What makes MoEF to delay appointment of Director, IPIRTI?

The post of Director, Indian Plywood Industries Research & Training Institute (IPIRTI), Bangalore, has been lying vacant even though the selection committee had recommended the name of the officer on 26 July 2013. The committee included Secretary, MoEF; Secretary, Science & Technology as well. To many IFS officers the delay appeared deliberate but to some it seemed something mysterious. Payment of dividend by AAI for the year 2012- 13 (UPDATED)
V P Agrawal, Chairman, Airports Authority of India has presented today a final dividend cheque of Rs. 147 crores to the Union Minister of Civil Aviation Ajit Singh. in the presence of K N Shrivastava, Secretary(Civil Aviation), Anil Srivastava, Joint Secretary, G Asok Kumar, Joint Secretary, M Kannan, Economic Advisor and AAI Board Members K K Jha, Member(Human Resource), V Somasundaram, Member (Air Navigation Services), G K Chaukiyal, Member (Operations). Airports Authority of India(AAI) is an organization of the Ministry of Civil Aviation and it has been making profits since its inception. For the financial year 2012-13, AAI earned revenue of Rs.6917 crores, profit before tax of Rs.1337 crores and has declared Dividend of Rs.147 crores to the Government of India. Despite increase in Gross Revenue during 2012-13 by Rs. 1038 crores, profit before tax has reduced to Rs.1337 (Previous Year Rs.1364 Crores), primarily due to increase in operating expenses, security operating expenses viz-a-viz PSF (Security) amount received. Substantial investment in creation of infrastructure have taken place during the previous years, however the airport tariff have not been revised since 2003 baring Kolkatta, Chennai Airport which was revised with effect from March 2013. Closure of M/s. Kingfisher Airlines have also impacted the revenue of AAI. In the process of modernizing its airports terminals, passenger's facilities and Air Traffic and Navigational Aids, AAI spent a sum of Rs.1800 crores in the year 2012-13(Previous year 2095 crores). Senior officers from Ministry of Civil Aviation as well as Airports Authority of India were also present on this occasion.

Many Khemkas, Many Vadra

There are many Khemkas and many Vadras in the system but the media attention is guided by TRP only and therefore Other Vadras have easier goings. We have created institutions to fulfill our various expectations but all these institutions fell short of our expectations simply because they are not measured by their 'Failure Story'' but by their 'Success Story'' and there is no accountability for their failures. If in the Ministry of Statistics and Programme Implementation or in any other Ministry a Whistle Blower is being harassed and Charged Officers are being shielded then apart from the Ministry a number of other institutions like UPSC, CVC, DOPT, PMO, ACC, etc. are equally responsible. I am personally aware of the fact that the Whistle Blower in the Ministry of Statistics & Programme Implementation had approached Prashant Bhushan, Senior Advocate, Social Activist and one of the founders of Aam Adami Party for his guidance and help, but surprisingly the e-mail is awaiting a response since last four months. Where is the hope? What is the solution?

Right time to mend their ways

Outcome of State Assembly Elections have shown that people are fed up with Congress Party. Even Government employees are also not far away. If Congress Party really wants to recover from this jolt, they should think over long pending pay anomalies of Group 'B' and 'C' of Govt. employees and sort it out as early as possible keeping in view the forthcoming Lok Sabha Elections in 2014.

The thinking of increasing the age of retirement in completely irrational. Younger generation should not be made to suffer for the cause certain babus. In fact, the government should reduce the retirement age so frequent induction of young blood & ideas is infused in the bureaucracy to keep it fresh.

CGHS facilities

For the last few days, discussions were on towards praising or cursing the CGHS facilities. I find it little bit confusing as some are satisfied with the treatment and some are not. But today I wanted to pointed out the other scandal which is mushrooming under the aegis of CGHS these days i.e. Dental Care and in the name of providing good facility to CGHS beneficiaries, Ministry of Health has given license to loot the beneficiaries and indirectly to Government exchequer by allowing running of one chain called 'Dental Life'. What I found from my personal experience and from the discussions with co-patients, these clinic tend to get the bill signed in the name of providing treatment at the very first visit of patient and then takes modus operandi such as giving poor treatment like having inferior quality of medicines/pins for RCT or giving future dates for attending which are crafted in such a way that patient is compelled to visit some private clinic to get rid of toothache or whatsoever. Employee like me when questioned their way of providing ill-treatment, doctors are either found of complaining about not getting enough instruments or things required or are themselves found frustrated from the Management as they have not been paid for months together. Therefore, through this forum, I would like to highlight this menace of looting Government exchequer which will be a big dent in the future when budget allocation for CGHS is drafted. Hope that authorities will take view of my point and either these facility improved at the earliest or please close this facility.

If statistic department staff need more grade pay then they should present their case to the proper forum for justification of their rightful demand. Don't under estimate the nature of work of Inspectors of Income tax with statistic department.

On the one hand, CVC talks about open competition, on the other, it restricts eligibility for the posts of Tech. Examiner/ATE etc. to only those working in Central/State Govt. In order to have wider choice, it should make Engineers working in PSUs also eligible for these posts.

Draconian decision of DDA

The draconian decision of Delhi Development Authority (DDA) to increase the playing (green) fee Three to Four times at Qutab Golf Course, Lado Sarai has upset the Seniors. It will have an adverse effect on their physical, mental and financial capacities. The universal truth is irrationality does not bear good fruits'. It is very clear (I) either the decision to increase the green fee four folds is wrong OR (2) the Fee structure going on till last week was wrong. Either way the Management must accept the responsibility. It is a Public Course funded from Public Exchequer and not a personal fiefdom.

DATE WITH RTI

Who is the holder of information?

Copy of report submitted by Dr. Gulshan Rai to CVO, Shipping Corporation of India (SCI) and copy of reply given by ED (IT) was sought. The Public Information Officer (PIO) replied that the information has been forwarded by the Central Vigilance Commission (CVC) to the CVO; therefore the CVC has been requested to provide a "no objection" for sharing the information. The first appellate authority (FAA) noted that no reply was received from CVC and directed the PIO to provide the information sought to the appellant within (10) days after payment of requisite fees. Subsequently, the PIO informed the appellant that a reply has now been received from CVC which states that the matter has not yet been finalized, therefore, the copy of report was denied under section 8(1)(h) of the RTI Act. The Central Information Commission (CIC) observed that there has been a considerable delay by CVC in replying to notice issued by PIO under section (11) of the RTI Act and preferred to hear PIO (CVC) before passing an order in this regard. The PIO (CVC) informed the CIC that the matter related to said report has not yet attained the finality and it is still under enquiry/investigation at the level of the CVC. He requested not to allow the disclosure of information to the Appellant at this stage as it would impede the process of enquiry/investigation being conducted by the CVC at present. The Appellant argued that the information sought by him has already been allowed to be disclosed by the FAA and therefore, the same cannot be denied to him. The CIC held that the PIO (SCI) should have transferred the RTI application to the PIO (CVC) u/s 6(3) of the RTI Act instead of making reference u/s 11(1) of the RTI. Further, the PIO (CVC) should have also responded to the notice issued u/s 11(1) of the RTI Act to him by the PIO (SCI) within the stipulated time period. The CIC ruled that the disclosure of the information sought by the Appellant to him cannot be permitted at this stage u/s 8(1)(h) of the RTI Act.

Comments

There is considerable confusion whether the application should be transferred to another public authority or a third party notice should be issued under section 11 in cases of inter departmental correspondence. It would be proper to hold the originating source as the one who is holding the information and take a decision.
