HAL first Defence PSU to sign MoU with Transparency International India (UPDATED)
HAL has signed a Memorandum of Understanding (MoU) with the Transparency International India (TII) for adoption of Integrity Pact (IP). "Considering that HAL deals with number of domestic and international business partners for goods and services, the MoU will go a long way in establishing higher standards in our operations", says Dr R K Tyagi, Chairman, HAL. The MoU was signed by Dr. Tyagi and Justice Kamleshwar Nath, Chairman, TII at a function in New Delhi yesterday. HAL has so far signed "Integrity Pact" with 115 vendors (85 foreign and 30 Indian). "Integrity Pact" is a tool developed to ensure that all activities and transactions between companies or Government departments and their suppliers are handled in fair and transparent manner. TII will support HAL by providing advice and resources to implement the Integrity Pact program successfully. Incidentally, HAL is the first Defence PSU to sign such an MoU with TII.

Don't leave honest officers to the mercy of corrupt elements

It is time that there should be a central authority, solely responsible for suspending a central services officer. Bright and honest young officers should not be left to the mercy of corrupt elements like Mulayam and Mayavati.The one time pauper village pahalwan, now one of the richest men in UP is the patron Saint of the ruling SP. Unfortunately his bonhomie with Sonia Gandhi is keeping him and his son out of jail.

Young CM ruining his career !

It is surprising that a young Chief Minister who has many years of career in politics is ruining his career as well as the career of a young upright IAS officer. People expected a lot from the CM but he has disappointed every one. The best thing would have been to correct the mistake and reinstate the officer but it is shameful that he and his ministers like Azam Khan are justifying it and are going to gag the District Magistrate who has sent the factual report. Does he mean India should have a committed bureaucracy? If he did people like him would never return to power after they go out of it once and India will follow the examples of its neighbours. I am sure the CM has spoiled his career and his father who has been worried for his son's career will atone for it.

Politico- Business-Bureaucratic Mafia v/s Durga Shakti

A divided bureaucracy is the bane of all evils. How could we expect unity in Indian bureaucracy when a majority of self seeking civil servants subserve to political Executive as willing partners? They indulge in unethical practices through Politico-Builders-Mining mafia by manipulating lucrative postings, while in service as also after

retirement, by keeping unscrupulous politicians on their right side. All governments --at Centre, States and Local levels-- have vested interests in keeping the bureaucracy divided so as to keep themselves in power- by hook or by crook. The entire bureaucracy is not bad. Performance of a majority is par excellence. Unfortunately, the law makers have failed to rise to the occasion. Free media is our only hope. Hats off to it for exposing corruption.

It is Public Service !

It is so refreshing to see the WIC in its original pink health ! Thanks. Now, it seems very reassuring that the Durga Shakti case has become a rallying point for all the right thinking people in the country, who have spoken decisively that our high growth of tolerance for mismanagement of governance can no more be tolerated. At issue is "public service" and not the injustice or career of one officer. Has the Executive forgotten that the officers are "public servants" and not "private servants" or "political servants' or religious servants. Why is the recruiting agency called the Union Public Service Commission or the State Public Service Commissions? Why has the provision been made in the constitution? Where was the need for Articles 309 through 311? If the intention was to put them under the favour of the executive, the old Royal practices could have continued.

Once having made it public service, where is the question to convert it into "privately provided public service"? As we ask the political establishment to give it a thought, the public servants too need to think in all honesty if they are fair to their subordinates and

colleagues. Public service is all encompassing and does not mean one service alone. Only very narrow minded can revel in the thoughts of superciliousness!

Criminal silence of the PMO on the Durga Shakti issue !

Ram Jethmalani had spoken on TV that he is surprised with the çriminal silence of the PMO on the Durga Shakti issue.

The Rule 12 of the Government of India Transaction of Business Rules states as under:-

12. Departure from Rules.- The Prime Minister may, in any case or classes of cases permit or condone a departure from these rules, to the extent he deems necessary.

PM could have done something under the garb of above rule in order to protect Durga Shakti. A number of youngsters who were dreaming of joining Civil Services have taken a step backward. They are telling their parents "Dekho! Dekho! aap hi kah rahe the na ki Civil Service do. Yahi hoga meri jindagi ke saath bhi!".

Actually what is happening that during last one year the legislatures in the Government of UP have not been able to earn anything because of the Caution Attitude being adopted by the bureaucracy in the State of U.P. keeping into the background the scam era.

Does being elected give you a licence to harass dutiful officials ?

"Hum Sarkar Hain' proclaims a minister in U.P who happens to be C.M's uncle too. That means 'Ham Kuch Bhi Kar Sakte Hain'. Another one remarked that since they are elected by people they are above every one. Does being elected give you a licence to loot the country and harass those who are doing their job as per rules of governance? Some one has to clarify to these misguided politicians that they have been elected to serve the people and not making themselves a nuisance by their umpteen misdemeanours and they are not above law 'Ki Kuch Bhi Kar Sakte Hain'

Disclosure of IPR of government servants

Information regarding Immovable Property Return (IPR) of two officers of MMTC was denied under Section 8(1)(j) of the RTI Act claiming it to be personal information, the disclosure of which has no relationship to any public activity or interest and disclosure will cause unwarranted invasion of the privacy of the individual. The Commission upheld the order of PIO holding that the appellant has failed to establish any larger public interest, which warrants the disclosure of such information.

Comments


The Division Bench of CIC in the case of Shri P.P. Rajeev v. Cochin Port Trust in case No. CIC/AT/A/2008/00707 held that there cannot be an omnibus order about the disclosure of all immovable assets related information of employees of public authorities. The request for their disclosure will have to be considered on a case by case basis under the provisions of Sections 8(1)(j) and 11(1) of the Act.
