Payment of dividend by AAI for year 2012 -13 (UPDATED)
V P Agrawal, Chairman, Airports Authority of India, has presented a final dividend cheque of Rs. 147 crores to the Union Minister of Civil Aviation Ajit Singh in the presence of K N Shrivastava, Secretary(Civil Aviation), Anil Srivastava, Joint Secretary, G Asok Kumar, Joint Secretary, M Kannan, Economic Advisor and AAI Board Members K K Jha, Member(Human Resource), V Somasundaram, Member (Air Navigation Services), G K Chaukiyal, Member (Operations) and Rajesh Bhandari, Executive Director (Finance) . Airports Authority of India(AAI) is an organization of the Ministry of Civil Aviation and it has been making profits since its inception. For the financial year 2012-13, AAI earned revenue of Rs.6917 crores, profit before tax of Rs.1337 crores and has declared Dividend of Rs.147 crores to the Government of India. Despite increase in Gross Revenue during 2012-13 by Rs. 1038 crores, profit before tax has reduced to Rs.1337 (Previous Year Rs.1364 Crores), primarily due to increase in operating expenses, security operating expenses viz-a-viz PSF (Security) amount received.

HAL Dhruv handed over to Maldives (UPDATED)
HAL's indigenously designed and produced Dhruv helicopter has been symbolically handed over to the Maldivian defence forces at a function organized by the Southern Naval Command at Kochi Naval Base (INS Garuda) on December 14, 2014. The Maldivian Defence and National Security Minister Mohamed Nazim unveiled what he called "precious gift from India in presence Vice Admiral Satish Soni, Commander-in-Chief, Southern Naval Command and T Suvarna Raju, Director (Design and Development), HAL, was present on the occasion.Dr R K Tyagi, Chairman, HAL hailed the momentous occasion and said the ALH would be in Male in the beginning of the New Year. "We are proud that ALH handed over to Maldives is `Made in India' with proven track record in both military and civil operations", he added. HAL technical support team is positioned at GAN, Maldives to provide maintenance and logistic support. Dhruv has also been exported to Ecuador, Mauritius, Nepal. The Ecuador Air Force (FAE) operates six Dhruv helicopters with their President choosing to fly in one of them. Dhruv is extremely useful in meeting the arduous tasks in difficult terrains. It played a key role in search and rescue operations during Tsunami (2004), flash floods at Leh (2010), earthquake at Sikkim (2011) and the biggest ever helicopter based rescue operation undertaken by Indian defence forces in flood & rain-hit areas of Uttarakhand. Dhruv is already operated in Maldives which is extensively used for surveillance, medical evacuation, in assisting civil administration, training and rescue operations.

All central pensioners be given sixth pay commission benefit
As per recommendation of sixth pay commission, central pensioners who took voluntary retirement before the implementation of sixth pay commission ( i.e 1.1.2006), should also be the benefit of 50% pension. People even after putting more than 20 years service their pension is calculated in the old formula. Government should sympathetically consider granting them this benefit.

Apathy shown to CGHS Pensioners
Much hue and cry has been made against the apathy shown to CGHS Pensioners by the Government. While I fully agree, resort to private hospital/private Doctors is not the only remedy. I know very well how Private Doctors in Dwarka loot the patients with ruthlessness. A big mafia of Doctors has completely fortified the entire area behind Sector 6 Market much to the chagrin of peace loving Residents. One has to cough a whopping Rs. 1000 for consultation and medicines. The private doctors neither give any bill/receipt nor bothered about the Income Tax Department. Government should come with heavy hands and
prescribe a fixed fee for different diagnosis. When asked for the exorbitant fee, pat came the reply from a Doctor "Our parents have paid capitation fee to make us Doctors and now it is our turn to pay back double the amount to our parents".

CGHS care for pensioners
CGHS care for pensioners is utterly mismanaged by authorities. CGHS card alone should be a passport for cashless consultation with empanelled private hospitals either on OPD or otherwise. Even medicines should be made available from the concerned hospital affiliated pharmacy on prescription from the concerned doctor treating CGHS pensioner. This will go a long way in mitigating their sufferings at the hands of babus and doctors in dispensary.

Who is the holder of information?

Copy of report submitted by Dr. Gulshan Rai to CVO, Shipping Corporation of India (SCI) and copy of reply given by ED (IT) was sought. The Public Information Officer (PIO) replied that the information has been forwarded by the Central Vigilance Commission (CVC) to the CVO; therefore the CVC has been requested to provide a "no objection" for sharing the information. The first appellate authority (FAA) noted that no reply was received from CVC and directed the PIO to provide the information sought to the appellant within (10) days after payment of requisite fees. Subsequently, the PIO informed the appellant that a reply has now been received from CVC which states that the matter has not yet been finalized, therefore, the copy of report was denied under section 8(1)(h) of the RTI Act. The Central Information Commission (CIC) observed that there has been a considerable delay by CVC in replying to notice issued by PIO under section (11) of the RTI Act and preferred to hear PIO (CVC) before passing an order in this regard. The PIO (CVC) informed the CIC that the matter related to said report has not yet attained the finality and it is still under enquiry/investigation at the level of the CVC. He requested not to allow the disclosure of information to the Appellant at this stage as it would impede the process of enquiry/investigation being conducted by the CVC at present. The Appellant argued that the information sought by him has already been allowed to be disclosed by the FAA and therefore, the same cannot be denied to him. The CIC held that the PIO (SCI) should have transferred the RTI application to the PIO (CVC) u/s 6(3) of the RTI Act instead of making reference u/s 11(1) of the RTI. Further, the PIO (CVC) should have also responded to the notice issued u/s 11(1) of the RTI Act to him by the PIO (SCI) within the stipulated time period. The CIC ruled that the disclosure of the information sought by the Appellant to him cannot be permitted at this stage u/s 8(1)(h) of the RTI Act.

Comments

There is considerable confusion whether the application should be transferred to another public authority or a third party notice should be issued under section 11 in cases of inter departmental correspondence. It would be proper to hold the originating source as the one who is holding the information and take a decision.
