20 IAS officers retiring in February
As many as 20 officers of Indian Administrative Service (IAS) of various
batches and cadres are retiring in February, 2013. The officers include:
Ved Prakash and M Zohmingthngi of AGMUT cadre while A B Mohammed Eunus,
Subhash Ch Longmailei and Jyotirmoy Chakraborty of Assam-Meghalaya cadre
and Prem Kumar Jha of Bihar cadre. Similarly, Jusuf Minz of Chhattisgarh
cadre is also retiring in this month; M V Joshi and R S Patel of Gujarat;
Devashish Gupta of Jharkhand; B A Harish Gowda, S G Hegde, N Prabhakar

This time in the appointment of IRDA Chief the IAS has lost its supremacy.
Former LIC Chairman T S Vijayan has taken over as new Chairman of the
IRDA. Earlier IAS officers C S Rao and Hari Narayan
had been the Chairman.

D P Sinha, Additional Director is likely to be promoted as Special Director,
IB. He is a 1979 batch IPS officer of Manipur Tripura cadre.
Ms Singh to be next Indian High Commissioner
to Singapore
Ms Vijay Thakur Singh is poised to succeed Dr TCA Raghavan as the Indian
High Commissioner to Singapore. Ms Singh, a 1985 batch IFS officer,
was the first IFS officer to make it as Social Secretary to the President
of India; a post created by the then President Pratibha Devi Singh Patil.

Will Nimesh be the new Director (Medical),
CRPF?
Whispers in power corridors have it that S N Nimesh, IG BSF (Medical)
may be given the chance to serve as the new Director CRPF (Medical)
after AK Dhawan would take charge on 1st March as ADG (Medical) MHA.
Though Nimesh is brighter on the basis of seniority but his retirement
scheduled in May this year may make his chances bleak. His supposed
roadblock triggers further speculation that if not Nimesh who is the
brighter of the two front runners?
DoPT recommends two-year extension to Prof.
Mushirul Hasan ?
Whispers are louder in the academic circles, rather than the bureaucratic
one, that DoPT has recommended two-year extension to the incumbent DG,
National Archives of India, Prof. Mushirul Hasan. It is reportedly yet
to get the sanction of Union Ministry of Culture. If it comes true,
Prof. Mushirul will be heading the NAI for next two years. Has anybody

SCOPE programme on Corporate governance to
accelerate (UPDATED)
SCOPE organized a two-day Programme on Corporate Governance with the
objective to accelerate professionalization of CPSEs Boards which started
here today. O P Rawat, IAS, Secretary, Department of Public Enterprises
(DPE) inaugurated the programme. Dr. U D Choubey, Director General,
SCOPE, Prof. Y R K Reddy and Ms. Angela Gillibrand, Lead Resource Persons
also addressed the Programme which is being organized under the aegis
of Department of Public Enterprises (DPE) and in association with Academy
of Corporate Governance. It is being attended by over 60 delegates comprising
Chief Executives, Functional/Independent Directors and senior executives
of CPSEs. Dr Choubey, DG, SCOPE in his address said good Corporate Governance
is a long term commitment for enhancing the values for all stakeholders
in a transparent, fair, honest and accountable manner. He said Indian
CPSEs are Board-run companies having very complex coalition of three
different layers of Directors i.e. Functional Directors, Government
Nominee Directors and Independent Directors. There is a need for transition
and transformation of all these three layers as they come from different
backgrounds. SCOPE, therefore, felt the need to organize orientation
programmes so that CPSEs Boards are run on a system oriented process.
SCOPE's Corporate Governance programmes have become the most popular
and sought after programmes in CPSEs, Dr. Choubey added. O P Rawat,
IAS, Secretary, DPE in his address said DPE has done away with 5% weightage
to the compliance of Corporate Governance guidelines as CPSEs are expected
to comply with these. The public enterprises will get negative marking
in case they do not comply with the guidelines in true spirit and deliver
the best results. He appreciated this unique initiative of SCOPE on
Corporate Governance which would help CPSEs in bringing professionalization
in their Boards. He said that training of Directors of CPSEs by SCOPE
is a very important initiative as it builds their capacity. The learnings
and concepts from the programme should be applied in a desired spirit
and not in the mode of compliance exercise, he added. Prof. Y R K Reddy,
Lead Resource Person while sharing the programme perspective said that
as of now, the SCOPE programmes on Corporate Governance have produced
over 600 trained potential directors in CPSEs.
Rajiv to be DGP, Jharkhand; guessing game
goes on whether it would be Kumar or Jain? (UPDATED)
With only three days left for Jharkhand to see its new DGP and to see
off its incumbent one; the guessing game still goes on whether it will
be Rajiv Jain or the junior one Rajiv Kumar to make it for the coveted
slot. Though Kumar's name had been cleared much earlier, in the post
Presidential rule Jain's name had resurfaced as the brightest candidate.
Now the countdown has shrunk to hours whether Jharkhand will see Kumar
or Jain as its new DGP. Jain, Joint Director Intelligence IB is 1980
batch IPS officer whereas Kumar, a 1981 batch IPS officer, is serving
as DG Home Guards in Jharkhand.

Prevent corruption
It is necessary to contain corruption immediately. The virus is
spreading very fast. I request PM/FM to bring a law that all transactions
of Rs.20000 & above should NOT be by cash & it should be by
cheques, Creditcard/Debitcard, Electronic transfer. No cash withdrawal
of Rs.20000 & above permitted from Banks & ATMs. All cash withdrawal
above Rs. 10000 can be made only once in a day. If emergency withdrawal
required, Bank Managers specific permission should be obtained &
details of reason, withdrawee etc should be noted in a format. Yes,
there would be protests but a hard decision is
required.

Judiciary has no control over infrastructure of the courts
Of late, comments have been noticed regarding the judiciary. However,
the fact is that the judiciary has no control over the infrastructure
of the courts, or the number of sub judges, ADJ's, etc recruited. All
these are in the hands of the state government. The vast majority ofcases
are stuck in lower courts. Anyone who has had the misfortune of having
a case listed there can vouch for the pathetic state of the infrastructure
available to the judicial system. Judicial officers are overworked,
having only two ten minute breaks from listening to cases in the day,
apart from lunch. Insufficient judges are available to do justice. Crumbling
buildings, lack of transport or residential facilities for judicial
officers, no support and secretarial, typists, clerks etc staff recruited
in courts by state government, Yet, people blame the judiciary for delays.
And Government of India and government of states themselves are the
largest litigant in our courts, clogging up the courts system, filing
endless appeals, review petitions, special reviews, and whatnot against
the hapless citizen, all at the cost of the public exchequer. Bar Council
of India is given power to regulate advocates, yet it doesn't do so,
instead wasting publics and courts time by calling endless strikes of
lawyers. The problem is not from the side of the judiciary. It is largely
from the side of the executive, not providing sufficient judicial infrastructure
for our vast country.

Capable of doing miracles
Prof Hasan is one of the ablest educational administrators of India.
I am lucky that I got an opportunity to serve under him as Registrar,
JMI. He changed its picture completely. I am told by authentic persons
that he did the same for national archive. I think government should
use his service for sick units of academic nature. He is capable of
doing miracles.

Serving or retired?
Does it really make any difference whether a Member or Chairman of a
Commission or Committee is retired or serving? Perhaps, it is one and
the same thing as of today. This issue had been raised by several regular
contributors to the WIC, which is a popular forum on matters administrative
or governance, from time to time. Even the whispers on 22/2/13 carry
a post on the subject. The bitter reality is that the political system
and vested interest lobbies don't allow promotions or higher appointments
according to the rules. Neither could the framers of the constitution
visualize whole sale messing up of the system nor could put everything
in black and white for considerations of space- already the constitution
is very lengthy. That has given more than the desired space for the
politician to mince the rules and play with appointments to higher positions.
The "post retirement" gravy train is only for such people,
who serve well the masters. Who said it is "Public Service'? The
wise know better that "self Service" is the only synonym of
public service. If retirement age is increased, who will serve the masters?
And the masters don't want public servants to ignore them and serve
the public. For public service, the people have elected them and given
the mandate to them only. Any questions?

None should be given any post retirement assignment
I am fully in agreement with the view that officers and Judges should
not be given any post retirement assignment as it is likely to influence
their decisions while in service. The retirement age can be increased
but post retirement post should be allowed. In the past majority of
CBI and IB directors have landed up cushy jobs as Governors, Members
of various Commissions possibly for services rendered in the past.
