Congress High Command behaving like Louis XVI
The Congress High Command is behaving like Louis XVI, unable to see
the deluge amassed and waiting round the corner. It seeks painkillers
and mood uplifting hallucinating drugs to convince itself of what it
knows to be a fallacy: that any democratic political party can survive
with the likes of Manmohan Singh and Montek Singh Ahluwalia. Having
invited Count Dracula and his hordes into our midst, do we still have
the right to wonder where our political bloodline has disappeared ?
Or why the country wants to exorcise the Manmohan Singh brand of governance
and consign it to the realm of best forgotten nightmares. Most Congresspersons
love our party. We do not seek power or pelf, we merely require dignity
and decorum and to see our ideals implemented. If we speak out, we do
so because the cost of not doing so is too terrible to imagine. Management
gurus claim that our ideals and contemporary power structures have come
to be in conflict with each other: this is not true. The opportunistic
always seek to drive a wedge between principles and implementation thereof,
this alone makes it possible for interlopers to benefit; and management
gurus are just that, interlopers in the political process. Political
parties and nations are built with principles, commitment and hard work.
Management gurus, with their insect eye view, devour generations of
institution building and deliver, at most, a flash in the pan. Further,
their insect eye view begets miscalculations, which the party must pay
for. Today, we have reached a critical stage in the long journey of
our party. Let us pray for divine protection and blessings for our party,
its dreams and aspirations for the Indian nation and for all humanity

CGHS in complete mess
The plight of pensioner, for years now, is in complete mess and no
one is bothered about as far as the medical facilities are concerned
? There are so many issues and one has to mentally prepare himself even
for getting the medicines prescribed/ intended from a , so call specialist.
In Nankpura dispensary the specialist comes once in a week i.e. Saturday.
He often comes two times in a month, either on leave or held up in the
hospital. There are about 1000 pensioner registered in the dispensary
and most of them have been treated in the recognised hospital and have
to simply get the medicines intended --which can be done only by the
specialist and hardly take max of five minutes. He often changes one
or two med of different brand not seeing the complete history of the
patient. But the patient have to spend 3 to 4 hours till he get some
medicine , this is when u r lucky? In case he did not visit on the sat
u have to go back. Most of the pensioners are from far of places viz.
Gurgaon, Dwarka, Vikaspuri etc. One really wonders, is it worth having
CGHS for the money GoI spends and the satisfaction level. I think DG
CGHS, Ministry of Health should do some survey in this regard. Besides
above, number of issues have been raised. I am not sure whether it reaches
to the authorities. Hope some one will have to bother like the present
government is caring about AAP ? The bigger question is, is it the only
way ?

Pensioners having CGHS Card
Enough has been said about the difficulty being faced by the pensioners
having CGHS cards. Government is not bothered to address the problem.
Such insensitivity towards Sr. citizen is not good sign for the Government.
Most of the readers have expressed that pensioners having CGHS card
should be permitted for the direct consultation in private empanelled
hospitals for their treatment but Government has to take some positive
steps in this direction. Why things are being dragged? Government should
learn from the results of recently concluded Assembly election.

Who is the holder of information?
Copy of report submitted by Dr. Gulshan Rai to CVO, Shipping
Corporation of India (SCI) and copy of reply given by ED (IT)
was sought. The Public Information Officer (PIO) replied that
the information has been forwarded by the Central Vigilance Commission
(CVC) to the CVO; therefore the CVC has been requested to provide
a "no objection" for sharing the information. The first
appellate authority (FAA) noted that no reply was received from
CVC and directed the PIO to provide the information sought to
the appellant within (10) days after payment of requisite fees.
Subsequently, the PIO informed the appellant that a reply has
now been received from CVC which states that the matter has not
yet been finalized, therefore, the copy of report was denied under
section 8(1)(h) of the RTI Act. The Central Information Commission
(CIC) observed that there has been a considerable delay by CVC
in replying to notice issued by PIO under section (11) of the
RTI Act and preferred to hear PIO (CVC) before passing an order
in this regard. The PIO (CVC) informed the CIC that the matter
related to said report has not yet attained the finality and it
is still under enquiry/investigation at the level of the CVC.
He requested not to allow the disclosure of information to the
Appellant at this stage as it would impede the process of enquiry/investigation
being conducted by the CVC at present. The Appellant argued that
the information sought by him has already been allowed to be disclosed
by the FAA and therefore, the same cannot be denied to him. The
CIC held that the PIO (SCI) should have transferred the RTI application
to the PIO (CVC) u/s 6(3) of the RTI Act instead of making reference
u/s 11(1) of the RTI. Further, the PIO (CVC) should have also
responded to the notice issued u/s 11(1) of the RTI Act to him
by the PIO (SCI) within the stipulated time period. The CIC ruled
that the disclosure of the information sought by the Appellant
to him cannot be permitted at this stage u/s 8(1)(h) of the RTI
Act.
Comments
There is considerable confusion whether the application should
be transferred to another public authority or a third party notice
should be issued under section 11 in cases of inter departmental
correspondence. It would be proper to hold the originating source
as the one who is holding the information and take a decision.
