The ongoing speculations about Machendranathan's appointment as Secretary, GoI, may soon come to an end. The period of his residual service had appeared as bane but reportedly, it has now turned into a boon itself. If some top political authorities are to be believed; the top most authorities of Indian bureaucracy have now landed to a logic convincing enough to entrust Machendranathan with the responsibility of a crucially important department in GoI. Reasons seems clear. First, the period of residual service of Machchendranathan and the residual period of the tenure of UPA-II Govt fall in March 2014. Secondly, if he would be given to head a department which he has already served substantially he would start delivering soon as compared to any other officer. IAS officer climbs Mount Everest

History Repeats

It is often quoted that history repeats itself and we are witnessing 1991 economic situation is repeating itself with same government and same political leaders controlling the country. We have FE reserves for making payments six to seven months and that time is not far away. Still it is being claimed that economic condition is good and this is only global phenomenon. Any body can see from naked eyes without using any coloured glass about rising graph of inflation, price rise, CAD, corruption (2G, CWG, coal) appreciation of $, imports and decreasing graph of GDP rate, industrial production, depreciation of rupee, job opportunity, public confidence, inflow of FDI, exports then how we can say everything is OK. Let us be fair now and disclose true picture of the economic condition of the country. It is said that stock market is mirror of economic condition of the country and situation is such that a single day fall goes to 769 points (BSE). There is no vision and no long term policy decision. Situation is being handled as fire fighting e.g. import duty on gold and silver has been increased four times in short span where as earlier it used to be in two occasions either during budget presentation or during import-export policy announcement. It is being sounded "Do not worry condition will improve soon we will achieve 8-9% GDP". I wish it should be true.

No excuse pleases, Ministry of Coal and CBI.

As many as 45 files of the Ministry of Coal pertaining to the Coalgate scams have been lost. But this episode should not act as a deterrent for closing the inquiry. The reason being that the paragraph No.99 of the Central Secretariat Manual of Office Procedure states as under:-

"A file will be reconstructed if it is misplaced. The file number and the subject will be obtained from the file register and the copies of correspondence will be sought from the corresponding departments. On receipt of all such papers they will be arranged in chronological order on the file and a self-contained note will be prepared on the basis of the copies of correspondence, and placed on the notes portion of the reconstructed file".

Files do get lost in Government and is a fact of life. But there is also system of reconstruction of files. The copies of the Original application, and the various letters exchanged between the beneficiary company & government and the final allotment letters can be obtained from the beneficiary party. If the latter does not cooperates, straight away the license should be cancelled. As regards, the copies of the agenda papers & minutes of the meeting of the Screening Committee is concerned the same can be obtained from the sister Ministries/Departments. The corrupt should be brought to books.

Is it not a joke ?

There is a sub-ordinate organisation which has 15 Regional Offices located in important State Capitals. The Organisation does not have a Transfer Policy at all. People who get transferred to Delhi from other Northern and Southern Regional Offices easily go back to their original destination within a few months for the reasons best know to the so called Competent Authorities in the Ministry. To make matters worse, these Regional Offices only function as Regional Post Offices of the Main Ministry i.e. just receiving communication from Delhi, forwarding the same to the Field Offices and collecting data and again transmitting the same to the Ministry. It is really painful to note that the same Ministry has parallel Offices being run by the State Governments, as this is a Central-State Sponsored programme, and the entire expenditure is reimbursed to the State Govt. annually. When Rupee is falling down, mere changes in monetary policies do not work, but curtaining expenditure being incurred like this.

Why this discrimination ?

Some time ago, a proposal was sent to the Ministry of Finance from a Department of the Government of India that an IFS officer has been promoted in his parent cadre to a higher scale of pay and that the deputation post held by him in the department should also be upgraded as personal to him. Such a personal upgradation is given to IAS officers without establishing any matching savings and that IFS is also an AIS and its officers deserve the facilities available to IAS. The person initiating this note is summoned to the MOF and rebuked stating that how IFS can be compared to IAS. The proposal was rejected stating that no matching savings have been established.

This silence is golden indeed!

When Dr Mehrotra juxtaposes the PM and a CM, one can't resist the temptation of contributing a simple post to the WIC. The PM has proved beyond even the most unreasonable doubt that silence is not only golden but the most potent weapon in the armory of a Prime Minister besieged by the corrupt or incompetent or allied or simply shouting motor mouths as in the Indian context. He has put to use this weapon more successfully than Mahatma Gandhi's deployment of non violence against the British. What more can a Prime Minister do under the thumb of coalition politics, feuding politicians of members of the coalition or his own and also challenged in the roaring voices like those of a NaMo from Bhuj or somewhere else? He had to open his mouth only once and he would not have been able to deliver his 10th speech from the Lal Quila (symbol of rebellion against the British rule) uninterrupted. What keeps the roarers away? There is only one very very simple difference: the PM does not talk at all what the roarers talk all the time, which repels the parallel economy and it is clever practitioners away from the speakers. That leaves them to have their silver spoon in their mouth when the golden set is for the winner!

Using RTI as a tool against business rivals

Through four separate RTI applications, the appellant had sought a large number of information regarding the operation and maintenance contracts granted from time to time for the CFTRI. The PIO had provided some information and the same was endorsed by First Appellate Authority. The CIC directed the PIO to allow inspection all the relevant files relating to the operation and maintenance contracts for the period specified by the appellant so that he can find out whatever
information he wants. The CIC cautioned the appellant that RTI should be exercised responsibly and, as far as possible, for larger public interest. It should not be used as a tool against business rivals as it appears in this case.

Comments

Collating information takes both time and involves cost to the public authority and takes away valuable time which could otherwise be used for discharging other duties in public interest.
