WIC and America
I find Whispers does not print even one word against America. Even
in the Devyani case Whispers does not have the courage to take on America.
Why should American diplomats serving in India not be arrested on flimsy
charges immediately by the police ? Only then will we have a bargaining
chip for securing Devyani's freedom. Now I wonder if Whispers will even
print this for fear of a drone attack by the Americans ?

Among the responsibilities of serving in Missions abroad, one is representational.
Diplomats are required to engage with influential members in host country,
delegations, leaders, etc. in the Indian settings of one's home for
which a domestic assistant is invaluable. Rules guiding diplomats and
their personal staff are framed by Vienna Conventions. The assistants
also travel on Official passports for the same reason. The illegality
of barbaric treatment of the lady cannot be justified nor the charges
themselves. US cannot have different rules for itself: Raymond Davis

A Serving Diplomat
Not fair for them to join politics
What do you have to say about Judges joining politics immediately after
retirement and becoming MPs, Ministers and Chief Ministers ? Doesn't
it speak volumes about their political inclinations ?

Flawed suggestion
The suggestion to allow extension of five years to those having five
outstanding CRs is flawed. This will weaken the spines of officers keen
to continue after 60 years and merit will suffer. Often it is pliability
that scores over hard work in getting outstanding CRs.

Folly of UPA
Some IAS officers who had important positions in UPA joined BJP, the
main opponent of UPA. Does it mean folly of UPA to put such people in
sensitive positions who would have or could have looked after the interest
of the BJP while in service or it shows magnanimity of the UPA to appoint
people of merit only on sensitive positions. I find most BJP sympathisers
occupying sensitive posts in UPA. Who is behind these ?

Quick DPCs needed
There is no body to question UPSC for inordinate delay in finalization
of DPCs. There is no rule for their working. UPSC should open eyes and
give the Govt. Employees what they deserve without dodging and delaying
DPCs. Most unfortunate thing is DPCS are deliberately finalised after
retirement of employees.

It's not her conduct in this case which is amazing, I am surprised
no one asked her for an explanation when she was embroiled in Adarsh
scam. And the properties she owns.

Introspection required
I fully concur. The Government of India allows all IFS on going abroad
to take one or two servants for whom the officials claim foreign allowance
but do not fully pay them. Further they depute these servants to work
in embassy functions like at home R - Day, I - Day etc and claim extra
allowances but do not pay them. I have friends in IFS who openly say
they get fat allowances, free meals, drinks etc at GoI cost and have
no work to do except enjoy and entertain and throw parties. There is
an urgent need to reduce number of our missions and reduce staff posted
therein by fifty percent. Previously in the upscale civil exams the
toppers used to join the IFS but for over three decades now the bottom
of the list join the IFS. Further foreign travel by IFS, IAS and Ministers,
bureaucrats need to be cut down. Then we can save foreign exchange.
The Cabinet Secretary needs to control over its wings.

Map and lease deed of a building
The appellant stated that the department of post has taken a
building on lease from Shri Sandeep Ghai and he desired a copy
of the map and the lease deed. The Public Information Officer
(PIO) replied that the information relates to a third party and
no public purpose has been demonstrated by the appellant for seeking
the disclosure and hence, the same is exempt under Section 8(1)(j)
of the RTI Act. The CIC upheld the order of the PIO.
Comments
The information relating to a third party is not liable for disclosure
unless the applicant is able to prove a bonafide public purpose
to justify its disclosure.
