get DG rank in GoI ?
Over a dozen 1980 batch IPS officers are expected to be empanelled to
the rank of DG in the Government of India next month. Those who are
in the consideration zone include N R Wasan (AP), K K Maheshwari (UT),
A K Mathur and R C Tayal (Assam-Meghalaya), P K Thakur (Bihar), Rajiv
Jain (Jharkhand), S P Singh, K P Raghuvanshi and Ahmad Jawed (Maharashtra),
Archana Ramasundaram, Anoop Jaiswal and N P Singh (Tamil Nadu) and B
D Sharma and Surendra Singh (West Bengal).
Sushma Singh to be new CIC
Sushma Singh will be sworn in as new Chief Information Commissioner
of India on December 19. She is a 1972 batch retired IAS officer of
Jharkhand cadre.

CCEA clears Cadre restructuring of CBEC
CCEA has on December 5 cleared the Cadre restructuring of CBEC bringing
much relief to the stagnation issues among the officers.
GoI asks States to expedite deemed resignation
cases
The Government of India has asked all the State Governments to expedite
the pending deemed resignation cases and to review all such cases of
unauthorized absence.
Srivastava would have superannuated a month
later; misses by a single day
Nothing new about it but difference of only a single day has destined
K N Srivastava to share the day of superannuation with O P Rawat and
Vibha Puri Das. All the three officers would superannuate on December
31 this year. Srivastava would have retired on January 31, 2014 had
his official DoB been a day later i.e. January 2. Having his DoB on
January 1, Srivastava would retire on December 31, 2013 only joining
hands with Vibha Puri Das (Secretary, Dept of Tribal Affairs) and O
P Rawat (Secretary, Dept of Public Enterprises). Rawat's official DoB
is December 2 and Ms Das' on December 3 which extends their superannuation
on December 31 instead of November 30.
Will P K Metha be Vigilance Commissioner ?
Will DG, RPF, P K Metha, become Vigilance Commissioner ? Meeting of
1977 batch IPS officer of Haryana cadre Metha with CBI Director Ranjit
Sinha has fuelled speculations to this effect. Will he make it?

Arvind Ranjan, DG, NSG, has been assigned an additional charge of the
post of Director General, CISF till an incumbent to the post of Director
General, CISF is appointed on regular basis. He is a 1977 batch IPS
officer of Kerala cadre.
CVC clears Madhusudan's file for CMD, RINL
Central Vigilance Commission (CVC), is reported to have given its clearance
to Finance Director, P Madhusudan paving the way for joining on the
post of Chairman and Managing Director, Rashtriya Ispat Nigam Limited
(RINL).

As the grapevine has it the interview for the selection of CMD, BSNL
would take place on December 19. R K Upadhyay, the incumbent CMD of
BSNL, is scheduled to retire on April 29, 2014.

As the grapevine has it, the interview for the selection of CMD, Power
Finance Corporation would take place on December 16. Currently M K Goel,
Director (Commercial) PFC, is looking after the additional charge of

The post of Director General, Indian Council of Forestry Research &
Education has been lying vacant since June this year. The charge of

Whispers in the corridors of power have it that Dinesh Singh Bisht may
soon move on central deputation. The 1987 batch IPS officer of Bihar
cadre is currently serving as Additional Director General of Police,
State Crime Record Bureau, Government of Bihar.
Agrawal to retire on December 31 adding one
more vacancy to GM Railways
GC Agrawal is scheduled to superannuate on December 31 this year. Prior
to this assignment, Agarwal served as Principal Chief Engineer in Eastern
Railway, Western Railway and North Eastern Railway (NER) as well. The
1976 batch IRSE officer had taken over as GM, NER on June 30 this year.

A K Singh, SAG/ IRSME/ Workshop Project Organisation/ Patna, has been

Railway.

A number of officers belonging to Indian Police Service (IPS) have been
posted after promotion to ADG rank in Uttar Pradesh. Accordingly, Vishwajeet
Mahapatra has been posted as ADG Human Rights while R K Vishwakarma
will not be ADG Technical Services and Bhavesh Kumar is ADG Karmik.
Similarly, DL Ratlam has been appointed as ADG Police Training College
in Sitapur; Devendra Singh Chauhan as ADG Telecom; Vijay Kumar as ADG
Police Training College in Unnao and Brij Raj was shifted as ADG, Housing
and Police Welfare at PHQ.
Minor reshuffle of IPS officers in Odisha
(UPDATED)
Yeshwant Kumar Jethwa has been appointed as IG, South-Western Range
while SS Devdatt Singh will now be as DIG (Operations) and S Shyani
is as Commandant of Odisha State Armed Police (OSAP) 7th Battalion after
her return from Central deputation. Besides, Purushottam Sahu has been
appointed as DCP (Headquarters).
7 IPS officers shifted in Bihar (UPDATED)
As many as seven officers belonging to Indian Police Service (IPS) have
been transferred and posted at different places in Bihar. Accordingly,
Kumar Rajesh Chandra has been appointed as DG, Bihar State Sports Authority,
Patna while Sunil Kumar is assigned an additional charge of ADG, Special
Branch and Gupteshwar Pandey is being shifted as ADG, Bihar Armed Force,
Patna. Similarly, Arbind Pandey has been appointed as IG, Darbhanga;

Dreamliner be renamed Nightmareliner
The Boeing Dreamliner should be renamed the Nightmareliner if one goes
by the number of major defects brand new aircraft have. First we heard
of the engine cowling which fell off in mid- air and one engine caught
fire in a Quantas flight.Then we heard of our own dear Air India flight
whose windshield cracked wide open in mid-flight to Australia. And then
another Air India flight whose fuselage fell off in mid-flight. Now
we are told that the Boeings radar doesnt work in cloudy weather and
during landing in the rain and that the pilots have to open the cockpit
window to peer at clouds far away to avoid them. Heaven help us during
the monsoons when the dreamliner will become a nightmare. This shocking
decline in standards of engineering in the American Boeing company is
actually a symptom of the steep decline of America itself. So air passengers
beware, you might end up being barbequed in mid- air while still alive!
Ram naam sathya hai! Hari ka naam sathya hai! will be your fate. The
blame for ordering a very large number of this untested aircraft for
Air India is on Praful Patel when he was minister for civil aviation.
God alone knows how many crores changed hands to secure this contract.
But when passengers go up in flames in mid- air who will answer?

India in the Global Talent Trade
Are we gainers or losers in the global talent trade? Perhaps, we are
oblivious about it. For decades our top talent has been migrating to
foreign countries and we are so elated at our boys getting selected
on the campus by the top global companies for a package in excess of
Rupees 1.5 crores annual. All the cream is skimmed annually in almost
all fields of modern knowledge, the IITs topping the migration exodus.
Does it surprise anybody that these top global talents are of no use
to the Government of India (which expression includes all state govts)
as also the Private Sector companies? Our PSUs go headless for years,
development projects suffer, project cost increase geometrically, higher
education suffers, research & Development continues in slow motion,
defence imports are on the rise and brand India has yet to begin competition.
Why is it so? Are we left with the remaining talent pool with which
we are pursuing our dreams of becoming a Super Power by 2020? One reason
could be an unwritten ceiling on remuneration package: it would be a
heresy to pay a young graduate global salary of rupees 1.5 crores. How
can anybody get higher salary than the highest civil servant in the
country, which is not more than 20 lakhs per annum? At that price no
company can employ any talented graduate if the lowest offered this
year at 35 lakhs is any indication. One begins at what the other doesn't
get at the closing of the career innings. Even the service chiefs and
CJI or other Justices don't get paid so much. But private sector should
have no difficulty in employing these talented graduates to take the
country in to the congress of the advanced countries. Everybody cites
China these days. We can do better in just 5 years provided we trade
profitably in the Global Talent Trade, where we have so far been losing
heavily.

One more charge-sheet
Hooda govt has issued one more charge-sheet to Ashok Khemka who had
cancelled land registrations of Robert Vadra. Hooda appears to be doing
this to please Gandhi family and deter those public servants whose role
model ashok khemka has become . But in doing so he is is keeping issue
of Robert Vadra,s land deals alive in the minds of people thereby embarrassing
Gandhi family. In days to come, Khemka can pose serious electoral challenge
to Rahul Gandhi or even Sonia Gandhi. As they say wise enemy is better
than a foolish friend. Or Hooda is doing this deliberately with a purpose
to cause huge damage to Gandhi family.

Provide information on job vacancies
It would be appreciated by all viewers of this site, if you could provide
some information regarding job vacancies in Government Departments/PSU's/PSU
Banks,etc., from time to time so that unemployed youth of the country
can approach the Government through various Forums to fill up these
vacancies. Sources say the there are thousands of vacancies in Banks
itself as bulk of staff retired on Oct 31, 2013 and Nov. 30, 2013. This
exercise of yours and the viewers can certainly help the unemployed
youth of the country.

On whom should the penalty be imposed?
Hearing a complaint for delay in providing information, the Central
Information Commission (CIC) noted that the first appellate authority
had directed the Public Information Officer (PIO) to provide the
information. The PIO claimed that though the copy of the order
was endorsed to him, the intelligence officer (subordinate staff)
did not inform him about the order. The PIO requested the CIC
to drop the show cause notice for imposing penalty. The CIC did
not find the explanation satisfactory and held that the burden
of proving that he acted reasonably and diligently shall be on
the PIO under second proviso to section 20. A penalty of Rs. 25,000/-
was imposed on the PIO.
