for Culture, regarding the slot of Director General(DG), National Archives
of India(NAI), the whispers have started doing rounds as who would head
the National Archives of India after the term of Prof. Mushirul Hasan
would be over by the 2nd week of May. India's acclaimed historian and
the recipient of Padma Shri award Prof. Hasan is the former Vice-Chancellor
of Jamia Millia Islamia University. He has authored numerous books on
Indian history.

The Union Public Service Commission (UPSC) has announced the results
of the candidates qualified for Personality Test for selection to the

last year.

BHPV merges with BHEL
A public sector undertaking unit, Bharat Heavy Plate & Vessels Limited
(BHPV) has been merged into Bharat Heavy Electricals Limited (BHEL).
Now, it has worn a look of BHEL unit at Vishakapatnam, Andhra Pradesh.
It is expected that this unit will overcome losses after merger.
HAL signs Rs. 418 cr Defence contract for
Cheetal Helicopters
Hindustan Aeronautics Limited (HAL) has signed contract worth Rs. 418
crore with the Ministry of Defence for supply of 20 Cheetal helicopters
and associated equipments to the Indian Army over the next four years.
HAL will also provide training to the pilots and technical crew. This
is the first contract for supply of Cheetal helicopters to the Indian
Army. HAL had the initial order for 10 Cheetal helicopters from Indian
Air Force. Cheetal is the re-engined variant (developed as company funded
programme) of the proven Cheetah helicopter being manufactured by HAL
for over four decades. Cheetal helicopter is equipped with a Turbomeca
TM 333-2M2 free turbine turboshaft engine which is more fuel efficient
and provides higher payload capability of 90 kgs at an altitude of 6
kms. Cheetal helicopter can operate up to seven kms altitude and has
a range of 640 kms with an endurance of 3.50 hrs. The Cheetal is fitted
with a full authority digital engine control (FADEC) system for engine
control and an Electronic Backup Control Box (EBCB) system which automatically
takes over engine control in the event of FADEC failure. Cheetal incorporates
features of modern cockpit instruments like electrically driven artificial
horizon, directional gyro, Flight monitoring system, Cockpit Voice Recorder
and Master Flasher Warning System. The Cheetal helicopter is a multirole
helicopter and is best suited for the missions such as personnel transport,
casualty evacuation, reconnaissance and aerial survey, logistic air
support, rescue operations and under slung loads (cargo).

Task is not a big one
Kothari, if you are not a shirker and really serious in giving reply
to RTI applications, the task is not very big. You should give reply
to only those point, with which you are concerned in a tabular format.
Don't draw any inferences/perceptions just attach a copy of the rules,
guidelines, instructions, procedures and regulations as Annexure and
let the applicant draw everything. Go through the website of the Cabinet
Secretariat at (www.cabsec.nic.in) and from that find out from the Allocation
of Business Rules, as to which department is concerned with which subject
and transfer a copy of the RTI application to the concerned for giving
a reply to the point with which you are not concerned. An indication
to this effect should be made in the tabular format stating that 'as
this department is concerned with this information/question/so &
so subject, a copy of your application is being forwarded to them under
the Section 6(3) of the RTI Act advising them to give you a reply. And
just below the tabular statement, write "in case you are not satisfied
with the reply you may appeal to the Appellate Authority, whose details
are as under. Life will become very easy". Don't give response
to any hypothetical question. PIO should send this at his level without
any noting and drafting. During the year 2012, I responded against 55
RTI applications and did not get any appeal in response.

Corruption in high places
Rashtrapatiji, From your Address to the Parliament, we have come to
know of the all round positive features and good things happening in
the country. We, the people, are very happy about the same. In particular,
it is a matter of great satisfaction to note that corruption, especially
in high places, is not an issue in the country, and it does not exist.
