Deepak Sandhu will be new Chief Information Comissioner (CIC). She will succeed Satyanand Mishra on September 5.Sandhu who is former PIO is presently senior most Information Commissioner. Her name has been cleared for the post on Monday.

Is it conspiracy by G7 countries?

A question on sliding rupee. All the countries including US are adversely affected by global meltdown. Nobody has really recovered. Then why is it that only BRICKS countries(except China) currencies are getting depreciated vis-a-vis Dollar ? Is it conspiracy by G7 countries?

Accountability required

While economists and other experts are giving various reasons for the chaotic condition of our economy, according to me the main reason is there is no ""finality of decisions taken"" ie RESJUDICATA. A project or a scheme is approved by a competent authority of that time after completing the required formalities. The individual or a company invests money in the project. Suddenly there is change in the Government or the Minister and he/she decides to cancel the project citing various reasons (some flimsy or allegedly for flouting rules).The project gets stalled and the investor loses money. This is the reason why investors are reluctant to invest in India. Government and all leading political parties(they are also in power) must pass alas whereby a project or scheme approved by the competent authority of the day, cannot be stopped/scrapped for any reason. If there are lacuna in sanctioning the project, the individual or the company should be given adequate time to rectify those short comings. Simultaneously disciplinary action should be initiated against all officials involved in taking the decision including the Minister. This may improve the situation.

Ache of Stenographers Grade 'D' & 'C'

Through whispersinthecorridors.com, I want to bring to kind notice of the officers of the Department of Personnel and Training (DoPT) regarding problem of stagnation in respect of pathetic Stenographers Grade 'D' and 'C' of CSSS. It has become bad to worse. For instance, Stenographers Grade 'D' (1984 Batch), who had been promoted as Grade 'C' (on ad hoc basis) after putting in more than 22 years of service, DoPT kept them waiting for another 3 years for regular promotions. In this way, charm of promotion marred the promotional avenues of CSSS people. Against this background, my suggestion to DoPT is that will it not be appropriate, if relaxation in service to Stenographers 'C' (who had been promoted after a long gap of 22-23 years) for further promotion to Private Secretary (PS) is granted by them? No doubt, to some extent, it will soothe their ache. Hope…..someone will listen to CSSS officials' voice.

She has been claiming LTC Hometown Delhi a number of times. The Head of the office and the DDO simply passed the bills because they are corrupt to the core. Only corrupt can rule the world today.

Shareholding of government institutions in IFCI

Minister of State for Finance Namo Narain Meena said eight PSU banks were found to have diluted their holding in the Industrial Finance Corporation of India (IFCI). The organisations were advised to fix responsibility for the stake dilution in IFCI, against the government's directives, Meena said. IDBI Bank has been asked to seek explanations from all officers involved in the decision to dilute its holding in IFCI, he said. The shareholding of government institutions in IFCI needs to be maintained at a level above 51 per cent.

CBI's request document regarding permission for registration of a criminal case

Shri O.P. Nahar, requested the Commission for a copy of CBI's request document regarding permission for registration of a criminal case against him. He also wanted a copy of note sheet in which the said proposal was examined by the CVO and Law Secretary. The CIC observed that the CBI has been exempted under the provisions of the RTI Act vide Notification dated 9.6.2011 whereas the appellant's RTI application is dated 5.5.2011, which is prior to the said Notification. Therefore, the CBI was not an exempted organization at the time of filing of the RTI application. The CIC directed for disclosure holding that it has not been explained how the disclosure of information can impede the process of investigation or apprehension or prosecution of offenders, which is admittedly over.

Comments

Whenever a PIO denies information under any of the exemption sections of RTI Act, the explanation as to how the said section is applicable in the case should be given. Further, a process which is complete and over cannot be impeded by disclosure of information.
