Indian Bureaucracy is victim of Mai Baap Culture
The declining standard of bureaucracy could be attributed to its nexus with the political class. Some 'over ambitious', self seeking bureaucrats serve the political masters to receive benefits like lucrative, powerful postings, post-retirement rehabilitation as Advisors and Consultants et al. Merit becomes the casualty while the mediocrity rules.

PIO and FAA should be separate person

Event from the point of fair justice, the PIO and the FAA should be separate person. It is very difficult to judge the intention of petitioner but generally people tend to request lot of unnecessary information and formulate same request in variety of ways. There is tendency of petitioner to take matter to higher level for nothing.
