has met the Lieutenant Governor informing him about his party's willingness
to form the government and now awaiting his nod.

Metal and food prices decline
Metal and food prices have declined while energy prices have edged up.
The IMF's Primary Commodities Price Index is unchanged from March 2013
with declines in metal and food prices offset by small gains in energy
prices. The steep fall in metal prices owes much to a continuing rise
in metals mine supplies in recent years and some signs of a slowing

Will Kamyotra be appointed as new Chairman,
CPCB ?
Whispers in the corridors of power have it that J S Kamyotra's name
has emerged as the front runner for the post of Chairman of Central
Pollution Control Board (CPCB). Reportedly, several senior applicants
are in the consideration zone. Kamyotra is the Member Secretary of CPCB.
The meeting for the selection of new Chairman was held on December 10
but decision is yet to be taken.
Alok Kumar re-selected !
CERC has reselected Alok Kumar (IAS-1988-UP cadre) as its Secretary.
Alok Kumar had earlier worked as Secretary in CERC and considering his
seniority and having already done one stint in this organisation, the
cadre authorities in UP and DoPT, will find it difficult to grant approval.
Alok Kumar had earlier, in 2010, completed 7 years of deputation in
Ministry of Power and CERC. Cynics question the wisdom of reappointment
of such a senior IAS officer in a, relatively, minor post. The desperation
of the officer to be in Delhi on deputation is symptomatic of desperation
of IAS/IPS officers to run away from their States to man inconsequential
posts at the Centre. CERC has been without a regular Secretary for nearly
an year, because of failure of CERC and Ministry of Power to agree on
the proper officer for the post.
Appointment of new DG, Forest by Dec 27
If some reliable sources are to be believed the appointment of new Director
General, Forest may be finalised by December 27. Reportedly, the tie
is between the two officers belonging to 1977 & 1978 batch IFS officers.
Kantharaj Jude Sekar, the incumbent DG, Forest, is scheduled to retire
on December 31.
K K Sharma poised to move to FHQ BSF as ADG
K K Sharma is all set to move to Delhi as ADG, BSF, FHQ. The 1982 batch
IPS officer of Rajasthan cadre is presently posted at BSF Academy, Tekanpur.

A note for 7th pay commission
In a zeal to present a unique report, the 6th Pay Commission has created
so many anomalies that there had never been so in the earlier Central
Pay Commissions from 1st to 5th in the history of Independent India.
One of the greatest anomalies is that the Pay Commission has recommended
certain Grade Pays with a difference of mere Rs. 100/-, Rs.200/- or
Rs.400/- e.g. Rs.1800, 1900, 2000, 2400, 2800, 4200, 4600, 4800 and
created great confusions in remembering Pay Bands and Grade Pays. There
was a Professor from one of the most renowned institutions of Management
in the world (read IIM, Ahmedabad) as its Member on the 6th Pay Commission.
It is a principle of Personnel Management that in order to create interest
of the employee in the job, keep his morale high and to encourage him
to contribute his best in the job, at least somewhat attractive amount
of salary increase is prescribed on his promotion. This principle has
been totally forgotten. It can well be judged if an employee gets promotion
or is given ACP or MACP after 10 years or so, what incentive he will
have to put in his maximum to the job with the meagre increase of Rs.100/-
or Rs.200/- or Rs.400/- in these days of high inflation prevailing even
in 2008 when the Pay Commission's recommendations were brought out.
The 7th Pay Commission may kindly take note of this principle while
formulating new Pay Scales. To simply the matters, the Commission may
adopt the 5th Pay Commission scales of pay as the basis by multiplying
the same with the recommended factor. If at all the 6th Pay Commission's
salary structure is adopted, it may suitably adjust the Pay Bands, keeping
sufficient gap between different Grade Pays -

Cut staff posted in our missions abroad
I agree that there should be a cut of atleast 50% in the staff posted
in our missions abroad. These holy cows get huge allowances which are
not made public. Ministry should make public all the allowances paid
at various levels to officers posted in our Missions for a transparent
administration.

Will this Lok Pal validate corruption ?
The Lok Pal Bill has been finally passed. There are any number of reasons
for the fervour of the government to pass the law on the last day of
this session, but the crushing defeat at the hands of a newbie like
the AAP is the most important reason. The corrupt never acknowledge
the wrath of the people, their anger against them and the assertion
of the power of the vote to throw out the most powerful government.
The next parliamentary election might witness the repeat of the Delhi
assembly results more ferociously. The failure of the AAP or its loss
of public trust for hobnobbing with the corrupt for support, will ensure
more stunning result. Mere passage of the Lok Pal is not going to save
the government, for the Bill suffers from infirmities that will make
it void when put to judicial scrutiny. But the most significant issue
is the absence of will of the government to substitute corruption by
an honest establishment. The best laws in the hands of the corrupt become
brittle piece of paper! Is it somebody's case that the corrupt can't
be punished under the existing laws? They can certainly be caught and
punished, but the government's will is willingly missing. The latest
instance of the corrupted soul of the government is the rejection of
the Judicial Commission on Adarsh Ghotala. And politicians are petitioning
the President to appoint a judicial commission for some silly snoopgate
somewhere, excluding Delhi where it is a money spinning business as
was proved in the Jaitley telephone snooping/snoopgate. The institutional
mechanism of punishing the corrupt has been rendered dysfunctional:
what can the Central Vigilance Commission do except enjoying pay, perks
& privileges post retirement? When I entered Civil service, we used
to hear the name of the CVC, who was almost a synonym for error: Pimputkar!
Now the number of CVC members has gone up, the CBI has been strengthened
and so have the complaints. The elaborate organisation of the institution
of Lok Pal will be a third government within a government (the second
being the de facto govt), engaging thousands of employees, giving post
retirement benefits to hundreds of judges & bureaucrats and promote
the interests of the lawyers. Which office today is competent to frame
charges on a charge sheet that can be sustained in a court of law? There
are not even two officers to understand the nuances of the court cases
that keep harassing the officers in any office. Even the Information
Commissions are issuing so many orders which go over the head of the
PIO, First AA etc. But the penal provisions make them submit to even
unlawful orders. Can the officer filing an affidavit in a corruption
case like the CWG, Adarsh, 2 G, Coalgate etc. write it that the minister
has not allowed him to take action or that the law ministry denied him
the assistance of the AG's advice while making submissions to the Lok
Pal? Already the administration of justice in the country has been made
a case of universal worry with over 2.5 crore pending cases. Can we
suffer further additions to these numbers? Please don't harass us any
further. If you really want to remove, root out, check or control (your
choice)corruption, start punishing the guilty before going to the polls
to demonstrate your resolve. Otherwise any attempt to get undue credit
(and votes for that)is bound to rebound like tons of bricks!

Map and lease deed of a building
The appellant stated that the department of post has taken a
building on lease from Shri Sandeep Ghai and he desired a copy
of the map and the lease deed. The Public Information Officer
(PIO) replied that the information relates to a third party and
no public purpose has been demonstrated by the appellant for seeking
the disclosure and hence, the same is exempt under Section 8(1)(j)
of the RTI Act. The CIC upheld the order of the PIO.
Comments
The information relating to a third party is not liable for disclosure
unless the applicant is able to prove a bonafide public purpose
to justify its disclosure.
