None can match the brains of Indians !

America may be the richest and most powerful country in the world but they cannot match the brain of we Indians. See how smart Sangeeta Richard, the maid who caused all this spat between the two countries over the inhuman and humiliating way our Deputy Counsel in New York was treated, proved to be so smart for them. She has successfully executed her plan of permanent migration to that land of opportunity with the help of some dubious NGO. While her employer who took her to that country to do her housekeeping faces criminal charges, the maid has found a sanctuary there with her family also joining her with the help of American embassy who 'evacuated' them at their expense. The maid appears to be much more brilliant than our diplomats or even that upstart attorney Preet Bhrara who is leaving no chance to prove his more American than Americans' credentials.

Injustice to Dy. Secretary level officers by Government

Since the level of responsibility, duties and powers for Deputy Secretary and Director level officers in Government of India are the same and both these posts are interchangeable depending upon the seniority of the officer concerned, there used to be a total difference of only Rs.2300/- between the Pay Scales of these officers before implementation of the 6th Pay Commission report. The starting Scale of Pay for DS being Rs.12,000/- and that for Director Rs.14,300/-. It was highly unjustified on the part of GOI when it granted Pay Band and Grade Pay with a substantial difference to these levels of officers at the time of implementation of the 6th Pay Commission report. As is known, PB-3 of Rs.15600-39100 with GP of Rs.7600/- is prescribed for DS and PB-4 of Rs.37400-67000 with GP of Rs.8700 for Director level officers. This is one of the greatest anomalies in the implementation of the 6th Pay Commission report. There has been a demand to grant PB-4 with a Grade Pay of say Rs.8000/- to DS level officers. When the Government could grant PB-4 to Lt. Colonels, there is no logic to deny the same to DS level officers. It is not that only DS level officers are affected. In fact even All India Service and equivalent officers including young Section Officers and Under Secretary and equivalent level officers belonging to CSS, CSSS, etc. will also be affected when they reach the level of DS. Time is ripe for these level of officers to request Government to rectify this anomaly, otherwise it will never be done. GOI is competent to do so. Let Madam Sonia Gandhi help in this matter.

DATE WITH RTI

Map and lease deed of a building

The appellant stated that the department of post has taken a building on lease from Shri Sandeep Ghai and he desired a copy of the map and the lease deed. The Public Information Officer (PIO) replied that the information relates to a third party and no public purpose has been demonstrated by the appellant for seeking the disclosure and hence, the same is exempt under Section 8(1)(j) of the RTI Act. The CIC upheld the order of the PIO.

Comments

The information relating to a third party is not liable for disclosure unless the applicant is able to prove a bonafide public purpose to justify its disclosure.
