Dr A P J Abdul Kalam presents HAL Innovation Awards (UPDATED)
We need to build culture of excellence in aerospace missions and a few set-backs should not deter us from succeeding in various projects of national importance", said Dr A P J Abdul Kalam, former President of India, at a function organized by HAL at Bangalore on February 20, 2013. Addressing the young management and design trainees of HAL, he urged them to set high aims, acquire knowledge, work hard and persevere in difficult times. "There are opportunities and challenges such as developing 100-seat passenger jet which could be taken up by youngsters like you", he added. Four senior officers shifted in Railways (UPDATED)
As many as four officers in HAG/SAG have been transferred and posted at different places in Railways. Suggestions for improvement in functioning of Judiciary

The following are the suggestions for improvement in the function of judiciary:-
(i) The infrastructure of judiciary should be brought into consonance with the population of the country. There should be facility Video Conferencing and Data Management, wherein through a press of button the judges could get information about Government laws, rules, regulations, instructions and guidelines.
(ii) The vacation period of judiciary should decrease.
(iii) In some cases the layer of disposal cases should be reduced. As per earlier practice, CAT cases should be immediately referred to the Supreme Court. In the Supreme Court there should be a separate bench dealing with employee grievance related cases be it be from the Centre, State/UT and Army personnel. This will improve the morale of the Government employees to perform.
(iv)The court proceedings should be televised live for the Bar Association of India, President's Office, Prime Minister's Office and Law Ministry.
(v) All payments to lawyers be made through cheques.
(vi) Lawyers should not be allowed to take cases at their whims and fancies, which is detrimental to the interests of their earlier clients.
(vii)The judges should contemplate taking strict action against the lawyers, who do not come prepared for the hearing and ask for fresh dates on regular basis.

Scams in Defence deals

Yet another scam detected by media in Defence purchases. The most lucrative assignment in GoI apparently goes to Defence Ministry where kickbacks are paid in all currencies and in any country. It's unlikely that CVC will be able to book officers involved in scams as many officers are drawn from defence ministry itself. These officers in CVC are harassing the officers from other ministries even in false cases and cases of miniscule amount compared high transaction levels which could be found only in Defence deals. The officers from other ministries are treated like jawans by the officials of CVC. It is now to be seen whether the high and mighty are booked in latest Helicopter and various earlier Defence scams. In the name of punishing the bribery charges even if its Rs 1/ the big rupees in Defence deals are made to disappear. Hope CVC chief takes a serious look .

Fine tune defence deals

I do not agree with the views that defence suppliers found indulging in giving kickback should be penalized and not be black listed. The principle of caveat emptor rightly apply and procurement procedures should be made transparent with independent eminent persons being part of the committee (a fundamental duty) with pre and post audit. Let us fine tune procedures and deepen democratic values in all spheres of life.

Ability alone should matter for future growth.

Government always observes due diligence in appointing Ambassadors. There is no bar that promoted officials from interpreters as senior officers or promoted officials from stenographer cadre will not be appointed as head of department, head of mission, minister or for that matter any higher post.

Once you are promoted to a certain senior level, it becomes immaterial, which post or cadre you belong to, only your ability, performance and service record matters. It is a proof that ability should and of course does matter and not cadre of an employee for future growth.
