As of December 28, no CSS cadre officer has been empanelled to the rank of Joint Secretary in the GOI for the year 2013. The DoPT website has not released any names "for 2013" regarding CSS empanelment by the ACC.

Reshuffle of four senior IPS officers in Chhattisgarh

No doubt, an Unfortunate saga. A better Precept: A Stich in Time, Saves Nine. It was not at all a foreign policy matter. It was a normal administrative matter which should have been sorted out in the months of September/ October 2013 before the unacceptable and unfortunate incident of Devyani's arrest and search. Devyani could have been shifted to our UN Mission or the Embassy much earlier. Now, hasty decisions might boomerang! Testing time seldom happens for IFS administrators!

Good that Whisper has highlighted appointment of DG, ICFRE

It is good that Whisper has highlighted appointment of DG, ICFRE, which is one of the important council in the field of Forest of Environment in GoI. The post is always without head for the years, because selection process of DG never initiated in time. The person appointed in ICFRE should have research background and attitude to deal with R & D and scientific community. Serious dichotomy exists in the ICFRE between the permanent employees and IFS officers, who comes on deputation. The Government of India rule are manipulated in ICFRE and research is always and its regular employees are the least priority by the ICFRE and MoEF administration. Whispers web site is being seen by many of the Secretary, Cabinet Secretary level IAS officer and high profile persons including honorable ministers who manage the country affairs. I would request through your website to the concerned authorities in GoI that there is serious need to review the functioning of ICFRE and appointment of DG, ICFRE and make ICFRE on line with other Government of India Councils like. CSIR and ICAR in the larger interest of the country.

DATE WITH RTI

Map and lease deed of a building

The appellant stated that the department of post has taken a building on lease from Shri Sandeep Ghai and he desired a copy of the map and the lease deed. The Public Information Officer (PIO) replied that the information relates to a third party and no public purpose has been demonstrated by the appellant for seeking the disclosure and hence, the same is exempt under Section 8(1)(j) of the RTI Act. The CIC upheld the order of the PIO.

Comments

The information relating to a third party is not liable for disclosure unless the applicant is able to prove a bonafide public purpose to justify its disclosure.
