As the grapevine has it, Sanjay Sudhir, Joint Secretary, MEAO, may soon
move to Sydney as Counsel General. The 1993 batch Indian Foreign Service
officer is currently serving with the offices of External Affairs Minister
as Joint Secretary.
Arya to retire on Nov 30 adding one more vacancy
of GM Railways
S V Acharya is scheduled to superannuate on November 30 adding one more
vacancy for the takers waiting in the wings. The vacant posts of GM
will now increase to five. In addition to that this may increase to
six in case the VRS proposal of Rajeev Bharadwaz, GM, RWF, is accepted
by the Railway Board.
M K Singh selected as CMD, BRCIL
M K Singh, Director (PM), BRCIL, has been selected for the post of CMD,
Bridge & Roof Company Limited at a Public Enterprises Selection
Board (PESB) meeting held on November 29, 2013. As many as 11 persons
were interviewed for the same.
Addl . Charge of DVC for CMD NTPC
Dr Arup Roy Choudhury, CMD, NTPC has been given Addl. Charge of Chairman,
Damodar Valley Corporation Ltd. w.e.f. from November 28, 2013 till appointment
of a regular incumbent or until further orders. Dr. Roy Choudhury, took
over as CMD NTPC on September 01, 2010, and the company has been growing
from strength to strength under his leadership. NTPC achieved highest
ever capacity addition for third consecutive year during his tenure.
During the financial year 2012-13 , NTPC added 4170 MW against 2820
MW in financial year 2011-12 and 2490 MW in financial year 2010-11.
NTPC achieved a record capex of Rs. 19,925.53 crore (standalone) during
financial year 2012-13 against Rs 15,993.52 crore during financial year
2011-12, an increase of 24.50 %. NTPC has a planned capex of Rs. 20,200
crore for financial year 2013-14. He has recently authored a book 'Management
by Idiots 'which has been very well received.
Post of CMD, NHPC lying vacant for two years
The post of CMD, NHPC is learnt to have been lying vacant since January
1, 2011. However, an Andhra Pradesh cadre IAS officer of 1991 batch,
G Sai Prasad, who is working as Joint Secretary in the Ministry of Power,
has been entrusted with the responsibility of the CMD.
Srivastava is scheduled to retire on November

Bipin Bihari Srivastava is all set to demit the offices on November
30. The 1978 batch IAS officer of Bihar cadre is serving as Secretary,
Department of Land Resources.

Antony Chacko, Director (Operations), HMT, has been assigned an additional
charge of Chairman, HMT Machine Tools Limited after Harbhajan Singh
(IAS) was relieved from this additional charge. Chacko, who has also
been Managing Director, Ferro Scrap Nigam Ltd, joined HMT in August
2012.
Book by NTPC, CMD sold out
It really seems that people enjoy reading books which can be finished
off in an hour! The book Management by Idiots, written by Dr Arup Roy
Choudhury, CMD, NTPC and Chairman DVC has been sold out. According to
McGraw Hill, the book which was launched on November 8 by Padma Bhushan
Dr E Sreedharan is being reprinted now so that the book is available
in the market by the first week of December. Dr Roy Choudhury presented
copy of his book to Sushilkumar Shinde, Union Minister of Home Affairs
recently. The book is a short book consisting of 20 chapters. Written
for today's reader who is hard-pressed for time, the book is dotted
with enriching thoughts and striking illustrations The book reaches
out to anybody who is willing to think differently, students, young
executives, and anybody striving to cope with the demands of the corporate
world. Dr Arup Roy Choudhury has an illustrious career spanning more
than 34 years, and has been holding the position of CEO for over 12
years. The book shares his experiences that have helped him at work.
According to Dr Sreedharan, "This book will be really a good inspiration
to young... young technocrats particularly. Practical tips... how to
handle a situation. And the tips to handle situation means mainly the
tips to handle the people who are manning the situations. That is what
he has been telling." In management circles also, this book has
found takers. Padma Shree Dr Pritam Singh remarked after reading the
book that "To say something which can be comprehended by the common
people, it requires tremendous amount of endowment. That's where I find
the language fascinating... . it flows in a rhythmic fashion like a
river. And I say that it's a great book ... The author says " I

Minorities' Welfare in AP
Syed Omar Jaleel has been appointed as Special Secretary, Minorities

RBI Governor
When new RBI Governor joined, market welcomed with cheers. Governor
is more busy and concerned to contain inflation and minimize rupee dollar
fluctuation. But he should see there is lot of difference in private
and PSU banks working which is causing un-necessary difficulty and middle
income group is not getting the required banking services. As per RBI
directives S/B pass book should be issued to everyone but it is reported
that private banks (such as icici, hdfc, hsbc etc.) are not issuing
passbooks to S/B account holders. Where as PSU banks invariably issuing
passbooks. Secondly PSU banks have minimum balance requirement of Rs.
1000/- with cheque book facility but private banks are insisting minimum
balance of Rs. 10,000/ and in some cases Rs. 25,000/. A middle income
group people can not open S/B account in private banks. In case he approaches
private banks, he is always discouraged. Can RBI take some measure in
these cases and ask for compliance of issue of S/B passbook to all account
holders within stipulated time and issue directive for opening the S/B
account with minimum balance of Rs. 1000/- so both category of banks
operate under same rule in one country and there is no discrimination
in rules and regulations dealing private or PSU banks. Uniformity in
banking services enhance the image of regulator.

PIO should personally attend the hearing before the information
commission
A hearing of show cause notice issued for imposing penalty under
section 20 was held by the CIC. The Public Information Officer
(PIO) of South Delhi Municipal Corporation failed to appear before
the CIC and instead deputed an officer below him in rank to appear
on his behalf even though the Commission had specifically directed
the PIO to appear for personal hearing before imposition of penalty.
The CIC noted that information was furnished to the appellant
after a delay of about a year that too, when the CIC had given
directions during the second appeal. The CIC imposed the maximum
penalty of Rs. 25,000/- to be recovered in five equal instalments
@ Rs. 5,000/ p.m.
Comments
The opportunity of hearing provided by the commission should
not be missed by a PIO. It is the chance available with the PIO
to explain his conduct and show that there was no malafide denial
of information.
