Grapevine has it that Chief Justice of the Allahabad High Court, Justice Shiva Kirti Singh, is moving to the Supreme Court of India.

L C Goyal is new Secretary, Rural Development
L C Goyal has been appointed as secretary in Department of Rural Development in the Government of India. The 1979 batch Kerala cadre IAS officer Goyal is presently working as Special Secretary in Cabinet Secretariat. He will join the Ministry as an Officer on Special Duty (OSD) for a period of 15 days from September 16 before taking over as Secretary.

Six Custom Commissioners get postings

As many as six officers in the grade of Commissioner of Customs and Central Excise have been transferred and posted at different places. Accordingly, Alok Chopra has been appointed as Commissioner CX, Thane-II while Charul Baranwal will now be Commissioner, Jamngar
Custom (P) and Arti A Srinivas is Commissioner, CX-VII, Kolkata. Similarly, Vivek Chaturvedi has been appointed as Commissioner, DODM, Delhi; Nishit Goyal as Commissioner, CX (A), Chennai and Atul Gupta was made Commissioner, Cus-III (A), Mumbai.

Three IAS officers transferred in Chhattisgarh
Three officers belonging to Indian Administrative Service (IAS) have been transferred and posted at different places in Chhattisgarh. Accordingly, A Kulbhushan Toppo has been appointed as Collector, Sukma while S Prakash will now be Inspector General, Registration and Stamp Duty with additional charges of Deputy Secretary, Excise and Commercial Taxes and P Dayanad is Collector, Kabirdhan district.

Earlier there was a proposal that Justice Chandrachud will move as Chief Justice of the Madhya Pradesh High Court.

Suggestion on rupee depreciation

As per news reports, Herve Falciani now in France has information on 1.30 lac Swiss Accounts. Many of them have to relate to Indian Politician and Businessmen. Spain has bought such information which yielded 330 million dollar equivalent of additional taxes. India should also try to purchase information from this person and try to get the Dollars stacked abroad by Indians through taxes or issue of zero-interest Bonds to be repayable after 10 or 15 years.

India's interest

The third world war as predicted by the American Psychic, Jeanne Dixon, in the fifties is gradually gathering pace. Her book, The Crystal Gazer, should be read by everyone. With uncanny accuracy she predicted that the third world war will begin gradually in the 8os due to American interference in the Middle East. In the 80s the Americans interfered in Iran and then in the 90s in Iraq, Afghanistan, Libya and now in Egypt and Syria. Dixon predicted the world war will be between America and Russia on the same side against China. If America persists in meddling in the Middle East, it is quite possible that Iran will enter into a defensive alliance with China against America. It is also possible that Russia out of white solidarity against the Islamic world will join America and the west against Iran and China. Where would all this leave India? Dixon is silent on this. She also predicted quite correctly the use of battlefield nuclear weapons. In Iraq, the Americans have used 300 tonnes of depleted uranium which has led to the birth of babies with congenital defects, like two heads and three arms etc in Iraq and neighbouring countries as this uranium is air borne. India should plan ahead now for the coming World War or she will perish. Since both China and Pakistan, now US allies against? India, have occupied Indian Territory by force, there is no chance of India having common cause with either of these two countries. India should encourage America to go to war against China as also against Islamic terror so that all these three threats to India eliminate each other. This would be in India's interest.

Financial burden on tax payers just for votes

Budget allocation for some flagship social sector schemes for 2013-14 is as under:

Mahatma Gandhi National Rural Employment Guarantee Scheme:- Rs 33,000 crores.
Pradhan Mantri Gram Sadak Yojana - Rs 21,700 crores

Sarva Shiksha Abhiyan - Rs. 27,258 crores

Mid Day Meal Scheme - Rs 13,215 crores

Integrated Child Development Scheme - Rs. 17,700 crores

Drinking Water and Sanitation - Rs 2,260 crores. Jawaharlal

Nehru National Urban Renewal Mission - Rs 14,873 crores.

Total - Rs.1, 30,006 crores

Now the financial burden of Food (Vote) Security Scheme is estimated at Rs 1, 25,000 crores. Funding of this Rs 1, 25,000 crores shall be by raising tax rates, increasing borrowings or by resorting to printing of more money. All these recouping measures, in turn, shall escalate the pace of galloping inflation. The vicious cycle shall end up with irreparable pains. As per 2011 census India has more than 50% of its population below the age of 25 and more than 65% below the age of 35. The cascading effect of this scheme shall be far reaching since it would make working manpower a national liability rather than an asset.

One has to find out why the bright young men are shying away from IAS. I know of two probationers who were on the top 10 but refused to join IAS but joined IFS and IPS. They belonged to the same 2011 batch to whom Deb exhorted. The IAS needs to be made more attractive in terms of perks and higher salaries. But the real problem lies in their training. And also because the modern day politicians are highly educated. More than the IAS like Akhilesh, Chidambaram, Salmanazars, Khurshid, Jairam Ramesh Omar Abdullah etc. The solution would be to have lateral entry at. KS as Secretary levels.

We are proud and happy to read that there still are officers like Vijay Dev who are openly advocating that civil servants should follow the law and their conscience and keep the interest of citizens above everything else. That he belongs to my cadre adds to the sense of pride. If young officers like him and Durga Shakti can lead the way, there is still hope for the service.

CBI's request document regarding permission for registration of a criminal case

Shri O.P. Nahar, requested the Commission for a copy of CBI's request document regarding permission for registration of a criminal case against him. He also wanted a copy of note sheet in which the said proposal was examined by the CVO and Law Secretary. The CIC observed that the CBI has been exempted under the provisions of the RTI Act vide Notification dated 9.6.2011 whereas the appellant's RTI application is dated 5.5.2011, which is prior to the said Notification. Therefore, the CBI was not an exempted organization at the time of filing of the RTI application. The CIC directed for disclosure holding that it has not been explained how the disclosure of information can impede the process of investigation or apprehension or prosecution of offenders, which is admittedly over.

Comments

Whenever a PIO denies information under any of the exemption sections of RTI Act, the explanation as to how the said section is applicable in the case should be given. Further, a process which is complete and over cannot be impeded by disclosure of information.
