?
If all goes well, L C Goyal will be new Secretary, Rural Development,
in the Government of India. He is 1979 batch IAS officer of Kerala cadre.
Will Chhatar Singh be new Member of UPSC ?
All the bigwigs are now out of the race for the post of Member - Union
Public Service Commission (UPSC). It seems Chhatar Singh is now ahead
in the race. The 1980 batch IAS officer Chhatar Singh is presently Principal
Secretary to the Haryana Chief Minister B S Hudda.

Who will succeed R Parasuram as Chief Secretary of Madhya Pradesh on
September 30 ? Official announcement of new CS will be made either on
August 29 or 30.One thing is certain he will be either I S Dani or Anthony
J C Desa. Both are 1980 batch IAS officers.
All eyes set on appointment of CMD, NMDC
All eyes in the Public Sector Undertaking (PSUs) are now set on the
appointment of CMD, National Mineral Development Corporation Limited
(NMDC). Narendra Kothari, CEO, SAIL and Tapas Kumar Lahiry, CMD, BCCL
are the top contenders for the coveted post. The Ministry of Steel is
yet to select the candidate out of these two short-listed names after
interviewing as many as 15 persons.

Andhra Pradesh CM, reportedly, is not willing to relieve Jayesh Ranjan

Committee to find out reasons for backlog

Government of India has set up a committee to find out the reasons for
backlog in filling up of reserved vacancies. A 20-member committee headed
by the Secretary, Ministry of Social Justice and Empowerment will suggest
measures to enhance the employability of reserved category candidates.
The Committee members are from various Central Government Ministries
including Ministry of Home Affairs, Department of Personnel & Training,
Ministry of Human Resources Development, Ministry of Railways, UPSC,
SSC, Railway Recruitment Board etc.

Worst Economic Condition
Economic condition of the country is worsening every day despite making
tall claims that everything is OK. They are also right everything is
OK in their houses not in the country. Country is really passing thru
a very difficult situation facing economic fallout. Now it is very easy
to blame others for their own fault. First it was due to CAG or RBI,
this situation has come. Nothing works then global slowdown is one of
excuse being given now for FE fluctuation or increasing CAD or inflation.
There are real problems in the country. GDP growth is down, industrial
production is declining, no jobs/employment. Common man is suffering
from price rise, corruption etc. Measures are being taken on daily issue
by issue basis not on policy basis as long term solution e.g. cutting
imports of gold bars/coins, TV sets increasing import duties on certain
items. These measures will not help in long term unless production is
increased, jobs are created, subsidies are reduced and removed in long
term. We are not far away from 1991 situation whether we have reserves
for BOP for 6-7 months or 2-3 months.

Why no Whistle Blower in Coal Ministry ?
The system response to a Whistle Blower is always pathetic. From CVC
to CVO only frustrates a Whistle Blower. They, as a policy, do not respond
to his requests. Moreover, his name invariably gets disclosed and he
faces isolation. He is not trusted by any one. IAS Officers of the Ministry
of Coal knows it better and hence there is no Whistle Blower in the
Ministry. Moreover, all these officers are there at the mercy of the
system and are part of the comfort.

no other work except ordering transfers around the year? Or, is it the

have turned into dust ) its more than 11 years that the CBEC had some
meaningful promotions .all cadres of Grade A who had barely managed
to figure in Grade A in the civil services rank ,have got into SAG .IAS
,IPS AND IA & AS are about to get principal secy scale whereas the
CBEC Grade A cadres are languishing as ever .it will not be strange
if one hears that the DOPT has decided to refer the matter to the UNO
FOR FURTHER EXAMINATION OR SEEK REFRENDUM IN THE COUNTRY on the issue
.

No specific qualification or selection criteria
It is surprising to know from a RTI reply that the super cabinet that
goes by the name NAC and that plays havoc with nation's economy, does
not specifies any qualifications or selection criteria for its Chairman
and Members. Most probably, this is going to be challenged in Court.

Need for CBI enquiry
I entirely agree that there is need for CBI enquiry into the cases relating
to TA on retirement. There would be hundreds of cases where TA has been
claimed illegally.

CBI's request document regarding permission for registration
of a criminal case
Shri O.P. Nahar, requested the Commission for a copy of CBI's
request document regarding permission for registration of a criminal
case against him. He also wanted a copy of note sheet in which
the said proposal was examined by the CVO and Law Secretary. The
CIC observed that the CBI has been exempted under the provisions
of the RTI Act vide Notification dated 9.6.2011 whereas the appellant's
RTI application is dated 5.5.2011, which is prior to the said
Notification. Therefore, the CBI was not an exempted organization
at the time of filing of the RTI application. The CIC directed
for disclosure holding that it has not been explained how the
disclosure of information can impede the process of investigation
or apprehension or prosecution of offenders, which is admittedly
over.
Comments
Whenever a PIO denies information under any of the exemption
sections of RTI Act, the explanation as to how the said section
is applicable in the case should be given. Further, a process
which is complete and over cannot be impeded by disclosure of
information.
