Foreign Policy and Diplomacy

Devyani's incident is very unfortunate. It lacks the national will through our respective government(s) to sort out such matters. It is not the first such case. The Philippines, a small country will never tolerate the insult of its citizens, even if she/he is an ordinary maid/sailor working anywhere in the world. During 1997-2000, dozens of Indians, including prominent visiting Indian businessman were murdered by the Philipinos. Their dead bodies were sent to Delhi. There was no reaction on the part of our government. We wake up only when our President, Ministers and VVIPs are insulted. More shameful is the fact that our Press and Politicians have talked about Devyani's caste. Who knows, our own diplomats got her framed! Do our Press and Politicians know that a retired Ambassador's (SC) complaint was registered as an FIR after 127 days in South Delhi and no charge sheet was filed even after seven months. Life and property of an ordinary person has become the plaything of the powerful.

Moral duty of Indian Government

It is moral duty of Indian Government to get Devyani a diplomat to get out of trouble. However to avoid such embarrassments in future for India, Ministry of External Affairs should reframe its rule regarding servants allowed to officers posted abroad on government cost or at personal cost. It should be the sole responsibility of the officer concerned who uses the services of servant at his residence for personal work to pay due wages according as per law of the country of deployment, or else he or she should not take servants from India.

What has caste to do with it ?

IFS bosses take domestic helps abroad at Government cost. They want to stay abroad comfortably by carrying cheap labour from India and do not wish to follow the laws of those countries. This should end. Very strangely Ms. Mayawati tried to blame the 'Dalit' factor for this act saying that the Government of India did not do enough as the concerned IFS was a Scheduled Caste. Ms. Mayawati however, did not checked the caste of the maid involved. What has caste to do with this whole episode ? Case of sick mentality. Any one of the upper castes would love to switch places with such scheduled castes.

Domestic servants exploitation by diplomats and bureaucrats is very true and has hit on Bull's Eye. Our officers have to shun the British mentality. See the force of illegal servants in the houses of bureaucrats and diplomats. Even political leaders are better human being as compared to Indian bureaucrats.

Not fair for them to join politics

Most unfortunate, people work in Home Ministry as Secretary joining politics because they may not get chance to become Governor etc but Highest Authorities in Court must see that persons who have worked as Secretary Home or Defence or Chief Secretary are not allowed to join politics because they know most secrets of government and it is not fair for them to join politics.

Map and lease deed of a building

The appellant stated that the department of post has taken a building on lease from Shri Sandeep Ghai and he desired a copy of the map and the lease deed. The Public Information Officer (PIO) replied that the information relates to a third party and no public purpose has been demonstrated by the appellant for seeking the disclosure and hence, the same is exempt under Section 8(1)(j) of the RTI Act. The CIC upheld the order of the PIO.

Comments

The information relating to a third party is not liable for disclosure unless the applicant is able to prove a bonafide public purpose to justify its disclosure.
