It's all women world in CBEC
The glass ceiling has been broken with the 'women power' all prevalent
in the Central Board of Excise and Customs (CBEC), the highest policy-making
body on indirect taxes.
The CBEC Chairperson Praveen Mahajan, a 1976 batch Indian Revenue Service
(IRS) officer who has the rank of Special Secretary, is a post-graduate
in History and English. With over 36 years experience, she is also the
first from her gender on this coveted post.
For the first time since its constitution, on January 1, 1964, if the
Chairperson of the CBEC is now a woman officer, what comes as an even
bigger surprise for the 'male world' is that all her colleagues on the
board are also women.
Ms Sheila Sangwan, currently Member (Budget) in the CBEC, is an officer
of the 1976 batch of the IRS (C&CE). An alumnus of the Delhi School
of Economics and the University of Washington, she is also a Law Graduate
from University of Delhi and a Humphrey fellow. Ms Sangwan is a post-graduate,
and holds MBA and LLB degrees too. A keen Golfer, Ms Sangwan has won
a number of amateur tournaments and she is recipient of the Presidential
Award for Specially Distinguished Record
of Service.
Ms J M Shanti Sundharam, currently Member (L&J) in the CBEC, is
from 1977 batch of the IRS (C&CE). Prior to joining the board as
Member on November 29, 2011, she was Director General, Human Resource
Development, Delhi and Chief Commissioner of Customs (Preventive) at
Chennai. She has a Masters degree in English Literature and Post Graduate
Diploma in Public Administration from Indian Institute of Public Administration.
She has also served as ADG, DRI and Assistant Director General with
C E I B.,
Ms Sandhya Baliga, currently Member-(L&J), is a 1976 Batch IRS
(Customs & Central Excise) officer who joined CBEC as Member on
August 02, 2012. At the time of appointment as Member, CBEC, she was
holding the charge of Director General, HRD, Customs and Central Excise,
New Delhi. A post-graduate and M Phil In Public Administration, Ms Baliga
joined the Department on November 05, 1976. She has worked on various
important positions including Commissioner (Appeals) Pune,Commissioner
Customs Shillong and Chief Commissioner, Customs & Central Excise,
Mysore.
Ms Shobha L Chary, currently Member, (P&V) in the CBEC, is a 1977
batch IRS (Customs & Central Excise) officer who joined CBEC as
Member on August 13, 2012. At the time of appointment as Member, CBEC,
she was holding the charge of Chief Commissioner, Customs, Mumbai-I.
Ms Chary who joined the department on November 7, 1977 has served in
various capacities in the field formation of Customs and Central Excise,
besides being an Under Secretary in the Board. She waspromoted as Chief
Commissioner in December 2009.
Mrs Lipika Majumdar Roy Choudhury, who was Chief Commissioner of Customs
and Excise, Ahmedabad, before taking over the charge of Member (Service
Tax) in CBEC is looking after the charge of Chief Commissioner, CX,
Bhubaneswar, Chief Commissioner, CX, Kolkata, Chief Commissioner, Customs,
Kolkata, Chief Commissioner, CX, Ranchi (HQ. at Patna), Chief Commissioner,
Customs (P), Patna, Chief Commissioner, CX, Shillong and DG (Service
Tax).

Plight of retired pensioners
I totally endorse the views on the plight of retired pensioners. It
is very difficult for pensioners even to get an appointment from Senior
specialists in Central Government hospitals in Delhi inspite of entitlement!
Outside Delhi, better not to even think of CGHS benefits at all like
cashless treatment, access to Government specialists etc.! This is how
the Scheme is operating!!

Wasting billions of poor tax payers money in Afghanistan
We are wasting billions of poor tax payers money in Karzai's Afghanistan
on the proddings of US. Now few more millions are going to be spent
in their farm sector jointly with US. All these are under the assumption
that Afghans will be ever grateful to our country. Any one acquainted
with Afghanistan's history should know better, that gratitude is not
in their dictionary where as treachery and back stabbings are .All these
are happening while US is hobnobbing with Taliban for a safe and honourable
withdrawal of their troops with out even taking us into confidence.
Once US withdraws, Mullah Omar's Taliban will certainly take over and
there will not be even a smoke of Karzai. Like they did on Banian statues,
not a stone will be left of the edifices we built for them at huge expenses.
Pakistan and Taliban will ensure that we should rather be more worried
about the safety of our diplomats and engineers working there as Taliban
never respects the sanctity of diplomatic immunity or even UN, as happened
to their one time President Najibullah when he was was dragged out from
UN building in Kabul and gruesomely massacred inch by inch. Some times
one is surprised at the juvenility of our diplomacy.

Govt hospitals are the best
CGHS beneficiaries were provided the benefit of getting treated in private
hospitals mainly with a view to avoid rush at government hospitals.
The government hospitals are meant for needy and the poor. From the
financial point of view, it can be proved that the cost for incurring
expenditure for a Government servant in government hospitals may be
near to the treatment cost in private hospitals. This includes the salary
of the doctor, establishment/general administration charges of the government
hospital, salary of the other category of employees, light, water, medicine,
diagnostic charges etc. The main reason why the private hospitals have
withdrawn from the CGHS service is that their payments gets delayed.
The medical bills starts getting pending from the month of July onwards
of the financial year. In the beginning of the financial year whatever
funds which are allocated to CGHS gets exhausted in the months of April
to June as there are huge backlogs. The private hospitals should also
realize their responsibility. They had been provided land at low cost
for setting up the hospital and one of their duty was to serve the poor.
Due to the connivance of private hospitals and unscrupulous employees
of government sector general insurance companies, a number of latter
have gone into red. With the insurance companies going into red one
day the hospitals may also go red. All off a sudden treatment facility
for CGHS beneficiaries in Government hospitals has improved with the
setting up of a separate wing for CGHS beneficiaries. The doctors there
are more efficient to the doctors in private hospitals because they
are connected on academic front also wherein they are required to take
classes in the medical colleges. These doctors unlike private hospitals
do no prescribe unnecessary tests and diagnostics.

Amicable solution between Govt and pvt. hospitals
I endorse the views of Satya regarding amicable solution between the
Government and the private hospitals for all issues. In addition, it
would be more beneficial if the Fortis Hospital at Shalimar Bagh is
also included in the list of empanelled hospitals as no super specialty
hospital in the northern area is included in the list of empanelled
hospital at present.

public interest!

Scarcity of official vehicles
These days official vehicles have become a scarcity in various Ministries/Departments.
The Ministers and top Officials have not curtailed their usage and their
private usage continues go on unabated. The middle and lower level officials
are told to chase files sent to other places and get replies from other
places by going there. In the absence of government provided vehicles,
on a number of occasions they perform journey on their vehicle and burn
petrol (the prices are sky-rocketing). They are not compensated in the
form of transportation allowance properly and wherever people get, there
is objection from the Cash, P&AO and Audit party. In the bargain
they loose. I have gathered through RTI that people in Cash, P&AO
and Audit are taking transport allowance regularly, even if they have
not performed any journey. A time has come to expose all these things.
Funny part is that on your return journey from tour you are paid amount
based on the pre-paid taxi bills submitted by you but you are paid less
than half the amount for taxi hired for your onward journey. A grave
violation of human rights and mockery of government systems and practices.
Government money can be saved only if we go after the big fishes and
not by harassing small people. No body has guts in this country do so
(Napunsakhs). Most government servants are bothered only their jobs
in order to ensure that they get their retiral dues unhindered.
