Also be brief, say about 200 words at the most since any views longer than that if eliminated at our end would carry the risk of the contrbutors item losing its original essence) Payment of Gratuity on Retirement While all perks and benefits, including Pay/Salary, pension etc in Government are given according to "hierarchy", there is one retirement benefit where even the Cabinet Secretary is treated at par with an officer 20 rank below him. That is, payment of Retirement Gratuity. Government has fixed a ceiling of Rs.10 lakhs on retirement gratuity to Government Servants, which has resulted in a situation that a senior PB-2 officer in the Pay band of Rs.9300-34800 + GP of Rs.5400 [S-15 Pay Scale] is getting the same amount of gratuity i.e. Rs.10 lakhs which Cabinet Secretary in the fixed salary grade of Rs 90,000 [S-34 Pay Scale] is getting. This anomaly need be looked into by FINMIN / PERSMIN, and ceiling of Rs.10 lakhs removed. Surendra Mohan Time of Retirement in Year As you are aware that officers in various Central Services are retiring in different months in a year and only after few months they are receiving the pensions, sometimes the period is very long. As after the 6th Pay Commission the increment date is July for all. Similarly, there should be two retirement dates one on 30th June (for those retiring from January to June) and other on December 31 (retiring from July to December). This will not only solve the problem of calculation of dues but most of the administrative work will be smoothened. U.Majhauli Constitution bans appointment for HC & SC judges too About the post retirement sops, it can be mentioned that constitution bans appointment for HC & SC judges too to ensure impartiality but in practice they are lured to get it after 62 and 65yrs. It is also surprising that esteemed judges do not object to it when government proposes ? Why can't we have sitting judges in Tribunal's and Lokayukta ? Will it not make the system more effective and unbiased? It should also be discussed if a Bureaucrat is incapable (by age) at 60 how a judicial officer can do well till 65yrs. It is also the High time that we conduct a special exam by UPSC to appoint judges for High Court. It will make appointment more transparent. IT is definitely in line with Democratic principles. Just a thought. S R Income Tax not for sustaining corruption Increasing taxes in the name of development is ethically wrong when corruption is swallowing it unabated, as revealed by scams of unprecedented proportions, the latest being the helicopter deal. Obviously the corrupt have neither shame nor fear. Their successes one after the other has emboldened them so much that they openly boast of bribing even the Chief of the Indian Air Force. The Finance Minister comes up every year with inflated demands in the name of the defence and security, but see to what level we have reduced our parameters. This scam has been in the knowledge of the government for more than a year, but it did not dare to open it. Why? Because the networks of the corrupt are so powerful that they can destroy anyone in any position of power. No Prime Minister in such an environment can survive for years if he goes hammer and tong after the corrupt. Those who think that only bureaucrats can be punished are mistaken- politicians can be set right most easily as there are no rules governing their conduct !Why do the tax payers pay 1000s of crores of rupees in maintaining the RAW, MI, IB, ED, CBI. RI etc if they cannot even smell a rat about open robberies on the public exchequer like the helicopters deal? Why should we pay taxes for maintaining these establishments if they fail to discharge their normal duties? The government troubles more when it says that the Italian government is being requested to give us the information on the bribe takers in the helicopter deal. How is the Italian government obliged? What use is it to reiterate what is already known that the guilty shall be punished or the firm will be blacklisted if found guilty? That is the law of India. Can any government say that it will not punish the guilty or the firm will not be blacklisted even if found guilty? Like heinous crimes of the rarest of the rarest category, corruption needs to be punished severely. Unless corruption is eliminated, the Finance Minister should not even think of increasing taxes on individuals or firms. Our taxes are not to be swallowed by corruption. M L Gupta An unhealthy trend People who are sympathizing with and defending Afzal Guru may have the right to their views. But they are not taking into account important factors - execution has been done based on the judgement of the highest court and therefore indirectly the wisdom and authority of the court is being questioned which is not only wrong but unhealthy trend. Our enemy also gets support. Also, they do not have any sympathy with the innocent victims whose lives were finished in this attack and the lives taken by those who have been given death sentence not so far executed. Further, fault is being found now because of the long delay in giving sentence. So delivery of justice should be quick. Another thing, after the judgement has been given by the highest court, power should not vest with the President (which means Government). The provision may be constitutional but undermines the judicial authorities. When three tiers of judiciary have taken a decision it should not be reviewed. It should be implemented immediately. What mercy? Does it mean that the culprit had the right to take others lives but has the right to his life. That is what the so called human right activists seem to be arguing.
