's tenure is over, his continued stay as CMD is technically
flawed. Meanwhile the CMD goes about his duties. The SEBI may something
to say since PFC is a listed company.

SAIL achieves 5% growth in sales in April-June-2013

SAIL's relentless drive to fast-track its modernisation & expansion
plan (MEP), resulted in commissioning of projects worth Rs 2700 crore
in April-June 2013, the highest in any quarter , since inception. The
company's capital expenditure during Q-1FY14 was Rs. 2082 crore. Under
the Modernization & Expansion Plan, cumulative orders worth Rs 58,579
crore were placed and an expenditure of Rs 46,064 crore incurred until
June '13.In April-June'13 quarter, the significant projects which have
commenced production, included the new 7 meter tall battery complex
along with coke dry cooling plant and the 2500-mm wide slab caster,
both at Rourkela Steel Plant. Maintaining its thrust on higher sales,
the company achieved a growth of 5% in total sales during the quarter
April-June'13 which were 2.62 million tonnes, as against 2.49 million
tonnes in the corresponding quarter of last year. Production of value
added steel touched the best ever Q1 mark, at 1.29 MT, a y-o-y growth
of 4%. Efficiency in production also got a boost with specific energy
consumption lower by 2% than CPLY, and BF productivity better by 1%.
Chairman, SAIL C S Verma said, "The much-awaited capacity addition
in SAIL has taken concrete shape with the commencement of hot metal
production from India's largest operational blast furnace at our Rourkela
steel plant. This ushers in, an era of quantum jump in SAIL's production
capacity, which will enable us fulfil the country's growing demand of
quality steel."There was an improvement of 2 % in concast production,
and captive power generation increased by 8 % compared to CPLY. The
unaudited financial results of Steel Authority of India Limited (SAIL)
for the quarter April-June '13 were taken on record by its Board of
Directors today. The company recorded Profit After Tax (PAT) of Rs.
451 crore in Q1 of FY14, down 35% compared to Rs 696 crore in CPLY.
GAGAN to be operationalized for aviation in
the coming months (UPDATED)
GAGAN certification programme crossed yet another milestone on Tuesday,
13th August, 2013 when K N Srivastava, Secretary, Ministry of Civil
Aviation released the GAGAN Certification documents to Sh. Arun Mishra,
Director General of Civil Aviation in the presence of V P Agrawal, Chairman
AAI in a function organised by Airports Authority of India at the Corporate
Headquarters, New Delhi. More than 150 documents/artefacts prepared
for GAGAN from the stage of its initial conception to the stage of operational
testing and evaluation, Reviews conducted by expert groups were on display.
V Somasundaram, Member (Air Navigational Services), briefing on the
occasion, stated that the development of documents have been the collective
effort of ISRO, AAI and DGCA for the past four years and is a milestone
for Certification process of GAGAN. The GAGAN certification process
is the first unique exercise where the regulator, DGCA officials have
worked in tandem with service providers and system developers to reach
the current milestone. India will soon have the GAGAN operationalized
initially meeting Required Navigation Performance specifications of
0.1 for en-route and non-precision approach operations and subsequently
GAGAN will be operationalized for Approach with Vertical approach guidance
providing ILS like approaches to most of the Runway ends. GAGAN will
be the fourth operational SBAS in the world leading Indian Aviation
into the era of GNSS. K N Srivastava, Secretary, speaking on the occasion,
complemented the entire team for the milestone progress. He urged DGCA
and AAI to take up with the airline operators for appropriate aircraft
equipage ensuring a successful business models are prepared and time
bound plan is worked out.

Twitter & votes or titter-bitter ?
It is a sign of Indians gaining real time "independence' from
most things British and growing bonds of friendship with the Americans!
whatever happens or doesn't happen in America is replicated by the 'elite'
in India. In America, the political parties make use of the social media,
so Indians are zealously following them. Even the Government of India
has been sold the idea and tweeting has gained more importance in Indian
parliamentary democracy than a starred question or a calling attention
notice! A new American study has proved that tweets do bring votes and
social media converts such activity into real votes. As the entire report
is not available, it can only be conjectured that the study must have
decisively proved that Obama won his second term only due to his success
in using the social media, especially tweets successfully. The Study
sums up that Obama & his supporters managed to get more votes for
the "Democrats", resulting in the loss of votes to the "Republicans".
Excellent! But can it succeed in India too? I have my doubts. One reason
is that we are not limited to only the democrats and the republicans;
we have more indigenous political thinkers than the entire galaxy of
luminaries the west can boast of, who have paled every single political
thinker from Hobbes, Locke to Karl Marx. Besides, we use titter-bitter
more successfully than twitter-bwitter. Don't ask me to explain please,
the netizens are making liberal contributions to the lexicon daily!

National Level Shorthand Competition for CSSS Cadre
CSSS officers these days do not want to be bracketted as stenographers.
In the era of computers and against the principles of the Central Secretariat
Manual of Office Procedure, they illegally do not fair typing of the
demi official letters being issued from the side of their controlling
officers. Further, they are fighting court cases with the Central Secretariat
Officers for their infiltration in the later's cadre. They have been
subservient enough and now they want to make others subservient.

National level shorthand test
It seems to be a very good idea of a very productive mind congrats,
I would like to go one step ahead as computer literacy is a must in
today's environment why we should not introduce computer led typing
competition for all IAS, IPS, IFS and especially for CSS as they are
the mainstay of bureaucracy and in the changing environment typing out
on computer is a necessity and demand of the day. This should be a combined
test for all govt. servants starting from Cabinet Secretary to all Govt.
servants in service and award should be given on Civil Services day.

Why not replace Indian democracy with mafia rule ?
Is it not remarkable that the entire political class represented by
the country's parliament rose up to a man to oppose the RTI Act for
politicians and the Supreme Courts order debarring criminals from entering
parliament ? It would be better to do away with this charade called
Indian democracy and replace it with straight forward mafia rule made
popular in Sicily with terms like la cosa nostra (our cause) and the
code of omerta ( code of silence).Periodic murders would silence inconvenient
police officers and magistrates. Sudden road accidents called death
due to cardiac arrest would suffice for others including the aam aadmi.

Some sour facts about Rotational Transfer Policy
There must have been some brainstorming discussion amongst the policy
makers who have decided to introduce Rotational Transfer Policy RTP)
for Central Government employees at all level. I presume at upper level
(All India Services etc.) this is inherent and thus mind & body
is always ready to accept this as the fortune of job. But I have few
facts to share from what I have listened/faced from my colleague's experience
particularly concerning age of a person (especially I am speaking for
lower level officials or say upto S.O. level that too for the persons
who had put their 100% for service) after which one should not be disturbed
from one's cadre. To explain, I want to put an example. Think, if a
person is working for 30 years in a particular Ministry, many officers
and officials come to know about his efficiency and sincerity which
gives him confidence. And as we all know at the age of around 50, most
of us start to have some disease or the other and if not to self, somebody
in family; children are grown up, so as their responsibilities. To take
care one needs frequent leave etc. and the officers understand the need.
Suddenly that person is transferred to other cadre where immediately
after joining, he needs frequent leave etc. Now what goes in the mind
of this cadre is that this is a useless person, taking lot of leave,
does not want to work etc., resulting in demoralizing, negativity and
depressing. I think the above lines do not have any myth and DoPT will
take into consideration my point concerning age for implementing this
RTP.

Disclosure of police case diary
Inspection and certified copy of the complete case diary in relation
to a FIR was sought by an accused. The Delhi police informed that
as the case same is pending trial, the requisite information would
be asked from concerned court. Referring to section 172 of the
Criminal Procedure Code, the CIC held that the case diary maintained
by the police is a privileged document and all the details especially
relating to the identity of the witness needs to be protected.
There is a well-established procedure in law to ensure natural
justice and that the disclosure of the copies of the case diary
at this stage may impede the process of prosecution.
Comments
In Mukund Lal v. Union of India and Anr. (AIR1989SC144) the Hon'ble
Supreme Court held that "accused can peruse that particular
part of the case diary in the context of Sections 145 or 161 of
the Evidence Act - (a) if it is used by the police officer concerned
to refresh his memory or (b) if the Court uses, it for contradicting
the official concerned. Further, the Hon'ble Delhi High Court
in the matter of Deputy Commissioner of Police Vs. D.K Sharma
allowed disclosure of case diary wherein the trial proceedings
had concluded and the accused was convicted.
