Mrs Ambika Khatua was shifted as CIT (OSD) in Directorate of HRD, New
Delhi and Virendra Ojha was moved to CCA, Mumbai. Similarly, Rajeev
Kumar Sahu has been shifted to CCA, Mumbai; K Ravi Kiran to CCA, Mumbai;

As the grapevine has it, as many as 33 PCS officers, out of 99 under
consideration, in Jharkhand may finally be awarded with IAS by GoI.

Jharkhand CM to complete the strength of his
Cabinet by 4.30pm today (UPDATED)
With the three ministers from Congress quota scheduled to take oath
by 4.30pm today Hemant Soren, CM, Jharkhand will finally have a reason
for rejoice. Governor Syed Ahmed will administer the oath, at 4.30 PM
at the Raj Bhavan, to Chandrasekhar Dubey alias Dadai Dubey, Manan Malik,
Yogendra Sao. It may be noted that Soren had inducted six ministers
on 04th August. He had taken oath along with two ministers on 13th July.
Now he is all set to have a total of 12 ministers, the full strength
as per the Constitutional provisions. It would be tested on time only
whether Jharkhand Govt. would be able to deliver the governance to the
fullest or will it fail like previous governments?
SCOPE organises conference on "International
Taxation" jointly with ICAI (UPDATED)
Addressing a joint Conference on "International Taxation",
held by SCOPE jointly with the Institute of Chartered Accountants of
India (ICAI), Dr. U.D. Choubey, DG, SCOPE said that as many as 147 CPSEs
out of 225 operating public enterprises either have foreign exchange
earnings or foreign exchange expenditures. It simply testifies the fact
that the PSEs are recognized as the catalyst for growth. Empowerment
to PSEs contributed to these enterprises entering global forays by way
of Joint Ventures, Overseas Acquisitions etc. Comprehending the tax
implications as a result of global presence of CPSEs he said, the Programme
on International Taxation is most relevant and is the need of the hour,
he added.
Ms. Neeru Abrol, CMD, NFL and former Member of SCOPE Executive Board,
Mr. K. Raghu, Vice President, ICAI, Mr. V.K. Gupta, Chairman, CMII &

Why no whistleblower in the coal Ministry?
It is a shame that IAS officers in the coal ministry have no ethics
and playing the game of the corrupt Ministers. Please wake up before
it is too late.

Misuse of vehicles
It is not only vehicles are being misused by ministry officials/ministers
but also staff. Many PSUs/Banks/autonomous organisations provide staff
to ministers/senior officers in an informal arrangement. They are over
and above the sanctioned strength These officials though on the pay
role of their parent organization ,work in the ministry. Even CVC has
resorted to this practice by taking officers on secondment from various
organisation!!

Something is better that nothing
You suspend/remove the concerned officials and also do not have the
file. Then what ?
As per the Central Secretariat Manual of Office Procedure when the file
comes to the Section then the Custodian of it is the Section Officer
and the concerned dealing hand. It is only the top officials, who are
allowed to hob nob with the representatives of the private sector. If
the top officials themselves are involved, then you cannot make the
lower level employees the scapegoat. Earlier there use to be a system
of having a Daftry category employee in Section, who use to properly
keep the files in an order and also stitch the files when due. Government
has dispensed with Daftry. These days the Section also don't have peons
to stalk up the files in an order in Almirahs. The best thing would
be to immediately scan all the files of the Ministry of Coal and load
in on the server.

The suggestion of Sathyprakash to prevent the down fall of the value
of rupee is very appreciated. As an Indian, we are all prepared to suffer
some inconvenience for the sake of this great nation.

That is correct. All these qualities are needed to our PM. But above
all, there should not be any super power above him so that he can work
effectively. Unfortunately in the Congress culture, the Gandhi family
is supreme and all other Congresswalas are their subordinates. Subordinates
always look for guidance from their masters and unfortunately in this
case, the masters have no proven quality. They are ruling the country
purely on the basis of their birth in a particular family. Time has
come to change this culture. We need a leader of the likes of Narendra
Modi who is a proven and effective leader. Modi should give a little
more attention to the minorities. I hope Modi will prove to be the best
PM India ever had.

Using RTI as a tool against business rivals
Through four separate RTI applications, the appellant had sought
a large number of information regarding the operation and maintenance
contracts granted from time to time for the CFTRI. The PIO had
provided some information and the same was endorsed by First Appellate
Authority. The CIC directed the PIO to allow inspection all the
relevant files relating to the operation and maintenance contracts
for the period specified by the appellant so that he can find
out whatever
information he wants. The CIC cautioned the appellant that RTI
should be exercised responsibly and, as far as possible, for larger
public interest. It should not be used as a tool against business
rivals as it appears in this case.
Comments
Collating information takes both time and involves cost to the
public authority and takes away valuable time which could otherwise
be used for discharging other duties in public interest.
