IAS Probationers rate Vijay K
Deb's lecture 'undisputably the best'
How to reclaim and regain the "glory of IAS"? This was one
of the main topics explored and discussed during the valedictory ceremony
of the 2011 batch IAS officers on August 20 at LBSNAA. Moved by his
lecturer on the subject, the IAS probationers formally rated Vijay Kumar
Dev's lecture as 'undisputedly the best'. Reportedly, the topic discussed
the apparent erosion of the institution and tried to find out ways to
reclaiming the glory of the service. He emphasized that the glory can
be regained within the existing system also given every officer sticks
to the four-pronged formula; absolute integrity, fearlessness before
the politicians, no room for any alternative to the enhanced public
service delivery to the citizens, zero tolerance to the subordinates
for any their public misconducts. But still remains a question whether
till how long the members of bureaucracy, though a few, would manage
to stick to the suggestive?
IPS Amitabh Thakur wins; Allahabad HC orders UP CAT to ensure justice
You may call it a part of usual development but it means something extraordinary
to Amitabh Thakur, a UP cadre IPS officer of 1992 batch. He may have
appeared as a lost case for the time being but he never gave up. Finally,
Allahabad High Court has ordered UP CAT to ensure justice to the petitioner
within two months. It may be recalled that the UP Government has been
denying promotion to him despite he doesn't have any pending enquiry
or chargesheet against him. The HC order is being taken as a spark of
hope among the bureaucracy, post Durga Shakti episode. He is 1992 batch
IPS officer.
BUREAUCRACY
Ms Deepak Sandhu to be new CIC
Ms Deepak Sandhu will be new Chief Information Commissioner (CIC). She
will succeed Satyanand Mishra on September 5. Ms. Sandhu who is a former
PIO is presently senior most Information Commissioner. Her name has
been cleared for the post on Monday.
Mohinder Singh empanelled as Joint Secretary
in GoI
Mohinder Singh has been empanelled for the post of Joint Secretary or
equivalent in Government of India. He is a 1988 batch officer of Indian
Defence Accounts Service (IDAS).
Inter-cadre deputation tenure of K Vidya Sagar
extended
The inter-cadre deputation tenure of K Vidya Sagar to Andhra Pradesh
Government has been extended upto March 1, 2014. He is presently posted
as Special Commissioner, Rural Development in Andhra Pradesh Government.
He is a 1996 batch IFS officer of UT cadre.
H S Kingra gets in-situ promotion to Additional
Secretary, GoI
Hardeep Singh Kingra has been promoted, in-situ, to the rank of Additional
Secretary, GoI. The 1980 batch Indian Forest Services officer of Himachal
Pradesh cadre is serving as CMD, National Scheduled Cast Financial Development
Corporation.
25 IRTS officers of 1986 batch empanelled
as Joint Secretary in GoI
As many as 25 Indian Railway Traffic Service (IRTS) officers of 1986
batch have been empanelled for the post of Joint Secretary or equivalent
in Government of India. They are Mrs Jaya Sinha Verma, U Krishnamurthy,
A Madhukumar Reddy, D P S Sandhu, R Badri Narayan, A K Behra, Mrs C
Mukherjee, Devendera Singh, M Ravi Babu, D K Singh, Sunil Jain, G P

Pradeep Kumar, IPTAFS (95), has been appointed Director in the Ministry
of Defence. He is IP&TA&FS officer.

Rajendra Jha has been appointed Deputy Secretary in the Ministry of
Corporate Affairs. He is 2002 batch IT officer.
Four probationers of AP cadre confirmed in IPS
Four Andhra Pradesh cadre probationers of 2009 batch have been confirmed
in Indian Police Service (IPS). They are Koya Praveen, Bhaskar Bhushan,
Ambar Kishore Jha and Ms Rama Rajeswari R.
Will Siddhu be new DGP of Uttarakhand?
Being the senior most claimants for the coveted slot, the name of B
S Siddhu has been much talked about these days as the likely successor
of Satyavrat Bansal, the incumbent DGP of Uttarakhand. But the spectators
of bureaucracy in Uttarakhand claim that some development that has taken
place in recent past may mar his prospects. Siddhu, currently serving
as DGP (Rules & Manuals), is 1979 batch IPS officer whereas the
incumbent DGP belongs to 1976 batch.
Narlikar poised to move on central deputation
As the grapevine has it, Jayant Narlikar is all set to move on central
deputation. The 2003 batch IAS officer of Assam-Meghalaya cadre is currently
serving as Deputy Commissioner, Kokrajhar, Assam.

CCL
Public Enterprises Selection Board (PESB) has invited applications for
the post of Director (Technical), Central Coalfields Limited (CCL),
that fell vacant on July 19, 2013. Those willing to apply can send their
applications to the PESB before September 26, 2013.

A number of officers belonging to Indian Police Service (IPS) have been
transferred and posted at different places in Bihar. Accordingly, Vinay
Kumar has been assigned an additional charge of IG, Provisioning while
Paras Nath will now be DIG, Purnia range and Varun Kumar Sinha is SP,
Saran. Similarly, Chandrika Prasad has been appointed as SP, Samastipur;
Nishant Kumar Tiwari as SP, Gaya; Shiv KUmar Jha shifted to Bihar Police
Force-16; Siddarath Mohan Jain as SP, Nalnda; Sujit Kumar as Assistant
to IG (Inspection), Patna; Babu Ram as SP, Buxer and Deepak Varnwal
was appointed as SP, Khagdiya.

Former Secretary in GoI Girish Pradhan has been cleared to head the
Central Electricity Regulatory Commission (CERC). He is retired 1977
batch IAS officer of Maharashtra cadre.

Commercial Operation of Second Unit of Vallur
( NTECL ) Starts (UPDATED)
The second 500 MW unit of Vallur Thermal Power Project of NTPC Tamil
Nadu Energy Co. Ltd. (NTECL), a JV of NTPC Ltd. and TANGEDCO, has started
commercial operation. On completion, Vallur will have installed capacity
of 1500 MW with three units of 500 MW each. Presently 1000 MW is in
operation at the project, one more 500 MW unit is expected to go on
stream this financial year. IJ Kapoor , Director (Comml) visited the
project recently and witnessed the loading of coal from ship to the
pipe conveyor at the port. He also visited CWC Pump house , switch yard,
desalination plant areas of the project and the control room with Shri
Subhash Muley , CEO , NTECL and senior officials. The project will help
in improving the power scenario of southern states especially Tamil
Nadu.

Deepak Kumar is back to Bihar from Central deputation. On return 1984
batch IAS officer Deepak Kumar has been posted as OSD in the Chief Minister's
office.

Third All India Service apart from IAS & IPS
Third All India Service apart from IAS & IPS Yes indeed, there
is an All India Service called Indian Forest Service, which was constituted
as AIS in 1966. The AIS Act as well as rules call it by the initials
I. F. S. but, the DoPT, for reasons best known to it, prefers to use
IFoS instead of I. F. S. This is perhaps so because a similarly named
Central Service - the Indian Foreign Service also exists, which is higher
in profile than its country cousin - the Forest Service ! If this distinction
is to be drawn, why not formalise the same? By the way, Imperial Forest
Service ( IFS ) dates back to 1866 or so which continued till 1935 !
Alternatively, why the Foreign Service can not be called Indian Diplomatic
Service or Indian External Affairs Service? Why keep trivialising the
Indian Forest Service as IFoS?

Noble intention pushed through a faulty bill !
So the food security bill has been passed by Lok Sabha notwithstanding
the fact that many have voiced concern over this massive burden on the
already ailing economy. That the purpose of this latest sop for the
'poor' is vote bank politics is obvious. Though the opposition has decried
it as vote security bill they have gone along with passing it since
they also do not want to lose votes. That no one in the country should
go hungry is a noble intention but to go about in this manner by pushing
through a faulty bill is not the right way to do it. Even the food minister
admitted that there are many loopholes in the bill and he says those
will be rectified once the scheme gets going. How casual ? By the time
they rectify the flaws, much damage would have been done .This would
turn out to be another scheme for pilferage, malpractices and corruption.
Introducing schemes without the groundwork and the necessary infrastructure
in place is wasting public money. This time it will cause havoc to the
already stressed economy. Whether the real poor will benefit from this
scheme, only time will tell. Let us keep our fingers crossed. With 80
crores covered under it, even you and I are poor to get these doles
at the cost of public money. It is in the interest of the ruling dispensation
to keep the people poor and then at election time offer them some sops
to get their votes rather than lift them out of poverty.

The demand of Stenographers Gr C (CSSS) for relaxing the minimum prescribed
service for their promotion to next higher grade is justified and DP&T
may accept it sympathetically as one-time
arrangement.

Are China's intrusions into India Non-events' ?
Describing China's intrusions as 'Non events', India's MEAs spokesperson
Syed Akbaruddin added : "We don't take up non-events in diplomatic
practice. What has happened or not is up to sentinels of our borders
to answer. They know the factual position on this and I think they have
answered that."
This is shocking in the face of PLA's 20 Kms penetration into Arunachal
Pradesh(AP) on August 13,2013, staying on for 3 days, till physically
ousted by Assam Rifles. Violation of India's territorial sovereignty
is a serious matter. Why was the event down-played (rather suppressed)
by GoI even while Parliament was in session. China claims the entire
Arunachal Pradesh as its territory, calling it China's India'.
Why is India so soft towards the malevolent China despite successive
incursions? Strangely, India has never, till date, asked China to vacate
our territory occupied by it in Aksai Chin during the 1962 war. Is there
any justification in carrying on Sino-India talks against this background
of total capitulation? India's image in the comity of nations, has suffered
a serious setback due to its timidity.

CBI's request document regarding permission for registration
of a criminal case
Shri O.P. Nahar, requested the Commission for a copy of CBI's
request document regarding permission for registration of a criminal
case against him. He also wanted a copy of note sheet in which
the said proposal was examined by the CVO and Law Secretary. The
CIC observed that the CBI has been exempted under the provisions
of the RTI Act vide Notification dated 9.6.2011 whereas the appellant's
RTI application is dated 5.5.2011, which is prior to the said
Notification. Therefore, the CBI was not an exempted organization
at the time of filing of the RTI application. The CIC directed
for disclosure holding that it has not been explained how the
disclosure of information can impede the process of investigation
or apprehension or prosecution of offenders, which is admittedly
over.
Comments
Whenever a PIO denies information under any of the exemption
sections of RTI Act, the explanation as to how the said section
is applicable in the case should be given. Further, a process
which is complete and over cannot be impeded by disclosure of
information.
