Period of transfer should be atleast one year and before the completion of this period one should not be transferred (until there is any proven charge/promotion). Raj
PM's and Planning Commission's brain child UIDAI has become a convenient tool for illegal immigrants from Pakistan, Bangladesh and Nepal to get into the voter's list. Its dependence on SSC certificate etc has become easy for them to get Aadhar cards and then get into voters list . The ultimate object seems to be regularising all illegal immigrants secretly and surreptitiously. Since at least 1969, the Registration of Births has been compulsory in India, in fact the Registration of Birth is the only document in India which is mandatory for every citizen since that date. Aadhar and Voters Cards should only be given to persons born after 1970 who possess a birth certificate issued from the Central National Registry (no other document - SSC, Passport etc will be allowed as substitute for such birth certificate). N Krishnan Durga Shakti episode or malaise afflicting the government The Durga Shakti episode is only symptomatic of a larger malaise afflicting the government and reminds me of a far graver incident which took place around 2005 in Manipur. Meena ,a young IAS officer was posted as the Deputy Commissioner of Ukhrul district. Three local MLAs, all closely linked to the Naga underground barged into his house and demanded that he sign blank cheques under NAREGA and other centrally sponsored schemes. When Meena refused , the MLAs ordered their armed Manipur police escorts to beat up the DC in front of his wife and child. He was beaten black and blue with rifle butts on three consecutive days. It is to his credit that he could put up such resistance. On the fourth day he left for the state capital, Imphal to meet the Chief Secretary, Jarnail Singh. Instead of supporting the brave IAS officer, the CS only berated Meena and added insult to injury by initiating a vigilance case against him! Poor Meena left for Delhi for medical attention as he was wounded and had blue patches all over his body. In Delhi, he met the then Cabinet Secretary but to no avail. This meeting so enraged the CS that he ensured that Meena was given no posting till date. We are now in 2013 and no one knows where Meena is or what happened to him thereafter. He is still on compulsory wait. Being young and innocent, Meena did not know that as an ST officer he could have complained to the Commissioner Scheduled Tribes and Castes for the atrocity committed on him, his person and his office. I hope even at this late stage the Commissioner ST and SC takes suo moto cognisance of this grave atrocity and sends notices to the Government of Manipur and the Government of India. As for Jarnail Singh he moved on and was rewarded for his services by being made Secretary of the Common Wealth games after retirement. Naturally! D Choudhury Time to show solidarity Suspension of Durgashakti by UP Govt. in undue haste and without following the mandatory procedure laid down in the All India Services (Discipline and Appeal )Rules, smacks of highhandedness on the part of the powers that be. An honest and upright officer has been victimised for taking firm action against the sand mafia being run by the corrupt and wily politicians. If they can commit such gross acts of highhandedness and get away with them, it would be the end of democracy. Instead of taking corrective steps after the letter from Govt. of India, the State Govt. committed gross harakiri by sending a copy of the charge sheet issued to her. Now, the adamancy and intransigence has crossed all limits in the statement, that the Union Govt. can take away all the IAS officers from their state and they can run their administration without them. What are the IAS officers of the UP cadre doing? Should they not take mass leave and request the State Govt. to send them on deputation to the Union . Just as the country had shown solidarity in the case of gangrape of Nirbhaya, this is also the time for showing similar solidarity. The matter should also be taken to the Supreme Court by the Central IAS. Officers Association and some NGOs for a direction. How a senior IAS officer caved in to political pressure to sign the suspension order when the DM is denying any communal tension and even the Wakf Board has categorically stated that there is no tension in the area and in that village both the communities are living in harmony and peace. S C Agrawal, DG. Police (retd.) MP Need for soul searching within political system I would add that there is need for soul searching within the political system in India. A high level central team, duly appointed by the President of India, should be deputed to UP to unearth the truth and to place it on record with documentary evidences, wherever required. Based on its findings, SP Government in UP should accept responsibility for harassing the young lady officer and resign. None should vote for SP in the ensuing elections. HG Central Govt's silence on Durga Nagpal's issue intriguing ! I do not understand the reasons of Central Government's silence on Durga Nagpal's issue. It is now crystal clear that crux reason is sand mafia. She should be cleared by DoPT and brought to Delhi. She on her part should file a defamation case against UP Government and claim compensation of minimum of Rs 5000 crores. In all services throughout the country should bond. Durgi Shakti Nagpal case is an eye opener. If the Bhattis and the Mulayms have the last laugh then other officers should be prepared to face similar situation and consequences. Greedy politicians are out to destroy the country and it is up to the services to protect the sanctity of the Constitution even though they have not take any oath to protect it whereas the politicians in the legislatures have. But beauty is that cleaver UP Govt is able to divert the public sentiments/uproar from sand mafia. This is politics and even other political parties also are not talking vociferously on mafia. One thing more... this is a case of an IAS officer, that's why so much uproar. In actual working the plight of other cadres like Engineers in PWD or Municipal Corporation or Doctors in Govt Hospitals is worst. Due to threats from politicians which can even be life threats, they had no option but to succumb to the system, i.e. to become corrupt to survive. In UP/Bihar/MP etc IAS officers treated the State Civil Service officers like their domestic servants but, today they seek the supports of PCS officers as their proximity with politicians is not working. The State Government of U.P. is adamant on false prestige and Central Government is acting in a transexual manner. It is time for all the IAS/IPS, who are on the verge of retirement, all over the country, to put in their papers of voluntary retirement, for the cause of Ms Durga Shakti. People while working in the Government, during the last few years of their remaining service are earning almost the same amount as compared to the interest they would be getting on their retiral dues. All of them should form a political party and come forward in the fray and take part in the 2014 General Elections. The middle class people of the country who do not go forward and franchise are selfish. They should be counseled and told to vote this time. Bimal Bahadur Who will be NDA Prime Minister? If BJP brings even 120+ seats and this if is a very big question? Whispers in its survey has shown general caste leaders of BJP. Chances are zero that a Dalit or a Minority leader in BJP will ever get an opportunity. If BJP is a national party, it should reconsider its policy of advertising. If a National party by its definition means representation of all communities and castes, why does BJP and its promoters such as whispers avoid Dalit or minority leaders in BJP. This is the prime reason even today BJP gives a feel of casteist party which promotes interests of certain sections only. If BJP cannot project a leader of more than 300 million Dalits ( a population more than the population of United States of America) as future Prime Ministerial candidate, at least in media, then it should not expect Dalit votes in elections. My point is if BJP media or BJP avoids a population of over 300 million of Indians, how can it even think of coming to power, the question who will be its Prime Minister, becomes unwise and irrelevant. This is a shocking whisper. Who will be interested in the transfer of present DG BIS. I have heard that he believes in transparency and for that he is working to make BIS a IT based organization.
