?
The fresh buzz is that Arvind Ranjan may be mandated with the top cop

Ms Vandana Kumari Jena, Principal Adviser, Planning Commission, has

Fin Adviser, MEA
Binoy Kumar, at present in the cadre, has been appointed as Additional

Will R K Jain move from MoHFW, GoI?
The speculations have been doing rounds since months that Ravinder Kumar
Jain may move from Ministry of Health & Family Welfare (MoHFW )
to grab a crucially important slot with the Dept of Urban development,
GoI. In a fresh bid to fill the slot in MoUD fresh buzz is that Jain
may not move from MoHFW. The 1981 batch IAS officer of Himachal Pradesh
cadre is currently serving as DG, CGHS,MOHFW.
Is Meena's lateral promotion traversing rough
weather zone ?
Amid brighter prospects for getting lateral promotion as Additional
Secretary with Department of Food Processing J P Meena's prospects now
seems to be passing through adverse atmosphere. If some reliable sources
are to be believed, Meena may be elevated though outside the department
of Food Processing where he has been serving as Joint Secretary. Meena
is 1983 batch IAS officer of Assam Meghalaya cadre. He is among the
few 1983 batch IAS officers waiting in the wings to be elevated as Additional
Secretary.
Anurag Jain is Acting CMD of EXIM Bank
Joint Secretary in the Financial Services, Anurag Jain, has been appointed
as the acting Chairman and Managing Director (CMD) of Export-Import
Bank of India.
Arun Tiwari to be CMD of Union Bank !
Executive Director of the Allahabad Bank, Arun Tiwari, is all set to
become new Chairman and Managing Director (CMD ) of the Union Bank.

Lohia is back to Railways
Sanjeev Kumar Lohia has completed his deputation tenure in the Ministry
of Urban Development (MoUD) . The 1986 batch officer of Indian Railway
Service of Engineers served the Ministry as OSD (Urban Transport) and
as Joint Secretary at the Ministry of Urban Transport. Lohia, IIT, Delhi
alumunai, is considered to be one of the architects of India's highly
successful bus transport story under the JNNURM and also instrumental
into policy frame-work and reforms relating to urban transport and development
of metro rail services and BRTS in the country.
Sinha succeeds Lohia in Urban Development
Mukund Kumar Sinha has moved from Railway Board to Department of Urban
development. The 1991 batch IRSME officer has taken over the charge
of the desk vacated by Sanjeev Kumar Lohia. Sinha would be the new OSD
(Urban Transport) & Ex-officio Joint Secretary, Department of Urban
Development.
Umashankar on the Board of ONGC
Former Secretary Power in the Government of India, P Umashankar, has
been appointed as Independent Director on the board of state-owned Oil
and Natural Gas Corp ( ONGC). He is retired 1976 batch IAS officer of
Uttar Pradesh.
No candidate found for Director (Fin), OMDC
The Public Enterprises Selection Board (PESB) has not found any suitable
candidate for the post of Director (Finance), Orissa Minerals Development
Company Ltd (OMDC) at a selection meeting on December 2, 2013. The Board
has recommended to the Ministry of Steel to explore the possibility
of appointing a candidate on deputation as a onetime measure.

that K L Pandey may be given as the General Manager, Northern Railway.

An important post of Director- Exploration in the Department of Petroleum
& Natural Gas (PNG) has been lying vacant after Atul Patne had moved
to the Department of Social Justice & Empowerment as PS to MoS few
months back. Though DoPT, reportedly, has not zeroed down yet on any
specific name but all it has made many officers in the department more
curious about the name for reasons. Whispers in the corridors of power
have it that the Secretary has categorically asked for an officer from
IAS cadre for the slot. Keep guessing?

As the grapevine has it, Reenat Sandhu is all set to move to Indian
Embassy in Washington DC as Minister, Commerce. Reenat is 1989 batch
IFS officer. She is the wife of Taranjit Singh Sandhu, currently serving
as Deputy Chief of Mission at the Indian Embassy in Washington, the
second ever diplomat to be posted to US for three times.
DDA to get its new Vice Chairman after winter
session
Whispers in the corridors of power have it that DDA would have to wait
for few more weeks to find it's new Vice Chairman. The post has been
vacant since February this year after Sanjay Kumar Srivastava, 1980
batch IAS officer of UT cadre, had vacated the slot following his appointment
as Additional Secretary & Financial Adviser with MoHFW. Diptivilasa,
Additional Secretary, Dept of Urban Development has been in the additional

CWC inks MoA with CPT (UPDATED)
The Central Warehousing Corporation (CWC) signed a Memorandum of Agreement
(MoA) with the Chennai Port Trust (ChPT) for operating the Container
Parking Yard developed by the ChPT at Tiruvottiyur (Chennai) on Ennore
Expressway. The MOA was signed by B B Pattanaik, Managing Director,
CWC with Atulya Misra, IAS, Chairman, ChPT in the presence of G K Vasan,
Minister of Shipping on November 29, 2013. The facility aimed at decongesting
the traffic on Ennore Expressway leading to the Chennai Port comprises
of 28,300 sqm. developed area which can accommodate about 250 trailers.
CWC will further develop the facility with office accommodation for
Customs and user agencies, security and surveillance system, high mast
towers and other basic amenities, EDI connectivity, etc. for round the
clock operations to enable expeditious clearance of Excise sealed and
self sealed of factory stuffed export containers. Initially about 1
lakh TEUs per annum is expected to be handled. Depending upon the need
another 17,000 sqm. area can be developed in the 2nd phase.

Exposing Indian media and news channels
All your readers should go to Facebook and click on, Exposing Indian
media and news channels. What is surprising is the great inroads that
western fundamentalist Christian organisations have made into the Indian
media. This is through full or partial funding from abroad. In such
an event how can news coverage be impartial and not be biased against
the majority Hindu community in India? Fortunately the ISI and the Saudis
haven't caught on or else we would be subjected to another barrage from
another direction against the Hindus and Hindu society and values. The
revelations on this Facebook site are truly shocking. I hope the government
wakes up and puts some curbs on foreign funding of Indian media or else
our young generation will get prejudiced against our own country through
this kind of 24/7 brain washing.

Pensioners are worst sufferer in getting CGHS medical help. First they
cannot afford costly treatment and old enough to go from one hospital
to another hospital for the treatment. Minister should consider the
case of pensioners getting CGHS treatment be allowed to get cashless
facility in empanelled hospitals without reference from hospital or
dispensary. The medicines are always issued by the dispensary. Atleast
diagnostic tests, operation (if required), casting etc. can be undertaken
in empanelled hospitals without reference. Hospital like Escorts, Max
to be brought under CGHS empanelled list.

Cashless treatment available for pensioners
Cashless treatment is already available for pensioners in case they
visit the Private Empanelled hospitals provided they have obtained permission
from Wellness Center/dispensary in case of OPD/indoor treatment. In
case of emergency, no permission is necessary. A pensioner can straightway
go to the Empanelled hospital and avail treatment. He just needs to
sign the bill when he is discharged. He will not be charged for anything.
He only needs to give copy of his CGHS Card.

CGHS facility - a boon !
CGHS facility is a boon for those who are suffering from minor ailments
or who are fit but visit it to just collect medicines. For those who
are genuinely ill, it is a nightmare come true. First of all, except
for the Govt areas, the dispensaries are not located near the residences.
For the people of Uttam Nagar, Dabri, Palam and other areas the only
nearby dispensary is in Janakpuri. just imagine being sick and waiting
in lines for getting the card registered, then outside the doctor's
room and finally for getting the medicines that is of course if you
are lucky enough. This whole process takes a minimum of three hours.
But most of the times all the medicines are not in store and prescription
has to be got changed from the doctor or it has to be indented and then
the patient has to collect the same after two days. And if you need
the MC then of course, one more visit to the so called Wellness Centre.
Reminds one of the insurance and that is being aired nowadays where
the patient is shown running pillar to post with the IV drip attached.
Perhaps they should change the name to Illness Centre. As suggested
by some one else the best option would be to make cashless process in
hospitals viable.

On whom should the penalty be imposed?
Hearing a complaint for delay in providing information, the Central
Information Commission (CIC) noted that the first appellate authority
had directed the Public Information Officer (PIO) to provide the
information. The PIO claimed that though the copy of the order
was endorsed to him, the intelligence officer (subordinate staff)
did not inform him about the order. The PIO requested the CIC
to drop the show cause notice for imposing penalty. The CIC did
not find the explanation satisfactory and held that the burden
of proving that he acted reasonably and diligently shall be on
the PIO under second proviso to section 20. A penalty of Rs. 25,000/-
was imposed on the PIO.
