SAIL production up by three per cent
(UPDATED)
Steel Authority of India Limited (SAIL) has registered three percent
growth in production of Saleable Steel, at 1.08 million tones, during
July 2013 as compared to the same month last year. Owing to SAIL's renewed
focus on controlling internal costs, techno-economics parameters of
production continued their upward trend with energy consumption and
Blast Furnace productivity showing improvement of one percent and two
percent respectively. SAIL's modernisation and expansion programme (MEP)
continues to be implemented on high priority. Cumulative orders worth
Rs 58,579 crore were placed and an expenditure of Rs 46,064 crore incurred
until June 2013.

All India Service officers
All India Service officers should press with the Govt of India that
in the present scenario of politics in our federal setup, powers delegated
to the State Governments to act against All India Services officers
under the Disciplinary and Appeal rules should be withdrawn. At least
the power to suspend should be immediately withdrawn. These powers were
delegated in 1972-73 and in the changing scenario this needs to be immediately
reviewed.

Careers ruined by the corrupt and the powerful
Dozens of young IAS officers have been suspended or have been victimised
and their careers ruined by the corrupt and the powerful in the past
merely because they were bold enough to do their duty in the public
interest. None of them got any support of any kind from any quarter.
Neither their seniors nor the Press and media cared to go deep and find
out the facts of the case. Even the media happily repeated parrot like
what was dished out to them by the central ministries. There was collusion
all the way. The bold officer was advised not to be so tactless and
independent and his or her spirit was crushed with repeated transfers
to punishment postings. Everyone avoided even meeting such officers
socially and the story was spread that so and so does not get along
with people or is cracked or is a homosexual and therefore....

Passport Service
I have handled the Consular Sections in our Embassy in Manila (Philippines)
and Consulate General, Vancouver(Canada). Why not a passport is issued
to a child when he is enrolled in class I. In my opinion, the issuance
of a passport and criminality has no connection whatsoever. The Ministries
of Home Affairs and External Affairs are fully aware that so many criminals
have valid passports. Some have even more than one. What is the guarantee
that today one passport holder is law abiding and tomorrow he will be
a criminal. Certainly, passport policy needs a review and it must be
public friendly. If I am correct, Aadahar Card or an Election Voting
Card is given freely to a person irrespective of the fact whether he
is a criminal or not. Voting right to a criminal is a more serious matter.

As the case in the trial court then the information could
be disclosed
Referring to a trap case, the accused wanted the copy of the
FIR and the charge sheet filed from the CBI. The Public Information
Officer (PIO) refused to disclose information on the ground that
the CBI has been included in the second schedule to the RTI Act.
During the hearing before the Central Information Commission (CIC),
the respondent submitted that the prosecution in the case is pending
before the trial court and the same cannot be provided without
seeking the prior permission of the court. The CIC ruled that
the PIO cannot be directed to disclose any information in a case
of complaint under section 18 of the RTI Act.
Comments
In Chief Information Commissioner & another v. State of Manipur
& another in Civil Appeal Nos.10787-10788 of 2011, the Supreme
Court had held that Sections 18 and 19 of the RTI Act serve two
different purposes and lay down two different procedures and they
provide two different remedies. One cannot be a substitute for
the other. Under Section 18 of the RTI Act, the Information Commission
has no powers to direct the public authority to furnish the information
and such a power has already been conferred under Section 19(8)
of the Act on the basis of an exercise under Section 19 only.
