NBCC to build new Vidhan Sabha house for Uttarakhand (UPDATED)
National Buildings Construction Corporation Limited (NBCC) has been entrusted to build new building of Uttarakhand Vidhan Sabha. It is incorrect

To say that the judiciary has no control over infrastructure in Courts is incorrect. With due respect, the judiciary is Supreme. It has all the powers in the world. It is only that the physician is unwilling to heal itself.

Infrastructure problem is everywhere
With due respect to judiciary, Infrastructure problem is everywhere be it be in the legislature, judiciary or executive. But one has to go on. Why one can't work in situation, where in a poor country like ours, one may get facility less that their entitlement. Why can't people enter office carrying his own bag rather depending upon the chaprasi? Why can't people stop misusing office facilities especially car? Why people ask for new furniture, upholstery and other items immediately on their joining? Why people are still living in the 'British Feudal Raj' in a poor country like ours? If one has the initiative and drive one can do a lot instead of bickering. Honesty and integrity has to come from within. Further, if you fought with your family members at home, you should not vent in your feelings at the place of work. A lot of people like to sit in office late in the evening or on holidays and make the life of others hell. They are causing loss to the exchequer by allowing office facilities to extend beyond office hours. Everything can be done within the timings every one has to be serious.

Stop eulogies
I note with utter chagrin that few officers use this august forum to post eulogies about themselves through pseudo friends. They claim themselves to be the finest ,honest and miraculous through such fake profiles .Anyone can understand it . It's a clever tactic of self praise through others. Most of the bureaucrats specially in the central government are like pond's frog ..The central government is like collapsing Mughal empire ..With these Mansoobdaars living in the past glory.

Sufferings of CGHS beneficiaries

Recently Government has fixed rates of drug-eluting stents at Rs.25,000/ through a notification which is highly unrealistic low figures. The wire mesh at this cost can only be obtained from places like Bhagirath Palace in Delhi. The actual cost normally varies from 50,000/ to 1,00,000/- to a patient depending upon quality and approval. Due to such low rates many hospitals have withdrawn from CGHS empanelment and many will not provide the treatment to CGHS beneficiaries. It is not clear how the Government is taking such decisions without consulting private and Govt. hospitals. Health Ministry should first through consultation process involving private hospitals like Max, Escorts, Appolo, Batra, Sir Ganga Ram and Government hospitals like RML, Safadarjung etc. before fixing the rates of such specialized treatments. Any how CGHS beneficiaries are at the receiving ends. Please think about old and poor Govt. retirees before taking any unrealistic decisions. I will like to request Minister for Health & family welfare to please withdraw such orders and fix realistic limits for the treatment and also make sure the hospitals like Max, Escorts, sir Ganga RAm, Batra etc. provide treatments to CGHS beneficiaries. When Court can issue directives to these hospitals for providing treatment to poor patients upto 25% of capacity why not to CGHS beneficiaries where Government reimburses the cost of treatment.

Role of PIO in RTI
It is very easy to make suggestions / advice but impractical / untenable when it comes to practice. The officers handling the subjects are invariably made the PIOs for such subjects in various Ministries / Departments lest any other officers who are not handling the subject, when faced with the RTI request, will be perplexed as to the intricacies of an RTI request. He will surely bother the officer concerned for advice / guidance as also for records, for answering the RTI and there will be more cumbersome and cause delays and resultantly difficult to fix responsibility also. The edict that officers having lot of work in his charge may not be made the PIO is, therefore, to be taken with a pinch of salt.

Prevent corruption

The solution suggested is laughable as it is presumed that everyone is a cheat. Is the solution suggested is existing anywhere in the world ? Better sense should prevail before even thinking on the suggested lines.
