Gauri Shankar Gupta, presently High Commissioner of India to Trinidad
and Tobago has been concurrently accredited as the High Commissioner
of India to Montserrat and Grenada, with residence in Port of Spain.

Alok Kumar is now DIG- NSG. The 1996 batch IPS officer of AGMUT cadre

Pandey poised to move from SCR, Secunderabad
Whispers in the corridors of power have it that K L Pandey may soon
move from South Central Railway, Secunderabad. The 1977 batch IRTS officer
is currently serving as Additional General Manager, South Central Railway.

Apprehension over expiry of panel growing
A person, who was selected for the post of Managing Director of a Public
Sector Undertaking (PSU) unit, is worried about is future as its panel
is expected to be scrapped, due to expiry of the panel in December.
His appointment has been delayed partly because of Ministry and partly
because of CVC.
Post of Adnl Member (Planning) in Railway Board vacant for six months
The post of Additional Member, Planning, Railway Board, has been lying
vacant after the retirement of D K Shroff in April this year.
Age limits for DRM appointments trigger's
tussle in Railway Board
Whispers have been doing round the corners that the appointment of 13-15
DRMs have stuck up due tussle over the age limits for DRM appointment.
As of now the maximum age limit for the post is 52 years. Minister and
his Secretariats, reportedly, expect the Railway Board to pass resolution
increasing the age-limits from 52 years to 54 years. Seemingly the Railway
Board would not be keen on passing the resolution without any written
recommendation. 13-15 officers waiting in the wings to become DRMs now
find themselves in doldrums who would have become DRMs by the end of
October only.

Why BSF faces dilemma over relocation of a
post of Special DG?
Amid some senior appointments and postings due in BSF the state of dilemma
has started worrying the takers over the relocation of a top level post.
A post of Special DG has been lying vacant after Dilip Trivedi was appointed
as DG, CRPF. MHA now wants this slot to be relocated to its sanctioned
location i.e. Kolkata. Few years back when Trivedi was elevated as Special
DG the location of the seat was shifted to FHQ in Delhi which doesn't
have the due sanction from MHA. Here lies the dilemma for few top brasses
in BSF. What next?

Appointment from services only on immediate

The Department of Personnel and Training (DoPT) has issued guidelines
that the officers from organised services can be considered only on
'immediate absorption basis' in CPSEs, unless the posts have been exempted
specifically from the rule of immediate absorption with the approval
of the Competent Authority.

Lt Gen Aniruddha Chakravarty has taken over as Director General of National
Cadet Corps (NCC). An alumnus of National Defence Academy, Pune, the
General was commissioned in the Rajput Regiment of the Indian Army on
December 15, 1976 and has had a distinguished career in the Armed Forces.
He succeeded Lt Gen PS Bhallawho retired on 30 November 2013.

BoI undertakes Financial Literacy & Financial
Inclusion for Adivasi School Children (UPDATED)
Bank of India, Mumbai North Zone has undertaken various steps towards
Financial Literacy and Urban Financial Inclusion in a big manner. In
keeping with its Corporate Social Responsibilities, Bank of India has
been opening accounts of those poor people who were deprived of banking
services. And true to the Bank's slogan 'Relationship beyond banking',
Reserve Bank of India rightly entrusted the task of Financial Inclusion
of downtrodden and Slum dwellers in Mumbai city to Bank of India. Bank
of India has taken a lead and is committed to fulfill the expectations
of RBI and the national goal. As per Reserve Bank of India Policy decision,
Lead Bank system is to be implemented in all metropolitan cities in
India. Mrs V R Iyer, Chairperson and Managing Director, Bank of India
has a taken keen interest in getting Lead District responsibility in
both Mumbai City and Mumbai Suburb Districts with a view to cater to
the needs of downtrodden and poor people in these districts. Bank of
India has identified Aarey Colony Area for implementation of Financial
Inclusion Programme. In Aarey Colony, BMC School No.16, there are 2
Marathi Medium, 2 Tamil Medium and 1 Hindi Medium Schools, where children
study up to 7th Standard. There is one Higher Secondary School where
children study up to 10th Std. In all 2636 students study in these schools.
The majority of the children are adivasi children. These Adivasi children
get Rs.2500/- per student per year aid from the Government . We have
started opening the accounts of these students under Financial Inclusion
to ensure that the aid meant for the students is directly received in
these accounts.

What's happening to this country ?
For the past one week, the news playing on TV channels as well as in
print media has been that of sexual misdemeanors of high and mighty.
A Supreme Court ex-judge is in the dock for sexual harassment of a law
graduate who interned with him. The high profile ex-chief editor of
Tehelka who built his fortunes out of stinging others is in the dock
for immorality of the worst kind. Then there is this Snoopgate which
reveals how a girl's privacy was violated ,God knows, why? It is all
very suspicious. All these stories have very wrong impressions on young
minds who read and hear about these day in and day out. It seems Indian
Society is really sick though we claim to have a spiritual heritage
of thousands of years.

MACP w.e.f. 1.1.2006 on promotional hierarchy basis
Since Supreme Court has dismissed the SLP No.CC/7467/2013 filed by
Govt. of India against the decision of Punjab. & Haryana High Court
CWP No.19387 of 2011 on the grant of MACP on promotional hierarchy,
Govt. of India, in all fairness of the Govt. considered to be a model
employer, should grant MACP on promotional hierarchy basis and not on
next Grade Pay basis WITH EFFECT FROM JANUARY 1, 2006, coinciding with
implementation of the recommendations of the 6th Pay Commission by modifying
the existing orders.

It is good that there is no direct recruitment of section officers
because of which the Central Secretariat Service is doing very well.
With the exception of only a handful, majority of the so called DR section
officers are not better than a good Assistant. They are only on the
look out of time bound promotions by usurping the right of others and
filing court cases only.

Improving functioning of govt. hospitals untenable
Improving functioning of the government hospitals is untenable. It
is shocking that senior doctors of CGHS are not even aware of what the
tests are about specialised cases like Cancer. Sheila Dixit lay foundation
of a government Hospital some four five years ago in Dwarka, New Delhi.
The building is yet to come up, least to speak of its operation. What
is the fate of cancer Super speciality Hospital, Janakpuri. Coming to
the quality of Doctors. Even to- day there is mad rush to see Dr Pandey,
Retd HOD medicine who now sits in Sitaram Bhartiya Hospital. Dr Dave
Retd HOD of Orthopaedics has no time to see the patients. He sits in
Rockland Hospitals. Would you see a Dr in medicine department in Safdargung.
We hear of Dr Vinod Gupta who is
somewhat good. rest others are just like that. Would you like to hear
about AIIMS. i can present you patients who were diagnosed of 97% blockage
in all the three arteries and advised by pass surgery immediately in
1998. He had no money to undergo the surgery. He is still surviving
and goes to the market to buy vegetables every evening. Another heart
patient , a govt , servant then was diagnosed 85% blockage in heart
artery and taken to the table for inserting stent. When he said that
he had not brought money he was asked to pay whatever he had and remaining
amount could be paid later. But the patient declined. That man is still
doing fine and walking for 40 to 50 minutes . This was done by the HOD
of cardiology, AIIMS. Moreover, AIIMS does not extend credit facility
to the pensioners. I would suggest you to work to accord CGHS approval
to more and more well equipped private hospitals. The patients should
be educated and encouraged to avoid unnecessary tests. After all their
blood would be sucked. As regards CGHS dispensary, ask the CGHS doctors
whether Diegene tabs and pentocid are the same. At least you would be
knowing that Diegene is to be chewed and pentcid forserious gastric
problem could be peptic ulcer.

Cashless treatment for retired people be made compulsory
Cashless treatment in empanelled hospitals should be made compulsory
for retired beneficiaries. They should be allowed to get treatment on
presenting the CGHS card. This will be a great help to them if Union
Health Minister agrees and issue orders immediately.

There is no point even in raising any issue in the present set up.
It is insensitive, ruthless, corrupt and only busy in the loot. We may
see the worst of CGHS in the days to come. You can go for treatment
abroad at government expense but difficult to deal with CGHS, say it
to be doctors, pharmacist, God Save This Country.

On whom should the penalty be imposed?
Hearing a complaint for delay in providing information, the Central
Information Commission (CIC) noted that the first appellate authority
had directed the Public Information Officer (PIO) to provide the
information. The PIO claimed that though the copy of the order
was endorsed to him, the intelligence officer (subordinate staff)
did not inform him about the order. The PIO requested the CIC
to drop the show cause notice for imposing penalty. The CIC did
not find the explanation satisfactory and held that the burden
of proving that he acted reasonably and diligently shall be on
the PIO under second proviso to section 20. A penalty of Rs. 25,000/-
was imposed on the PIO.
Comments
In this order, the CIC has held that even of the subordinate
staff has not put up the letter to the PIO, even then he may be
liable to penalty. The order appears to be harsh on the PIO.
