MP Government wins first prize
The "E-Uparjan (Foodgrain Procurement) Project" of the Department
of Food & Civil Supplies, Madhya Pradesh, has won the first prize
in the NASSCOM IT Innovation Awards, in the category "Best Government
Project for Social Inclusion". This is the third Award the E-Uparjan
system of Madhya Pradesh has received since July last year. E-Uparjan
has been successfully used for two procurement seasons - Rabi (wheat
procurement) in 2012,and Kharif (paddy procurement) in 2012-13, and
now will be used for Rabi 2013. It has undergone a continuous refining
process, and has now stabilised. So far, it has entailed the registration
of almost 20 lakh farmers of MP, along with their landholding details,
mobile numbers and bank account numbers. A total of 100 lakh MT of foodgrains
has been procured through 3,000 computerised procurement centres, and
payments of almost Rs 20,000 crore have been made directly into the
farmers' accounts entirely through bank transfer. Anthony de Sa (IAS-MP-1980),
Additional Chief Secretary in charge of the Food Department received
the Award from Arun Maira, Member, Planning Commission, and Mr Som Mittal,
President of NASSCOM, at a function in Mumbai on Feb 20, 2013.

HAL signs Rs. 418 cr Defence contract for
Cheetal Helicopters (UPDATED)
Hindustan Aeronautics Limited (HAL) has signed contract worth Rs. 418
crore with the Ministry of Defence for supply of 20 Cheetal helicopters
and associated equipments to the Indian Army over the next four years.
HAL will also provide training to the pilots and technical crew. This
is the first contract for supply of Cheetal helicopters to the Indian
Army. HAL had the initial order for 10 Cheetal helicopters from Indian
Air Force. Cheetal is the re-engined variant (developed as company funded
programme) of the proven Cheetah helicopter being manufactured by HAL
for over four decades. Cheetal helicopter is equipped with a Turbomeca
TM 333-2M2 free turbine turboshaft engine which is more fuel efficient
and provides higher payload capability of 90 kgs at an altitude of 6
kms. Cheetal helicopter can operate up to seven kms altitude and has
a range of 640 kms with an endurance of 3.50 hrs. The Cheetal is fitted
with a full authority digital engine control (FADEC) system for engine
control and an Electronic Backup Control Box (EBCB) system which automatically
takes over engine control in the event of FADEC failure. Cheetal incorporates
features of modern cockpit instruments like electrically driven artificial
horizon, directional gyro, Flight monitoring system, Cockpit Voice Recorder
and Master Flasher Warning System. The Cheetal helicopter is a multirole
helicopter and is best suited for the missions such as personnel transport,
casualty evacuation, reconnaissance and aerial survey, logistic air
support, rescue operations and under slung loads (cargo).

SCOPE: Making avenues for accelerated professionalization
and transformation of CPSEs Boards
The Secretary, Department of Public Enterprises O P Rawat (DPE) inaugurated
a two-day Programme on Corporate Governance organised by SCOPE aiming
at accelerated professionalization of CPSEs Boards. Organized under
the aegis of DPE in association with Academy of Corporate Governance
the program comprised 60 delegates including Chief Executives, Functional/Independent
Directors and senior executives of CPSEs.
Appreciating the unique initiative of SCOPE of Corporate Governance
O P Rawat, Secretary PDE, said that training of Directors builds capacity
and makes CPEs a robust business entity. Dr. U.D. Choubey, DG, SCOPE
said that good Corporate Governance an envisioned long term commitment
for enhancing the values for all stakeholders in a transparent, accountable
and fair manner. While highlighting the composite coalition of Directors;
Functional, Government Nominee and Independent ones, U D Choubey laid
down special emphasis on a hard pressed need for transformation of all
these three layers to ensure that CPSEs' Boards are run on a system
oriented process in the larger interest of national economy and public
money.

Post-retirement jobs shouldn't be given to Judges and bureaucrats
There should be a political consensus on Arun Jaitley's suggestion that
post-retirement jobs should not be given to HC and SC Judges and bureaucrats,
since a corrupt Government can dangle it as a carrot to get favourable
orders. Members of National Commissions, ECs, Directors of CBI,IB,RAW
etc should be drawn only from serving Judges and bureaucrats. As Jaitley,
pointed out, pre-retirement judgments/actions can be influenced by post-retirement
benefits. Some such post-retirement beneficiaries are alleged to have
coloured their decisions as a quid pro quo. The appointments of Chairmen
of HRC and Press Council are already mired in controversy. It is better
to increase the retirement ages of Judges and bureaucrats and give such
jobs to serving officers./ bureaucrats since they will be more accountable
than retired ones.

Now it is high time to abolish TDSAT as TRAI and regular court already
exist. There is no useful purpose is served by TDSAT. Why telecom disputes
can not be handled directly by regular court ?

Delivery should be clearly defined
I had been reading views on appointment of officials promoted from PAs,
PS as Ambassador. My considered view is that anybody going as HOM or
HOP must be given clear cut targets for delivery and if he or she fails
to deliver must be penalized. This is a commercial world and delivery
should be clearly defined and so the penalty before moving to head the
post/mission.

What can a PIO do ?
During my presence in CIC, the Information Officer has suggested PIO
to prefer to provide photocopies to the applicant instead of abstracting
the information from files. I think Information Officer's suggestion
will reduce the work of PIO and CIC as well as it will definitely provide
the correct information to the applicant, as sought.

Disposal of cases will improve
On judicial Reform One step not to allow adjournment of cases, only
in exceptional circumstances adjournment be allowed giving cogent reasons
in the court record. It should be strictly monitored. Disposal of cases
will improve unsubstantially .
