This is not good sign for the country. It clearly shows that we are lacking somewhere in tackling corruption and generation of black money. Income tax department should stop immediately chasing small tax payers whose taxable income less than 10 lakhs instead utilise man power, energy and time in finding out the loop wholes in tax system and also increasing the figure from 42800 to 4280000 whose taxable income is above One Crore. It requires collection of data people having cars costing more than 20 lakhs, people stayed in five star hotels in last two years, people have undertaken foreign travels, those have done purchasing of jewellery more than 5 lakhs, purchasing of house more than 5 crores, having assets more than 10 crores etc. and see whether proper tax has been paid or not and work out future programme for collection of right tax from this category instead of harassing small tax payers by sending notices and scrutinizing the cases. There is hardly any increase in terms of revenue. A group should be constituted under CBDT for working out innovative methodology and data mining to find out the right number of people having income more than 1 crore. Many company giving benefits as stock option. Government may consider bringing this stock option under tax net. After all, this is also income to the employee like accrued interest. There are nearly 3 crores tax payers and approximately more than 4 crore PAN cards have been issued. This shows people having less than taxable income are having PAN cards which creates problem as if they are not paying tax and notices are being issued. PAN card be issued only on filing first ITR so it is clear that person is in taxable range and correct data is available. It is for Government to consider above suggestions. N Prakash Code of Conduct for Bureaucrats It is understood that consequent to the recent judgement of the Supreme Court of India, the Government of India is moving towards amending the 50 year old Code of Conduct for Civil Servants in order to use their misuse by ministers. It may be understood that the "partnership" between the bureaucracy and political masters develops quite early in the career of the former. Those "who toe the line", are assured lifetime rewards in the form of " comfortable postings", attractive perks, a share in the loot and what not! An example of this partnership can be traced in the growing tendency among politicians to select bureaucrats of their choice once they come to power. That explains wholesale changes in the administration once government changes. Just watch it happening in Rajasthan and later perhaps in Delhi! Have a close look at the manner in which senior bureaucrats are selected for central deputations! The fact that all the creamy layer of central government positions goes to IAS officers of the State to which the Minister in- charge belongs is no secret. So much so that even the Private Secretaries are brought in from the state concerned and that too from the IAS / IPS! Political masters ensure loyalty also by disbursing perks to the favoured ones ( read IAS) in preference to other bureaucrats ! So IAS officers serving in Mantralaya get huge tax free allowances ranging from 15000 to 50000 per month in addition to Red Beacons and other perks that equal Cabinet Ministers! The compliant bureaucrats are also allowed to rule their Administrative Departments like personal fiefdoms, with a little help from the subservient subjects. The Rot has gone deep. Will the Code of Conduct be able to use a mine sweeper and make fresh ground to start anew? Hemant Retirement Age As everybody knows that in Government hardly 20% officers/staff are
serious in their work, rest of the others are enjoying. The country
is having 70% young brigade who are in search of jobs. It is high time Majhauli Retirement should not be increased Rather than increasing retirement age to 62, it should again be made 58. All those who are on the verge of their retirement are only vouching for personal benefit. Bringing young minds will enthuse new ideas, better efficiency and better values. If one could not contribute enough till 60, additional two years will make no difference but for more expense to the national exchequer(Taxpayers money). SR Don't increase retirement age in any case In no case retirement age should be increased. The Government should instead reduce its administrative expenses like closing redundant, outdated and useless offices. Reducing expenditure on purchase of furniture, stationery items, travel expenses and entertainment expenses. Subsidy should not be provided to the rich of both urban and rural areas. The Government should also raise its resources be selling a large tract of unused suplus land of existing and closed/wing up public sector undertakings. Time save in way is also money saved. Punctuality and attendance in offices both by the Ministers and Government servants should be endorsed. Krishna Srivastava 2G and still haan jee haan jee? First it was the brazenness of some ministers of the UPA-I & II to trash the CAG reports rather than giving them due respect as the only valid reports on government money, by declaring zero loss. Then were the attempts to cover it up. Now giving it a report that even the loyal party workers/sympathizers find difficult to digest! This is the legendary Dhritrashtra syndrome! Such obduracy costs heavy and the General Election 2014 Semi Finals have proved it beyond any reasonable doubt. But Dhritrashtra is not going to register it, like the Oracle in Greek tragedies!
But the rule still remains This is regarding retirement date for those born on 1st of a month. At the time of framing of rules after India's independence, many people were not sure about their date of birth. They were requested to intimate, if they knew, the year / month of birth. Whether they were born in the first or second fortnight of the month, also if they knew their approximate age. Based on the details given by the persons their presumed date of birth were fixed. Those who stated that they were born in the first fortnight of the month were given a presumed date of birth of 1st of the month. Those who stated that they were born in the second fortnight were given a presumed date of 16th of a month. Those who remembered only the year of birth they were given 1st January as the presumed date of birth. Since these employees were given presumed date of birth of 1st of month, the rules were laid down that they will retire on the last day of the previous month. With the setting of Registrar General of India and clarity regarding date of birth of a child and issuing of birth certificate, doubt about date of birth does not anymore exist. However, the rule still remains in Fundamental Rules and Pension Rules. R Ravi Are they really not civil servants ? In one of the recent judgment passed by the Supreme Court, in response to a PIL filed by T.S.R. Subramanium, former Cabinet Secretary, it has been directed that all organizations of the Government should constitute internal Board/Committee to ensure fixed tenure on a posting of Civil Services Officers. Some of the authorities of Government of India, who have an Engineering Service cadre in them have responded that they should not be covered under that order as they are not Civil Servants. As per the latest Annual Report of the UPSC, it conducts examinations for the following Civil Services posts:- a. Civil Services (Preliminary) Examination, 2011 (CSP) Further, the Indian Engineering Service Officers are governed by the Central Civil Services Conduct Rules.They are posted to Ministries/Departments under the Central Staffing Scheme. The greatest thing is that many are a member of Department of Personnel run Civil Services Officers Institute. If the offices of the organizations like MES, CPWD Central Water Commission,
Central Electricity Authority feel that they are not Civil Servants,
then their selection should be brought out of the purview of the UPSC,
they should be not sent on Central Staffing Scheme and they should not
be members of the CSOI. Last but not the least if they are not covered
under the Central Civil Services Conduct rules, they free to enter into
rampant corruption.
