Justice Kurian Joseph sets an example
The Supreme Court has long been insisting upon the rehabilitation of
women - victims of an acid attack. Justice Kurian Joseph, one of the
three apex court judges hearing the matter relating to acid attacks,
has ultimately taken the lead. An acid attack survivor , who lost her
vision in the incident, will now soon join in the Supreme Court as its
employee. Anu Mukherjee, 33, a dancer in Delhi till attacked in 2004
by a man, was two months ago selected as a Junior Court Attendant on
the initiative taken by Justice Kurian read of Ms Mukherjee's ordeal
in the media and sought a job for her. "I took the initiative thinking
what little I could do from my side not as a Judge but as a human being.
I substituted my daughter or my sister in her place and that's how I
responded," he says.

Appointment of new Chairman of PFRDA soon
Appointment of new Chairman of the Pension Fund Regulatory and Development
Authority (PFRDA) is expected to be made in a couple of months. The
last date for applying for the post is December 27.

Shareholders of Bank of India have accorded their approval to issue
4,63,60,686 fresh equity shares to Government of India on preferential
issue basis at the Extra ordinary General meeting held on 3rd from Government
of India in the current quarter. This will increase the Government of
India's shareholding to 66.70% During the Half Year ended September
2013, Bank has touched a total business mix of Rs. 7,69,105 Crore (YOY
Growth 29.68%) and posted a net profit or Rs. 1586 crore (YOY Growth
33.39%) December, 2013. The Bank will get an equity capital of Rs. 1000
crores.
New Terminal building at Goa International
Airport dedicated to nation (UPDATED)
A new Integrated Terminal building, built by Airports Authority of India
has been dedicated to the Nation by Ajit Singh, Union Minister for Civil
Aviation in the august presence of Bharat Vir Wanchoo, Governor of Goa,
Manohar Parrikar, Chief Minister of Goa, KC Venugopal, Minister of State
for Civil Aviation, Francisco Sardinha, Member of Parliament, Shantaram
Naik, Member of Parliament and other dignitaries. The New Terminal Building
at Goa is an integrated terminal building capable of handling both domestic
and international operations. The terminal building is equipped with
modern state of the art facilities such as 5 Nos. of passenger boarding
bridges, CUTE enabled Check in counters, inline compatible baggage handling
system, software based building management system, elevators and escalators.
The terminal building can handle 2750 peak hour passengers at a time.
The Terminal building has been built at a cost of Rs. 345cr. Keeping
in view the growth of passenger traffic at Goa airport, Airports Authority
of India has already given a go ahead for development of western side
finger of the terminal building, at a cost of plus Rs.40cr to further
enhance the handling capacity and operational efficiency. Three additional
passenger boarding bridges shall be provided. The New Integrated Terminal
building is expected to contribute immensely towards promotion of Tourism
in the state in particular and economic development in general. Speaking
on the occasion dignitaries appreciated the efforts of Airports Authority
of India and also acknowledged the cooperation extended by the State
Government and Indian Navy towards this project by handing over the
land to AAI.

Separate CGHS centre for pensioners required
Considering the difficulties, all pensioners - old, sick and infirm,
there should be a CGHS Centre catering only to Pensioners with well
stocked dispensary for all ailments such as diabetes, blood pressure,
skin problems, stomach problems etc. This will go a long way inalleviating
their misery of standing in line as at present along with general patients
for hours together. A little bit of care and regard for senior citizen
pensioners would go a long way in mitigating their sufferings. Similarly
one specialist should always be available at hand in the dispensary
for any emergencies.

Cashless facility only for specific diseases
Cashless facility is available to the pensioners in the pvt. empanelled
hospitals only for specific disease such as cancer in Max, Saket Hospital.
kidney related problem including dialysis is not covered. Even cardiology
has been withdrawn. we will request authorities to impanel more and
more reputed pvt. hospitals so that pressure is less on government hospitals.
They could see the patients properly. As of now doctors in government
hospitals are under heavy pressure. Sometimes the patients surround
their table and make a scene as if they would fall on his body. It is
humanly impossible for the pensioners to see a doctor in the govt. hospital.
They are likely to catch infection also in the hospital because of poor
immunity system. Please spare them and allow them to see a good doctor
in good hospitals. They served the government for 37 years with honesty
and dedication and now it was government`s turn to ensure that they
spend a good quality of life for the remaining period.

Cashless facility required
Prior permission from the dispensary for getting diagnostic tests from
Pvt. empanelled labs/hospitals should be done away with and it should
be cashless. Further it should be mandatory for the doctor on duty in
the wellness center to visit a critical or infirm patient at home when
requested.

On whom should the penalty be imposed?
Hearing a complaint for delay in providing information, the Central
Information Commission (CIC) noted that the first appellate authority
had directed the Public Information Officer (PIO) to provide the
information. The PIO claimed that though the copy of the order
was endorsed to him, the intelligence officer (subordinate staff)
did not inform him about the order. The PIO requested the CIC
to drop the show cause notice for imposing penalty. The CIC did
not find the explanation satisfactory and held that the burden
of proving that he acted reasonably and diligently shall be on
the PIO under second proviso to section 20. A penalty of Rs. 25,000/-
was imposed on the PIO.
