HAL funds for Uttarakhand relief work
The Hindustan Aeronautics Limited (HAL) today contributed rupees two crores towards the Uttarakhand Relief work as part of its Corporate Social Responsibility. The cheque was handed over to the Defence Minister, A K Antony by HAL Chairman, Dr R K Tyagi in New Delhi. The proceeds will go to the Prime Minister's Relief Fund. "HAL has contributed to the disaster hit state in many ways. The company is always in forefront in helping the needy whenever such unfortunate disasters strike the country", says Dr Tyagi. HAL teams were positioned at Deharadun and Delhi to ensure logistic support for the rescue operations led by its flagship indigenous helicopter Dhruv, ably aided by Cheetah and Chetak. These copters flew around 1200 hours in the biggest ever helicopter based rescue operation of Indian defence forces in flood and rain-hit areas of Uttarakhand. HAL copters performed effectively in dropping paratroopers, evacuating stranded people and in supplying food and medicines in the affected areas of Uttarakhand. HAL designed, developed and produced Dhruv helicopters have been delivered to the Indian Army, Air Force, Navy and the Coast Guard. They are also exported. The civil version of Dhruv has been certified by the DGCA and delivered to ONGC, Govt of Jharkhand and the BSF.

Why files from Coal Ministry are missing ?

In spite of monitoring by the Apex Court, the investigation in the coal scam will not be a successful investigation because the Apex Court has overlooked the need for drastic action against Attorney General GE Vahanvati who knowingly misled the Apex Court by telling a lie regarding perusal of investigation report by him and the government. His action was not only contempt of court but also an attempt to cover-up the charges. Had the Apex Court cancelled the license of the Attorney General GE Vahanvati, it would have given the right signal and deterred others from any deviation.

Is CBI very serious about the files? Definitely not, otherwise it would have arrested some officials of the Ministry of Coal? Moreover, it should have recovered some documents from other sources. In fact, in the Ministry of Coal officials are enjoying various unauthorized facilities and hence they are unable to stand by the investigation.

For example, even non-entitled officials (Directors/DS/etc.) are enjoying transport facilities from CIL. They are seen hobnobbing with the representatives of Coal Companies. It is not too late for the Apex Court to take stern action. Actions are required against the Attorney General GE Vahanvati, the Secretary, Ministry of Coal and the Director, CBI. Is Apex Court listening?

Mil Jayegi, File hai Anaarkali Nahi !

The parliamentarians are agitated. The hectoring TV anchors are more agitated. Even the citizens, the nuisance of these cattle class mango man from the banana republic (correct spelling pl)are agitated as if they have any use for the coal or the file. They will get free houses under some Awas Yojana, fitted with water and electricity for free. Don't our Members of Parliament get it free ? Don't the Members of the state Legislatures get it free? Don't our elite services get it free ? The judiciary, perhaps, is charged. There are some who make it free and many more who take it free. But when the WIC contributors also display agitation, it becomes a puzzle. As has been stated in respect of reconstruction of a file, it can also be stated about the "movement" of the file, which is recorded before the file moves from one desk to another or one room to the other or leaves one Bhavan for another ! The CBI can always interrogate the person who kept the file in his/her legal/illegal custody and to whom it was marked. Simple? While the CBI may be a caged parrot, the officers are not, they sing like a canary even before the CBI fires its first question.

The file can never leave the borders of India, like the unfortunate Anaarkali, who was escorted across the borders of India so that she got lost in oblivion ( hifajat se sarhad ke us par le jayenege taki tum baki umra gumnami ke andheron main bita sako!).

If it fails to lay its hands on the file(s) the CBI should declare it absconding and announce a reward of at least 10% of the value involved, as judged by the CAG, to whosoever locates and hands it over to the CBI. Let us nurture Sadbhavana without any durbhavana towards anybody, human of file- both have long life!

Some steps for controlling the fall of rupees:-

(i) Start rationing consumption of diesel, petrol and gas (less expenditure means less foreign currency outgo).
(ii) As 60% of the petrol/diesel is being consumed by Government departments. Strict monitoring of usage of government vehicles should take place. The people using government vehicle for their personal
purposes should be put behind bars.
(iii) The Government should reduce its foreign travel expenses substantially for some time.
(iv)More and more orders should be placed to companies be it be an Indian one or a foreign one in terms rupees only.
(v) Education loan for studying abroad should be given to meritorious students only and not to students whose parents are rich and can afford.
(vi) Government should directly enter into food and fertilizer distribution network.
(vii) If two tanks can be built internally to perform a job, then we should do so and not go in for purchase of one advanced tank from abroad (having the same performing capacity) and waste our dollars. If two locomotives of BHEL put together can haul train then we should not go in for a purchase of one ABB locomotive from abroad to perform the same job. This means a substantial reduction in outside purchase in all sectors of economy.

In 1985, when Indian economy was weak, a Dollar was equivalent to 11 rupees, a Pound was equivalent to 17 rupees. Today when economy is supposed to be much stronger and India a global player, rupee is having free fall. Can somebody throw light on the real reason for this devaluation. Who is going to gain and who is going to lose?

Provide Stage to Perform

The ACRs/APARs play a very vital role in the career of a government servant. Timely promotion and recognition are the basic motivations for a government servant. Therefore, DoPT should evolve such a transparent Performance Appraisal System, which should have least subjectivity and no room for unfairness and prejudices. In Government, casteism prevails while writing APARs. The SC/ST/OBC officers the most sufferers being reserved category. Such officers are fully capable to deliver the results. Our duty is to provide congenial environment. There are examples in some ministries that some officers could not adjust or not allowed to get adjusted in the new department due to high-headedness of Reporting officers. First of all, provide them stage only then they can perform better.

Consequences of food security bill ?

The food security bill seems good on the surface but has anyone thought through the consequences of this? Later on, can any government withdraw such a privilege? What if the government runs out of surplus food stocks or money to finance such a grand scheme? And if a future government withdraws this privilege affecting nearly 800 millions of the poor and the starving will they not turn to the Maoists for support and succor in their desperation? So far the poor and the desperate have been resorting to suicide to escape but a point will come when they will prefer murder to suicide. This in turn will lead to civil war in India. If the food security bill cannot be implemented for all time ( and where is the guarantee?) then we are playing with fire.

Where you can register as a voter?

The existing legal framework for registration of a voter provides for registration at the place of ordinary residence. Therefore, a government employee suffering with frequent transfers has to register at the present address. However s/he can retain his old EPIC and does not have to get a new EPIC at the new place. The best way is to go on the website of the Chief Electoral Officer of the state and fill in an online form for registration where in the old address - Polling station, Serial number, Assembly Constituency, EPIC number has to be given. The new address proof has to be uploaded and in case you need a new EPIC, a photo in jpeg format has to be uploaded in addition. The system will ensure that your name is removed at the old address and is added to the new place. The BLO concerned will visit you to verify your address and the registration process will be completed thereafter. You will also be able to track your application
on the same website.

Reservation of seats/priority for senior citizens - lesson from Congressmen to learn. In Delhi whosoever has been travelling in Metro train/buses or elsewhere has to stand in queue must have noticed about the number of seats/separate line reserved for elders, differently abled etc. I just wanted to throw some humorous light to take the lesson from our great grand national party leaders in which not only elders/differently-abled who after putting lot of hard work reached the stage at national arena but even who has got the seat by virtue of destiny is always ready to keep one magic seat always vacant for most eligible 'younger' one in the country-guess the seat!

Totally wrong and misleading!

The contention in this column that IFS officers alone are denied higher-scale benefit while IAS officers on central deputation are given higher pay scale drawn by them in their state cadre, is entirely wrong and misleading. IAS officers on central deputation to the JS posts are allowed only the JS pay notwithstanding that they may be in the AS or even Secretary Grade in their state cadre, and thus they lose heavily financially throughout the deputation period. There has been no effort to rectify this highly unfair situation.

Using RTI as a tool against business rivals

Through four separate RTI applications, the appellant had sought a large number of information regarding the operation and maintenance contracts granted from time to time for the CFTRI. The PIO had provided some information and the same was endorsed by First Appellate Authority. The CIC directed the PIO to allow inspection all the relevant files relating to the operation and maintenance contracts for the period specified by the appellant so that he can find out whatever
information he wants. The CIC cautioned the appellant that RTI should be exercised responsibly and, as far as possible, for larger public interest. It should not be used as a tool against business rivals as it appears in this case.

Comments

Collating information takes both time and involves cost to the public authority and takes away valuable time which could otherwise be used for discharging other duties in public interest.
