Foreign Service is not bed of roses

I fully agree that Foreign Service is not bed of roses. Many people are posted in turbulent conditions and disturbed and riot ridden areas like Afghanistan, Israel and parts of Africa where wars are going on for decades. Many Diplomats have sacrificed their lives on duty abroad. These are civilian soldiers on the foreign soil. India must recognize their sacrifices and talent. I also fully agree that Indian missions are understaffed which is why Commercial Wings have suffered. This is a commercial world commerce has an edge over political relationship. Of course Foreign Service needs a professional touch too.

"Right" but no "Access" to Education

What use is a right unless it can be availed of as a right? The right to education is not a right to "quality" education, but just education. Hence all parents look for "good" schools for their children. In Delhi's government schools, more than 14000 teachers are engaged on "contract" basis (meaning unqualified appointees of politicians and bureaucrats). The vacancies in all schools under the municipal corporations and panchayats in Delhi villages outside the Lal Dora, will reveal still higher numbers. There lies the secret of the mushrooming of "English medium public schools" (euphemism for accessibility not as a matter of right but capacity to afford paid costly education).It needs to be further supplemented by "private coaching", which even an average middle class citizen finds unaffordable, except by financing it through loans or sale of assets. There are top grade schools and institutions, which cater exclusively to the needs of those who can afford to pay for genuinely good education to their children- the fees being in lakhs of rupees a month. That epitomizes the unfortunate situation of India under the UPA-I & II, which has mocked poverty by reducing the status of the poor to that of the "poorest among the poor". The last 10 years are a painful decade of upending every single objective set out in the constitution of India initially. It is a decade of complete and deliberate mismanagement of the economy, society, political establishment, governance, administration, justice and environment. The damage to the institutions enshrined in the constitution of India and their replacement by a plethora of institutions with "constitutional status" has already disintegrated India in to several enclaves of caste, community, religion, region and gender enclaves! While tags of minority have been attached to the richest and the most powerful living Indians, nobody identifies the "majority". Are intellectuals a minority or a majority in India? Only the UPA government can claim credit for the right to food for selling wheat @1 rupee a kilogram when common edible salt is selling @ 26 rupees a kilogram (if we still care to remember Mahatma Gandhi's Salt Satyagrah/Dandi March). The success of monarchy lay in starving people to compel them to willingly accept slavery. The British tried to deprive Indians of salt. The Freedom Movement was for the new India as envisaged in the Constitution, but undone by the present government, which is trying hard to revive the discredited feudalism of the past!

Map and lease deed of a building

The appellant stated that the department of post has taken a building on lease from Shri Sandeep Ghai and he desired a copy of the map and the lease deed. The Public Information Officer (PIO) replied that the information relates to a third party and no public purpose has been demonstrated by the appellant for seeking the disclosure and hence, the same is exempt under Section 8(1)(j) of the RTI Act. The CIC upheld the order of the PIO.

Comments

The information relating to a third party is not liable for disclosure unless the applicant is able to prove a bonafide public purpose to justify its disclosure.
