Direct OPD consultation with private empanelled hospitals be started
I agree with the reader's comment that direct OPD consultation with private empanelled hospitals for senior citizens holding CGHS card should take effect immediately to alleviate them of apathy in CGHS dispensaries of all - right from compounder, clerk, doctor and others - who do not treat them with respect. When Government allots land for private empanelled hospitals, it should be made compulsory to accept CGHS senior citizen beneficiaries to avail their services at Government rates and orders to this effect should be passed. I fail to understand that the same babus who control the CGHS affairs now would also retire one day and face similar apathy and negligence at the CGHS clinics, and why don't they take steps to make the senior
citizens' lives comfortable and less problematic.

Grade Pay of Statistical Investigator Group`B'.
In CGL they have to clear additional 200 marks test of Statistics, but end up getting 4200 GP lower than IT & Central Excise Inspector & CSS Assistant. The GOV even overlooked 6th CPC recommendation for pay parity among these posts. Clearly, this is the example how GoI works in Pay fixation, they upgraded GP of IT,CE Inspectors/Assistants under threatening and overlooked others. If this injustice continues nobody would study Statistics/Economics or Maths. Already dropout rate in Statistical Service is too high, this disparity is further hampering recruitment of quality students as Investigators. Even after several requests to D/O Exp. to upgrade GP of Stat. Inves. on the line of CSS and others, they turned down the same. One should keep in mind that we get salary according to our ability and work requirement and we are expected to what isexpected from us. Tax collection doesn't mean that those Inspector should get more than others , RBI does not claim ownership over note it publishes. Lastly, neither GOI nor Courts are expert in pay fixation so recommendation of pay fixation should be final and arbitrary upgradation of selected services should stop right now.

On whom should the penalty be imposed?

Hearing a complaint for delay in providing information, the Central Information Commission (CIC) noted that the first appellate authority had directed the Public Information Officer (PIO) to provide the information. The PIO claimed that though the copy of the order was endorsed to him, the intelligence officer (subordinate staff) did not inform him about the order. The PIO requested the CIC to drop the show cause notice for imposing penalty. The CIC did not find the explanation satisfactory and held that the burden of proving that he acted reasonably and diligently shall be on the PIO under second proviso to section 20. A penalty of Rs. 25,000/- was imposed on the PIO.
