After the Assembly elections in five states have completed, the time seems to have started for many officers to join electoral politics. Whispers have gained the momentum that Nandan Nilekani, Chairman, UIDAI, would initiate the resignation procedures by the January 2014. Nilekani, reportedly, has been aiming to contest from Bengaluru, Urban Lok Sabha seat.

Illicit outflows increase 10.2% in developing countries
Nominal illicit outflows from developing countries amounted to US$946.7 billion in 2011, up 13.7 percent from US$832.4 in 2010. Controlled for inflation, illicit outflows from developing countries increased in real terms by about 10.2 percent per annum.

India's frontline fighter aircraft (LCA -Tejas) poised for IOC-II (UPDATED)
India's indigenously designed and developed frontline fighter aircraft, Light Combat Aircraft (LCA) is poised to achieve an important milestone on December 20, 2013 by achieving the Initial Operational Clearance (IOC II) and get ready for induction into IAF squadrons. The aircraft is manufactured by the defence major Hindustan Aeronautics Limited (HAL). "The production facilities have been set up at HAL and the aircraft delivery is expected to commence from 2014. We have plans to initially produce eight aircraft per year. Further plans are afoot to enhance the production rate to 16 aircraft per year in consultation with IAF and MOD. HAL is fully geared up to meet the challenging production schedule and hopes to fulfil the requirements of customers in a time bound manner", says Dr R K Tyagi, Chairman, HAL. Tejas is a single engine, light weight, highly agile, multi-role supersonic fighter. It has quadruplex digital fly-by-wire Flight Control System (FCS) with associated advanced flight control laws. Extensive use of advanced composites in the airframe gives a high strength to weight ratio, long fatigue life and low radar signatures.

No reason why retirement age should not be raised

Retirement age during British times was 55 years of age or 33 years of service whichever was earlier. The 33 years of service clause was dropped post 1947. Age of retirement became 55. During the Indo-China war, retirement age was enhanced to 58. It was increased to 60 during the NDA rule. It can be seen that it has been increased earlier also and there is nothing sacrosanct about age 60. In UK, retirement is at 65. In the USA, this age is set to go upto 67. The reasons are better health and higher life expectancy. The same is true of India also and there is no real reason why retirement age should not be extended to 62. The retirement ages of higher court judges is already 62 and 65. The retirement age of educationists is already 65. The retirement age of Vice Chancellors in Universities is already 65 and sought to be raised further to 70.

Prescribed methodoloy i. e. review of cases on completions of 30 years of service and reaching the age of 50/55 years for retention in service may scrupulously be followed as a rule to weed out the inefficient and retain the efficient officials in Government service.

There does not seem to be any harm to give the option to only those government servants who have been keeping an excellent track record of their work, honesty and sincerity. And they have been awarded outstanding reports by their seniors continuously for the last five years before retirement.

Government may ask for options from the employees, that he/she opt to retire at the age of 58/60; (ii) to retire at the age of 62. Accordingly, the employees should get the retirement as per their options.

Engineering services are also civil services at par with Non-technical services but vested interests advertise only non-technical services or i say selections made through IAS examination as civil services which is totally a wrong interpretation. All organised Services are civil services.

Stop carrying of domestic servants

In the midst of all the din regarding Devyani Khobragade's arrest, everyone has forgotten the fact that she has indeed lied upon her visa application for the maid, and hasn't bothered to deny it, Relying instead on so called diplomatic immunity (which is available only for official acts), Ms Khobragade is from a powerful family and even before her arrest, the maid's family in India including her children had been arrested to pressurise her. The job of diplomats is not to embarrass India abroad for the sake of living burrah sahib lifestyle with servants (while none in Western countries has domestic servants), but to further India's interests. This disgraceful practice of taking along cut price naukars to diplomatic posts has to end. Our bureaucrats should have some shame, but instead, they are trying to justify Ms. Khobragade's illegal acts, which are also repeated by most other Indian diplomats. No other Western nations diplomats engage in such cheap practices. We love to break the rules, but cry when our thievery is caught !

Map and lease deed of a building

The appellant stated that the department of post has taken a building on lease from Shri Sandeep Ghai and he desired a copy of the map and the lease deed. The Public Information Officer (PIO) replied that the information relates to a third party and no public purpose has been demonstrated by the appellant for seeking the disclosure and hence, the same is exempt under Section 8(1)(j) of the RTI Act. The CIC upheld the order of the PIO.

Comments

The information relating to a third party is not liable for disclosure unless the applicant is able to prove a bonafide public purpose to justify its disclosure.
