AAI bags India Pride Award 2013-14
India Pride Awards are in vogue since 2009. This is an annual event. The award ceremony is conducted in the presence of leaders of various stake holders involved in nation building across the country from State & Central PSUs. This year, award ceremony was held on December 19 at New Delhi and AAI has won this year's award in the category of "Public Sector Undertakings - Central - in Infrastructure & Development". The award has been conferred upon V P Agrawal, Chairman, AAI keeping in view the recent developments undertaken by AAI which involves development of airport infrastructure, CNS. ATM Infrastructure and other allied upgraded facilities developed by AAI and its efforts towards connectivity. The Jury for this year's awards operated under the Chairmanship of Jagdambika Pal, Member of Parliament, Chairman Committee on Public Undertakings, Lok Sabha. This award to AAI at this juncture is motivational for all the employees of AAI.

SSB Golden Jubilee Raising Day celebrated
Golden Jubilee celebrations of SSB, the border guarding force deployed on the Indo-Nepal and Indo-Bhutan frontiers, culminated into a Golden Jubilee Parade organised as SSB Campus at Ghitorni, New Delhi on December 20, 2013. Sushilkumar Shinde Union Home Minister marked his presence as the Chief Guest. Home Minister released the Coffee Table Book titled "The Border Guards" which showcases the journey of the force through five decades. The celebration also marked itself with the telecast of a documentary film on SSB's journey of 50 years produced by Doordarshan. The film, titled "SSB-The Sentinel of Indo-Nepal and Indo-Bhutan borders", was telecasted on DD-1 on the day of celebration. Adding to the contributions of SSB Home Minister Sushilkumar Shinde said that the civic action programmes conducted by para-military Sashastra Seema Bal (SSB) in border areas have indeed helped to bring the population there to the national mainstream.

Transfers and postings of IRS-IT officers
Three officers belonging to Indian Revenue Service of Income Tax cadre have been transferred and posted different places. Accordingly, Rajni Kant Gupta has been posted as CIT-I, Delhi while Sadanand Sonbarsa will now be CIT (Audit), Bangalore and R S Rawal is CIT (LTU), Delhi. Besides, Rashmi Saxena Sahni is given an additional charge of CIT-&, Delhi and transfers orders of Dr Simmi Gupta as CIT (LTU) have been cancelled. On the other hand, Silak Ram Dahiya was shifted to Directorate of Vigilance, New Delhi at Assistant Commissioner level.

MACP on promotional hierarchy basis
Since Supreme Court has dismissed the SLP No.CC/7467/2013 filed by Govt. of India against the decision of Punjab & Haryana High Court CWP No.19387 of 2011 on the grant of MACP on promotional hierarchy, Govt. of India, in all fairness of the Govt. being a model employer, should grant MACP on promotional hierarchy basis and not on next Grade Pay basis w.e.f.January 1, 2006, to bring somewhat uniformity in rules coinciding with implementation of the recommendations of the Sixth Pay Commission.

Devyani khobragade case
There are some interesting points for consideration, in the Devyani khobragade case. The sanctimonious assertion of US prosecutor about evacuating material witnesses seems to question the Indian Judicial system per se. More interestingly, are US personnel involved in issuing the visa and the US prosecutor himself not guilty of obstructing the judicial process in India and therefore liable for prosecution here.

GoI's responsibility about safety of Indian Diplomats
I feel this is MEA's own creation. In the first instance as to why MEA agreed to give copy of the servants employment contract for obtaining Visas, do American Diplomats do this with sincerity, honesty , reciprocity and oblige GoI with copy of the similar contracts. After all diplomacy is reciprocity including the following of Vienna conventions. What is done is done, reciprocity should be followed with all countries in letter and spirit. Giving of copies of servant contracts is also as good as entering into Officer's privacy by the Host country where the officer is being posted as Diplomat.

Converting shame into an opportunity
Our Diplomats are covertly converting this shame into an opportunity by pitching for higher allowances equal to that of American/EU Diplomats. On the other hand they are not paying allowance equal to them to the officers of equivalent status of other Govt Ministries who are working in London, Germany, Holland etc and are in-charge of many countries and not 1 like them. Do they not have children to be looked after? Do their children not require care when they remain out of the country for official purpose for about 10-12 days in a month? Diplomats at least remain in the country of posting.

Map and lease deed of a building

The appellant stated that the department of post has taken a building on lease from Shri Sandeep Ghai and he desired a copy of the map and the lease deed. The Public Information Officer (PIO) replied that the information relates to a third party and no public purpose has been demonstrated by the appellant for seeking the disclosure and hence, the same is exempt under Section 8(1)(j) of the RTI Act. The CIC upheld the order of the PIO.

Comments

The information relating to a third party is not liable for disclosure unless the applicant is able to prove a bonafide public purpose to justify its disclosure.
