legal officers are under lens. Initially many were denied license to
run a stock exchange by SEBI for not being fit and proper. After high
court judgments and no-appeal in supreme court many were given license
even without specifying how they become fit and proper.

R P Sharma is back to the parent Odisha cadre from central deputation.
On return 1986 batch IPS officer Sharma has been made twin-city police
commissioner in place of Sunil Ray, Ray will now be ADG Human Rights
Protection Cell.

Is it not mystery?
As per Vacancy Notification of Railway Board first issued on August
28, 2012 (269/2012) then amended for specific candidate on October 19,2012
(411/2012(R)) for the post of Director Resources Planning in CRIS. The
interview has not been held even after a long delay. As per Railway
boards norms normally for a vacancy double the no + 1 are put on panel
(2+1 = 3) here they have called 8 candidates for interview first on
January 17, 2013 then again on April 5, 2013. However on both the occasions
the interview was not held. CRIS has the post of director vacated in
Feb 2013 due to retirement of S B Roy.

Rotational transfer policy be followed strictly in GoI
I fully agree that the rotational transfer policy should be strictly
followed in Central Govt. Ministries/Departments irrespective of age
etc. to avoid vested interest in a particular department. People who
retain in a particular department in a particular seat develop vested
interest as they have no fear of being transferred and get protection
from seniors. Their transfer is certainly a deterrent to developing
such vested interests. This policy should be strictly followed at all
levels in govt. and the maximum duration in one cadre should not be
more than 5 years at all levels. After all, all government departments
are the same. I find in the MEA that some officials sitting in the same
desk for 9/10 years, ignoring foreign postings too. CVC clear instructions
are being violated.

In India net savvy percentage of population is very low. All concentrated
in urban areas. Even among educated people twitter access is a few millions.
Twitter is a stress reliever not a revolution maker in India

WHY CONGRESS MAY WIN YET AGAIN ?
Reasons why Congress is winning for the past 65 years and why it will
win in the future:(A view point) Currently, on an average (over states)
there are: 15% Muslims, 8% Christians, 7% Others and 70% Hindus. That
means: out of 100 people, there are 70 Hindus, 8 Christians, 15 Muslims
and 7 others. Voter registration is as follows: 90% of Muslims, 90%
Christians and 60% Hindus and 90% Others. This means: out of 100 people,
42 Hindus, 14 Muslims, 7 Christians and 6 'Others' will register for
vote. Now, interesting point Out of the registered voters having voter
ID or at least having interest in selecting their representative. Have
a look at the number of turnouts: 50% Hindus will vote, 90% Muslims
will vote, 90% Christians will vote and 90% others will vote. This means:
Ultimately 21 Hindus will vote, 13 Muslims will vote, 6 Christians and
5 'Others' will vote during election and these 45 (45%) people are responsible
for selecting the representative and deciding the future of our dear
Great mother land (India!!!). Now see Out of these 45 people of total
population who votes for whom! It is highly likely that out of 13 Muslims,
10 will vote for Congress, Out of 6 Christians, 5 will vote for Congress
and Out of 5 others, 3 will vote for congress. It means: Congress will
get 18 non Hindu votes, BJP may get 1 Muslim or Christian and 1 others
vote. So what BJP has got? BJP has got 2 non Hindu votes! Other parties,
that are third front, may get 2 Muslim or Christian and 1 vote from
others. That is, 'Others' may get 3 non Hindu votes.

Coming to Hindu votes:
Out of 21 Hindus. If 5 vote for Congress, 10 vote for BJP and 6 vote
for other parties
Final result will be:
Congress 23 votes, BJP 12 votes, other parties will get 9 votes. This
has been the trend since 1990, therefore, Congress do not bother for
Hindu votes!!!!
Congress loses in States where the Muslims do not vote for them. If
Congress scares minority from majority, which is easy in the name of
burka "secularism", their 90% work is done........ and they
have been doing so religiously......... It is highly likely that the
trend will continue and may vary by few percent and the Congress will
remain in Power, as minority population increases, for the next 100
years.

Using RTI as a tool against business rivals
Through four separate RTI applications, the appellant had sought
a large number of information regarding the operation and maintenance
contracts granted from time to time for the CFTRI. The PIO had
provided some information and the same was endorsed by First Appellate
Authority. The CIC directed the PIO to allow inspection all the
relevant files relating to the operation and maintenance contracts
for the period specified by the appellant so that he can find
out whatever
information he wants. The CIC cautioned the appellant that RTI
should be exercised responsibly and, as far as possible, for larger
public interest. It should not be used as a tool against business
rivals as it appears in this case.
Comments
Collating information takes both time and involves cost to the
public authority and takes away valuable time which could otherwise
be used for discharging other duties in public interest.
