ICFRE DG Bahuguna releases 'annual report
2011-12'
Dr V K Bahuguna, Director General, Indian Council of Forestry Research
and Education (ICFRE) and Chancellor, FRI-Deemed University, Dehradun
released the "Annual Report 2011-2012" and the "Semi-Annual
Report June 2012-Dec 2012" of the World Bank funded project on
Sustainable Land and Ecosystem Management on 27-02-2013. Three studies
entitled (i) "Participatory model for water harvesting and development
of community pastures in Thar desert, (ii) Rehabilitation of degraded
bamboo forests in Madhya Pradesh, and (iii) Agarbatti preparation from
degraded bamboo forests of Madhya Pradesh" under Sustainable Land
and Ecosystem Management Technical Facilitating Organization (SLEM-TFO)
Project at ICFRE were also released. The above said publications were
prepared by thematic area experts under the guidance of Saibal Dasgupta,
DDG (Extension), Directorate of Extension, ICFRE, Dehradun and in the
supervision of Dr T P Singh, National Project Director, SLEM-TFO Project.
Ministry of Environment and Forest (MoEF), Govt. of India has designated
ICFRE as the Technical Facilitating Organization for the implementation
of SLEM-CPP program. The project was started in September, 2009 and
is operational for a period of four years. All Deputy Director Generals,
ICFRE, Dehradun, Director, FRI, Dehradun and other senior officers of
ICFRE were also present on this occasion.

SCOPE urges to revisit Right to Information
Act (UPDATED)
SCOPE organized a Programme on "RTI Act & Its Implementation
in CPSEs" at SCOPE Convention Centre, New Delhi. On this occasion,
a Special issue of KALEIDOSCOPE Journal on "RTI Act - Enhancing
Transparency and Efficiency in PSEs" was also released. O P Rawat,
IAS, Secretary, Department of Public Enterprises (DPE), Mrs Annapurna
Dixit, Central Information Commissioner, CIC and Dr U D Choubey, Director
General, SCOPE addressed the Programme. It was attended by a large number
of Chief Executives/Directors and senior Executives of PSEs. Choubey,
Director General, SCOPE in his address said many years have passed ever
since the RTI Act was introduced in 2005 and many aberration now necessitates
review of the Act to bring suitable amendments. The institution of CIC
also needs to be strengthened to handle the large number of appeals
pending for decisions. Dr Choubey said that RTI has enhanced the image
of the country and PSEs and today the world recognizes India's improving
transparency and efficiency in governance. He informed that Private
Sector, particularly the utility sector is being covered under the ambit
of RTI Act in several countries. He stressed on bringing private sector
under the purview of RTI Act in India also to bring transparency in
their working. In his address, O P Rawat, IAS, Secretary, DPE said disclosure
and transparency is the key for healthy governance and advised the PSEs
to be proactive in disclosing the information and bring more and more
information in public domain, so that RTI queries are reduced to the
bare minimum in their organizations. PSEs should submit the required
information within the stipulated time frame and try to remove the bottlenecks
in the implementation of RTI Act, said Rawat, advising PSEs to implement
the RTI Act in letter and spirit.

reach out to masses (UPDATED)
Using Information Technology (IT) as an effective tool to reach out
to the end user of road transport and highways, Dr. C P Joshi, Union
Minister for Road Transport and Highways, has taken the ever first initiative
to go Google. Joshi would interact live with people and take their suggestions
on highways safety through Google Plus Hangout on Friday, March 29,
2013. The initiative aims at ensuring safety, solution and service to
the ground user with transparency, accountability. In the era of inclusive
development Joshi's ministry aims at making Highways Safety an all-inclusive
mission facilitating direct dialogue with the end user of road transport
and highways. Joshi terms this experiment as an extension of the Ministry's
IT initiatives to connect with people of the country. The minister's
conversation with people will expedite the process of inclusion of people's
voice in policy making. From February 27, the Ministry is available
on online platforms like Twitter, facebook, Youtube and Google Plus.
The idea is that; once any idea reaches a critical mark of 5000 and
is found feasible and viable will be implemented ascertaining safety-solution-service
to the ground-user of road transport and highways.

Mystery shrouds delay in naming next ED of

Following are few suggestions for considerations in the forthcoming
budget; 1. Increase exemption limit to 2,50,000/ for individuals and
3,00,000/for Sr. Citizens. 2. Create tax rates of 40% for people earning
more than 20 lakhs. 3. Increase tax base for the people earning more
than 50 lakhs. See the area like Sadar Bazar, Khari Baobli, Karol Bagh,
Chandani Chowk, CP, South Ex., GK etc where the earnings are in crores
but how many people paying tax? 4. Do some data mining to asses the
income. 5. Make tax laws simpler as suggested by Dr. Kelkar.

The request to MPs that frequency of trains from Delhi to Chennai or
number of present trains running be increased has gone waste. Just like
last time, after the rail budget nothing has been done for passengers
travelling between Chennai and Delhi and they have been left where they
are. It is high time these MPs/MLAs from Tamil Nadu, particularly from
Chennai wake up from their slumber and address the Railway Minster to
increase the frequency of trains or number of trains between Chennai
and Delhi.

Whimsical thinking of the lethargic employees
R V Nathan more work/extra work is a state of mind and as per the whimsical
thinking of the lethargic employees. Without any dealing hand and SO
for three years, I reported to three bosses and replied to 55 RTI applications.
If all the country men are expected to know about RTI, then all the
Government employees all the more. If you have the intent of working
as per the Karma theory of Gita, no work is more. Even if you have extra
work you know how deal with and also deal with RTI applications. Don't
behave like a old Feudal British Officers, that it is below my dignity
to type. You also learn to type and if you have extra work take it to
your home and do in on holidays. Bring everything on the pen drive and
put it on your office computer. Don't crib. When you were unemployed
and not getting any such job, many a times you would have murmured that
'bhaghwan mujhe jaldi se naukri de de warna main suicide kar loonga'.
When Government has given you a job, you are coming up with all the
excuses of not doing government work. Government has done a lot for
you. It is time for you to do.
