CISF theme song released (UPDATED)
Union Home Minister Sushil Kumar Shinde released the theme song of CISF
at a function at its HQ in New Delhi. The noted lyricist Javed Akhtar
had penned the motivational theme song of CISF. While Raju Singh is
the composer, Sonu Nigam and Sunidhi Chauhan have sung the song. Applauding
the robust security management at all critical installations across
the country and underlining its versatility Akhtar said that for the
very reason it took him lot of efforts to depict the uniqueness of this

ICFRE DG Bahuguna releases 'annual report
2011-12' (UPDATED)
Dr V K Bahuguna, Director General, Indian Council of Forestry Research
and Education (ICFRE) and Chancellor, FRI-Deemed University, Dehradun
released the "Annual Report 2011-2012" and the "Semi-Annual
Report June 2012-Dec 2012" of the World Bank funded project on
Sustainable Land and Ecosystem Management on 27-02-2013. Three studies
entitled (i) "Participatory model for water harvesting and development
of community pastures in Thar desert, (ii) Rehabilitation of degraded
bamboo forests in Madhya Pradesh, and (iii) Agarbatti preparation from
degraded bamboo forests of Madhya Pradesh" under Sustainable Land
and Ecosystem Management Technical Facilitating Organization (SLEM-TFO)
Project at ICFRE were also released. The above said publications were
prepared by thematic area experts under the guidance of Saibal Dasgupta,
DDG (Extension), Directorate of Extension, ICFRE, Dehradun and in the
supervision of Dr T P Singh, National Project Director, SLEM-TFO Project.
Ministry of Environment and Forest (MoEF), Govt. of India has designated
ICFRE as the Technical Facilitating Organization for the implementation
of SLEM-CPP program. The project was started in September, 2009 and
is operational for a period of four years. All Deputy Director Generals,
ICFRE, Dehradun, Director, FRI, Dehradun and other senior officers of
ICFRE were also present on this occasion.

Govt. really suffering
from policy paralysis?
Civil Services examination has been touted as one of the prestigious
exam. Unfortunately by Feb. 2013 forms should have been available and
schedules announced but surprisingly there is none. Aspirants who have
toiled hard for the last year or so are waiting in vain. Now there is
news that UPSC will be implementing a new system whereas aspirants have
prepared on the basis of existing system. It seems bureaucrats are busy
eying plum postings and post retirement rehabilitation and even PMO
is also aloof to the plight of aspirants. If any decision for change
needed should have been taken at least 6 months before 2013 exam. Is
this Government really suffering from policy paralysis? What impression
these aspirants will get with the working of this system. May good sense
prevail in the best interest of aspirants.

Indian judiciary is best
The Indian judiciary is the best in the world. The pendency of cases
before the judiciary is only 4 crore. In terms of per capita population,
pendency is less than 0.04%. It may be that cases drag on for years,
but then nothing is perfect and the people have faith in the judiciary.
The problem is that the judiciary is also a bureaucracy, though by another
name. It is different from the rest of the bureaucracy because it makes
its own appointments and its own rules, fixes its own pay, perks and
service conditions, carries out its own transfers and postings and has
real power.

Talent not drawn to judicial side
I have been following the debate on the judicial system on your site.
Interesting thing is, the judicial system is manned almost exclusively
by Provincial Judicial Service officers at District level (who get inducted
into the Higher Judicial Service on promotion with very few Direct Recruits
into the Higher Judicial Service) and who also get promoted to the High
Court. There is no All India Service to man the Districts. Though pay
and perks are very high nowadays with Additional District Judges (of
the same rank as Additional Collectors drawn from the Provincial Civil
Service) getting the pay of Additional Secretary to the Government of
India, talent apparently is not drawn to the judicial side. During British
days, the ICS (Judicial) manned the Districts and the Provincial Judicial
Service officers never reached the High Courts. The time has come to
have an All India Judicial Service to man the Districts and to serve
as High Court judges upon elevation from the Districts. This alone will
improve the situation with respect to pendency, quality and probity
in the lower judiciary. It will also ensure that there is no whiff of
nepotism in the system. Let it also be acknowledged that the judiciary
is the only institution in India in which the common man has faith and
the efforts of the Judiciary to uphold the Rule of Law and Democracy
in India are what have saved the country from going the way other south
east Asian countries who attained independence at the same time as India
have gone.

Fix average rate
It appears that Government's decision to pay only Rs 25,000 for stent
has been taken by someone at the junior level. It is unthinkable that
some senior officer will agree to such absurd decision. Why can't health
ministry take the average rates of the private hospitals and fix the
rate in consultation with them after getting a discount for likely large
numbers?

An outstanding officer
Dr V K Gupta, IDAS, is the most deserving officer for this post. She
is multi talented, a linguist (knows six languages-Tamil, Malyalam,
Marathi, Hindi, English and German, a subject in her UPSC exam). She
was a topper throughout. An NDC gold medal winner (the only lady officer
in the history of National Defence College). A highly religious and
secular person as also helpful and an officer with a vision. Her talent
and high level of IQ is accepted by all with whom she has worked. She
was the officer who conducted 3g auction and got 106000cr. for the government.
She is mild but very firm, honest and positive, great public speaker.
Brigadier level officers at IIM Indore where she went and delivered
a lecture gave her a thumbs up and highest rating and called her talk
as a 'value for money'. No one else deserves post retirement selection
more than her. Thumbs up for all those who were instrumental in selecting
this talented lady officer.

State failure in protecting citizens
Killing of yet another sarpanch in J&K, close on the heels of bomb
blast in Hyderabad, is yet another reminder of total failure of the
state to protect its citizens. The state has a policy to protect politicians
/ministers /VIPs by providing them Z Y category of security but none
for the citizens for whom only condolence messages are reserved. However
the state which cannot protect the citizens is very efficient in arresting
and lodging FIRs against citizens for expressing or sharing comments
on social media .

Finding hard to change with time
While the number of PIO who are getting penalised under the RTI Act
has been rising, there is very little in terms of a framework based
training on regular basis for them. Training includes not only that
of skills, but also of attitude. Very few old officers are willing to
work with the changes in law and remain stubborn in approach. I only
wish there were more people to propel the change in the system.
